    Integrating Historical Person Registers as Linked Open Data in the WarSampo Knowledge Graph

    Semantic data integration from heterogeneous, distributed data silos enables Digital Humanities research and application development employing a larger, mutually enriched and interlinked knowledge graph. However, data integration is challenging, involving aligning the data models and reconciling the concepts and named entities, such as persons and places. This paper presents a record linkage process to reconcile person references in different military historical person registers with structured metadata. The information about persons is aggregated into a single knowledge graph. The process was applied to reconcile three person registers of the popular semantic portal "WarSampo -- Finnish World War 2 on the Semantic Web". The registers contain detailed information about some 100,000 people and are individually maintained by domain experts. Thus, the integration process needs to be automatic and adaptable to changes in the registers. An evaluation of the record linkage results is promising and provides some insight into military person register reconciliation in general.Peer reviewe

    Most organizations today understand the valuable contribution employees as people (rather than simply bodies) provide to their overall performance. Although efforts are made to make the most of the human in organizations, there is still much room for improvement. Focus in the reduction of employee injuries such as cumulative trauma disorders rose in the 80 s. Attempts at increasing performance by addressing employee satisfaction through various methods have also been ongoing for several years now. Knowledge Management is one of the most recent attempts at controlling and making the best use of employees knowledge. All of these efforts and more towards that same goal of making the most of people s performance at work are encompassed within the domain of the Human Factors Engineering/Ergonomics field. HFE/E provides still untapped potential for organizational performance as the human and its optimal performance are the reason for this discipline s being. Although Human Factors programs have been generated and implemented, there is still the need for a method to help organizations fully integrate this discipline into the enterprise as a whole. The purpose of this research is to develop a method to help organizations integrate HFE/E into it business processes. This research begun with a review of the ways in which the HFE/E discipline is currently used by organizations. The need and desire to integrate HFE/E into organizations was identified, and a method to accomplish this integration was conceptualized. This method consisted on the generation of two domain-specific ontologies (a Human Factors Engineering/Ergonomics ontology, and a Business ontology), and mapping the two creating a concept map that can be used to integrate HFE/E into businesses. The HFE/E ontology was built by generating two concept maps that were merged and then joined with a HFE/E discipline taxonomy. A total of four concept maps, two ontologies and a taxonomy were created, all of which are contributions to the HFE/E, and the business- and management-related fields

    The Effect of Network Structure on the Provision of Security

    The term “security” has many more dimensions in the post-9/11 world than it had during the Cold War. Threats may come from different sources, at different speeds, and have different targets. All the actors involved in the provision of security from a specific type of threat create a network—not just states or states in intergovernmental organizations, but all the actors in the “ecosystem. If we look at the relationships among these actors using network analysis, we should be able to map the structure of the entire network. Contrary to the assumptions in most International Relations literature, networks can be centralized (as in hierarchical states) or not, as in markets. The networks transnational actors have created to meet different threats exhibit different structures, from dense and highly centralized to diffuse and dispersed. The network’s structure may thus have a positive or negative effect on the provision of security, depending on the type of threat that is to be met

    Semantic correlation of behavior for the interoperability of heterogeneous simulations

    A desirable goal of military simulation training is to provide large scale or joint exercises to train personnel at higher echelons. To help meet this goal, many of the lower echelon combatants must consist of computer generated forces with some of these echelons composed of units from different simulations. The object of the research described is to correlate the behaviors of entities in different simulations so that they can interoperate with one another to support simulation training. Specific source behaviors can be translated to a form in terms of general behaviors which can then be correlated to any desired specific destination simulation behavior without prior knowledge of the pairing. The correlation, however, does not result in 100% effectiveness because most simulations have different semantics and were designed for different training needs. An ontology of general behaviors and behavior parameters, a database of source behaviors written in terms of these general behaviors with a database of destination behaviors. This comparison is based upon the similarity of sub-behaviors and the behavior parameters. Source behaviors/parameters may be deemed similar based upon their sub-behaviors or sub-parameters and their relationship (more specific or more general) to destination behaviors/parameters. As an additional constraint for correlation, a conversion path from all required destination parameters to a source parameter must be found in order for the behavior to be correlated and thus executed. The length of this conversion path often determines the similarity for behavior parameters, both source and destination. This research has shown, through a set of experiments, that heuristic metrics, in conjunction with a corresponding behavior and parameter ontology, are sufficient for the correlation of heterogeneous simulation behavior. These metrics successfully correlated known pairings provided by experts and provided reasonable correlations for behaviors that have no corresponding destination behavior. For different simulations, these metrics serve as a foundation for more complex methods of behavior correlation

    Escalation in asymmetrical relations. A rational strategy for weak states?

