    The New Airport and its Urban Region: Evaluating Transport Linkages

    Privatized airports are emerging as significant transportation and logistics hubs competing with traditional CBDs as activity centres with significant environmental, social and economic impacts. The major implications for transportation planning and evaluation of options have been highlighted as: the difficulty in arriving at an agreed set of relative weights to be attached to each objective; the need to undertake any interface analysis at the regional scale; the need to model the complex nature of the interaction between mixed land use activities within the emerging airport precinct and the supply, pricing and regulation of the relevant transportation links; and the relevance of 'option value' concepts when evaluating transit access to airports

    Representing the bilingual's two lexicons

    A review of empirical work suggests that the lexical representations of a bilingual’s two languages are independent (Smith, 1991), but may also be sensitive to between language similarity patterns (e.g. Cristoffanini, Kirsner, and Milech, 1986). Some researchers hold that infant bilinguals do not initially differentiate between their two languages (e.g. Redlinger & Park, 1980). Yet by the age of two they appear to have acquired separate linguistic systems for each language (Lanza, 1992). This paper explores the hypothesis that the separation of lexical representations in bilinguals is a functional rather than an architectural one. It suggests that the separation may be driven by differences in the structure of the input to a common architectural system. Connectionist simulations are presented modelling the representation of two sets of lexical information. These simulations explore the conditions required to create functionally independent lexical representations in a single neural network. It is shown that a single network may acquire a second language after learning a first (avoiding the traditional problem of catastrophic interference in these networks). Further it is shown that in a single network, the functional independence of representations is dependent on inter-language similarity patterns. The latter finding is difficult to account for in a model that postulates architecturally separate lexical representations

    Integrating spatial and temporal approaches for explaining bicycle crashes in high-risk areas in Antwerp (Belgium)

    The majority of bicycle crash studies aim at determining risk factors and estimating crash risks by employing statistics. Accordingly, the goal of this paper is to evaluate bicycle-motor vehicle crashes by using spatial and temporal approaches to statistical data. The spatial approach (a weighted kernel density estimation approach) preliminarily estimates crash risks at the macro level, thereby avoiding the expensive work of collecting traffic counts; meanwhile, the temporal approach (negative binomial regression approach) focuses on crash data that occurred on urban arterials and includes traffic exposure at the micro level. The crash risk and risk factors of arterial roads associated with bicycle facilities and road environments were assessed using a database built from field surveys and five government agencies. This study analysed 4120 geocoded bicycle crashes in the city of Antwerp (CA, Belgium). The data sets covered five years (2014 to 2018), including all bicycle-motorized vehicle (BMV) crashes from police reports. Urban arterials were highlighted as high-risk areas through the spatial approach. This was as expected given that, due to heavy traffic and limited road space, bicycle facilities on arterial roads face many design problems. Through spatial and temporal approaches, the environmental characteristics of bicycle crashes on arterial roads were analysed at the micro level. Finally, this paper provides an insight that can be used by both the geography and transport fields to improve cycling safety on urban arterial roads

    This paper presents the rationale behind an important enhancement to the NATO SAS-050 approach space, combined with empirical results which take advantage of these enhancements. In Part 1 a new theoretical legacy for the NATO model is presented. This legacy inspires a number of developments which allow live data to be plotted into it, and we demonstrate that the model is well able to discriminate between alternative C2 structures. Part 2 illustrates this feature with multinational data from the ELICIT community. It is surprising to see that teams in both C2 and Edge conditions operate in broadly the same area of the phase space cube. The structure of the pre-ordained ELICIT ‘classic C2’ hierarchy and the deterministic nature of the shared task are put forward as explanations for this, and as future enhancements to the ELICIT paradigm

    This paper investigates innovative approaches to the integration of land-use and transport planning in urban regions. Engineering, economic and social-science based theories and empirical studies are analyzed regarding their ability to explain the interaction between land use and transport - that land use determines traffic flows and that transport infrastructure changes land-use patterns. In addition, this paper provides an overview of the state of the art of computer models for the simulation of land use and transport.
