    Thirteen Plus One: A Comparison of Global Climate Policy Architectures

    We critically review the Kyoto Protocol and thirteen alternative policy architectures for addressing the threat of global climate change. We employ six criteria to evaluate the policy proposals: environmental outcome, dynamic efficiency, cost effectiveness, equity, flexibility in the presence of new information, and incentives for participation and compliance. The Kyoto Protocol does not fare well on a number of criteria, but none of the alternative proposals fare well along all six dimensions. We identify several major themes among the alternative proposals: Kyoto is “too little, too fast”; developing countries should play a more substantial role and receive incentives to participate; implementation should focus on market-based approaches, especially those with price mechanisms; and participation and compliance incentives are inadequately addressed by most proposals.     The economics of Kyoto flexible mechanisms: a survey

    Scientific study has revealed that man-made greenhouse gas emissions are causing global warming. A milestone of international effort for combating global warming was the establishment of the Kyoto Protocol to the United Nations Framework Convention on Climate Change in 1997. The Protocol sets out a 5% emission reduction target from 1990 level for Annex I region in 2010. Economic research has foreseen that it will be very costly for some industrial countries to comply the target individually and therefore suggested international co-operation through flexible mechanisms - Emissions Trading, Joint Implementation and Clean Development Mechanism. Because main greenhouse gases have the uniform-mixing feature, the use of the flexible mechanisms could be both environmentally and economically effective. Recently emerged a number of theoretical and empirical studies to explore the economics of the mechanisms.     Optimal intensity targets for emissions trading under uncertainty (now replaced by EEN0605)

    Uncertainty can hamper the stringency of commitments under cap and trade schemes. We assess how well intensity targets, where countries' permit allocations are indexed to future realised GDP, can cope with uncertainties in a post-Kyoto international greenhouse emissions trading scheme. We present some empirical foundations for intensity targets and derive a simple rule for the optimal degree of indexation to GDP. Using an 18-region simulation model of a 2020 global cap-and-trade treaty under multiple uncertainties and endogenous commitments, we estimate that optimal intensity targets could achieve global abatement as much as 20 per cent higher than under absolute targets, and even greater increases in welfare measures. The optimal degree of indexation to GDP would vary greatly between countries, including super-indexation in some advanced countries, and partial indexation for most developing countries. Standard intensity targets (with one-toone indexation) would also improve the overall outcome, but to a lesser degree and not in all cases. Although target indexation is no magic wand for a future global climate treaty, gains from reduced cost uncertainty might justify increased complexity, framing issues and other potential downsides of intensity targets.Climate policy, emissions trading, flexible targets, intensity targets, optimality, simulation modelling, uncertainty.

It describes a static conceptual model through which one can specify normative multi-agent systems along with a dynamic model to capture their operation and evolution.     Moving data into and out of an institutional repository: Off the map and into the territory

    Given the recent proliferation of institutional repositories, a key strategic question is how multiple institutions - repositories, archives, universities and others—can best work together to manage and preserve research data. In 2007, Green and Gutmann proposed how partnerships among social science researchers, institutional repositories and domain repositories should best work. This paper uses the Timescapes Archive—a new collection of qualitative longitudinal data— to examine the challenges of working across institutions in order to move data into and out of institutional repositories. The Timescapes Archive both tests and extends their framework by focusing on the specific case of qualitative longitudinal research and by highlighting researchers' roles across all phases of data preservation and sharing. Topics of metadata, ethical data sharing, and preservation are discussed in detail. What emerged from the work to date is the extremely complex nature of the coordination required among the agents; getting the timing right is both critical and difficult. Coordination among three agents is likely to be challenging under any circumstances and becomes more so when the trajectories of different life cycles, for research projects and for data sharing, are considered. Timescapes exposed some structural tensions that, although they can not be removed or eliminated, can be effectively managed

    Trade sustainability impact assessment (SIA) on the comprehensive economic and trade agreement (CETA) between the EU and Canada: Final report

    Commissioned by the European Commission, the Final Report for the EU-Canada Sustainability Impact Assessment (SIA) on the EU-Canada Comprehensive Economic and Trade Agreement (CETA) provides a comprehensive assessment of the potential impacts of trade liberalisation under CETA. The analysis assesses the economic, social and environmental impacts in Canada and the European Union in three main sectors, sixteen sub-sectors and across seven cross-cutting issues. It predicts a number of macro-economic and sector-specific impacts. The macro analysis suggests the EU may see increases in real GDP of 0.02-0.03% in the long-term from CETA, whereas Canada may see increases of 0.18-0.36%. The Investment section of the report suggests these numbers could be higher when factoring in investment increases. At the sectoral level, the study predicts the greatest gains in output and trade to be stimulated by services liberalisation and by the removal of tariffs applied on sensitive agricultural products. It also suggests CETA could have a positive social impact if it includes provisions on the ILO’s Core Labour Standards and Decent Work Agenda. The study also details a variety of impacts in various “cross-cutting” components of CETA. It finds CETA would stimulate investment in Canada, and to a lesser extent in the EU; and finds costs outweigh the benefits of including controversial NAFTA-style investor-state dispute settlement (ISDS) provisions in CETA. It predicts potentially imbalanced benefits from a government procurement (GP) chapter. The study assumes CETA will lead to an upward harmonisation in intellectual property rights (IPR) regulations, particularly in Canada, which will have a number of effects.
