    Diffusion of mobile phones in Portugal: unexpected success?

    This paper begins with a somewhat paradoxical situation: Portugal is one of the less innovative countries within the European Union by most innovation indicators but, simultaneously, it is a leading country in the diffusion of mobile phones. The remarkable evolution of the mobile telecommunications sector over the last 15 years turns the issue a little more intriguing. This paper addresses the diffusion of mobile phones in Portugal and focuses particularly on the take-off stage, which signalled a sudden change in the pattern of diffusion. The introduction of an innovation – prepaid cards – explains most of the change in the diffusion curve occurred around 1996 and the subsequent increase in the penetration rate. Prior known research has not considered pre-paid cards an important determinant of mobile phone diffusion, but pre-paid services had an enormous impact on the rate of adoption of mobile phones in many countries and it is the major take-off determinant of mobile phone diffusion in Portugal. The time lag between the launching of this innovation in Portugal and its adoption by other EU countries explains why Portugal not just caught up with the EU average mobile phone penetration rate around 1996, but moved ahead of it from then on

    Telecommunications network operators are on a constant challenge to provide new services which require ubiquitous broadband access. In an attempt to do so, they are faced with many problems such as the network coverage or providing the guaranteed Quality of Service (QoS). Network planning is a multi-objective optimization problem which involves clustering the area of interest by minimizing a cost function which includes relevant parameters, such as installation cost, distance between user and base station, supported traffic, quality of received signal, etc. On the other hand, service assurance deals with the disorders that occur in hardware or software of the managed network. This paper presents a large number of multicriteria techniques that have been developed to deal with different kinds of problems regarding network planning and service assurance. The state of the art presented will help the reader to develop a broader understanding of the problems in the domain

    Performance evaluation of MPEG-4 video streaming over UMTS networks using an integrated tool environment

    Universal Mobile Telecommunications System (UMTS) is a third-generation mobile communications system that supports wireless wideband multimedia applications. This paper investigates the video quality attained in streaming MPEG-4 video over UMTS networks using an integrated tool environment, which comprises an MPEG-4 encoder/decoder, a network simulator and video quality evaluation tools. The benefit of such an integrated tool environment is that it allows the evaluation of real video sources compressed using an MPEG-4 encoder. Simulation results show that UMTS Radio Link Control (RLC) outperforms the unacknowledged mode. The latter mode provides timely delivery but no error recovery. The acknowledged mode can deliver excellent perceived video quality for RLC block error rates up to 30% utilizing a playback buffer at the streaming client. Based on the analysis of the performance results, a self-adaptive RLC acknowledged mode protocol is proposed

    A multi-objective optimisation model for a general polymer electrolyte membrane fuel cell system

    This paper presents an optimisation model for a general polymer electrolyte membrane (PEM) fuel cell system Suitable for efficiency and size trade-offs investigation. Simulation of the model for a base case shows that for a given output power, a more efficient system is bigger and vice versa. Using the weighting method to perform a multi-objective optimisation, the Pareto sets were generated for different stack output powers. A Pareto set, presented as a plot of the optimal efficiency and area of the membrane electrode assembly (MEA), gives a quantitative description of the compromise between efficiency and size. Overall, our results indicate that, to make the most of the size-efficiency trade-off behaviour, the system must be operated at an efficiency of at least 40% but not more than 47%. Furthermore, the MEA area should be at least 3 cm(2) W-1 for the efficiency to be practically useful. Subject to the constraints imposed on the model, which are based on technical practicalities, a PEM fuel cell system such as the one presented in this work cannot operate at an efficiency above 54%. The results of this work, specifically the multi-objective model, will form a useful and practical basis for subsequent techno-economic studies for specific applications. (C) 2009 Elsevier B.V.     Portable products are being used increasingly. Because these systems are battery powered, reducing power consumption is vital. In this report we give the properties of low-power design and techniques to exploit them on the architecture of the system. We focus on: minimizing capacitance, avoiding unnecessary and wasteful activity, and reducing voltage and frequency. We review energy reduction techniques in the architecture and design of a hand-held computer and the wireless communication system including error control, system decomposition, communication and MAC protocols, and low-power short range networks