    It is a prevalent view in International Relations scholarship that in conflicts the most powerful party generally prevails. It would follow that weak party escalation usually is an irrational course of action, and therefore should not be attempted. Nonetheless, comparably weak states from time to time escalate confrontations with vastly stronger adversaries, and benefit from it. This paradox is not well understood. While there is a large literature on escalation, it is primarily concerned with situations of symmetrical power. A rare exception is Angstrom and Petersson (2019), who propose that weak party escalation can be rational given specific conditions of the weak state’s preferences, capabilities, or alliances. Asymmetrical conflicts and confrontations of various intensity are numerous, and taking place in politically important regions such as the South China Sea, the Middle East, Eastern Europe, and the Arctic. This paper addresses the knowledge gap surrounding the repeatedly observed, though scarcely understood, phenomenon of weak party escalation. Grounded in offensive realism and theory on strategy of conflict, I aim to answer the research question: how can weak parties in asymmetrical relations use escalation to advance their strategic interests?. Using game theoretical modelling and a case study of the Russo-Norwegian conflict of interest, this paper develops a rigorous explanation for successful weak party escalation. I argue that weak party escalation can be successful given specific conditions of the conflict, such as private information about the cost of conflict, the weak party being supported by a great power ally, or by the weak adopting a limited aims strategy

    nuwar: A prototype sketch-based strategy game

    Abstract Today's military strategy games provide unrealistic interfaces for players to interact with their units: Commanders don't use mice and menus, they sketch. Developing strategy games currently involves grafting AI capabilities on top of a separate simulation engine, with new hand-crafted strategies for each game. We are experimenting with a novel approach for solving both problems. We started with nuSketch Battlespace, a knowledge-rich sketch understanding system developed for military users, and built a game engine, nuWar, on top of it. nuWar is a prototype two-player tactical war game which can be played either hot-seat or over a network. nuWar uses sketching as the primary way for players to express their intent to their subordinate commanders. The underlying ontology used by nuSketch Battlespace is used in both the simulation engine and in the bots which serve as subordinate commanders. We describe the architecture of nuWar, focusing on how it uses sketching, how the simulation engine is built upon the rich representational facilities of nuSketch Battlespace, and how the bots work. We discuss the tradeoffs we have found in this approach so far, and describe our plans for future work

    Proceedings of the 2004 ONR Decision-Support Workshop Series: Interoperability

    In August of 1998 the Collaborative Agent Design Research Center (CADRC) of the California Polytechnic State University in San Luis Obispo (Cal Poly), approached Dr. Phillip Abraham of the Office of Naval Research (ONR) with the proposal for an annual workshop focusing on emerging concepts in decision-support systems for military applications. The proposal was considered timely by the ONR Logistics Program Office for at least two reasons. First, rapid advances in information systems technology over the past decade had produced distributed collaborative computer-assistance capabilities with profound potential for providing meaningful support to military decision makers. Indeed, some systems based on these new capabilities such as the Integrated Marine Multi-Agent Command and Control System (IMMACCS) and the Integrated Computerized Deployment System (ICODES) had already reached the field-testing and final product stages, respectively. Second, over the past two decades the US Navy and Marine Corps had been increasingly challenged by missions demanding the rapid deployment of forces into hostile or devastate dterritories with minimum or non-existent indigenous support capabilities. Under these conditions Marine Corps forces had to rely mostly, if not entirely, on sea-based support and sustainment operations. Particularly today, operational strategies such as Operational Maneuver From The Sea (OMFTS) and Sea To Objective Maneuver (STOM) are very much in need of intelligent, near real-time and adaptive decision-support tools to assist military commanders and their staff under conditions of rapid change and overwhelming data loads. In the light of these developments the Logistics Program Office of ONR considered it timely to provide an annual forum for the interchange of ideas, needs and concepts that would address the decision-support requirements and opportunities in combined Navy and Marine Corps sea-based warfare and humanitarian relief operations. The first ONR Workshop was held April 20-22, 1999 at the Embassy Suites Hotel in San Luis Obispo, California. It focused on advances in technology with particular emphasis on an emerging family of powerful computer-based tools, and concluded that the most able members of this family of tools appear to be computer-based agents that are capable of communicating within a virtual environment of the real world. From 2001 onward the venue of the Workshop moved from the West Coast to Washington, and in 2003 the sponsorship was taken over by ONR’s Littoral Combat/Power Projection (FNC) Program Office (Program Manager: Mr. Barry Blumenthal).
