    Resilience-Driven Post-Disruption Restoration of Interdependent Critical Infrastructure Systems Under Uncertainty: Modeling, Risk-Averse Optimization, and Solution Approaches

    Critical infrastructure networks (CINs) are the backbone of modern societies, which depend on their continuous and proper functioning. Such infrastructure networks are subjected to different types of inevitable disruptive events which could affect their performance unpredictably and have direct socioeconomic consequences. Therefore, planning for disruptions to CINs has recently shifted from emphasizing pre-disruption phases of prevention and protection to post-disruption studies investigating the ability of critical infrastructures (CIs) to withstand disruptions and recover timely from them. However, post-disruption restoration planning often faces uncertainties associated with the required repair tasks and the accessibility of the underlying transportation network. Such challenges are often overlooked in the CIs resilience literature. Furthermore, CIs are not isolated from each other, but instead, most of them rely on one another for their proper functioning. Hence, the occurrence of a disruption in one CIN could affect other dependent CINs, leading to a more significant adverse impact on communities. Therefore, interdependencies among CINs increase the complexity associated with recovery planning after a disruptive event, making it a more challenging task for decision makers. Recognizing the inevitability of large-scale disruptions to CIs and their impacts on societies, the research objective of this work is to study the recovery of CINs following a disruptive event. Accordingly, the main contributions of the following two research components are to develop: (i) resilience-based post-disruption stochastic restoration optimization models that respect the spatial nature of CIs, (ii) a general framework for scenario-based stochastic models covering scenario generation, selection, and reduction for resilience applications, (iii) stochastic risk-related cost-based restoration modeling approaches to minimize restoration costs of a system of interdependent critical infrastructure networks (ICINs), (iv) flexible restoration strategies of ICINs under uncertainty, and (v) effective solution approaches to the proposed optimization models. The first research component considers developing two-stage risk-related stochastic programming models to schedule repair activities for a disrupted CIN to maximize the system resilience. The stochastic models are developed using a scenario-based optimization technique accounting for the uncertainties of the repair time and travel time spent on the underlying transportation network. To assess the risks associated with post-disruption scheduling plans, a conditional value-at-risk metric is incorporated into the optimization models through the scenario reduction algorithm. The proposed restoration framework is illustrated using the French RTE electric power network. The second research component studies the restoration problem for a system of ICINs following a disruptive event under uncertainty. A two-stage mean-risk stochastic restoration model is proposed to minimize the total cost associated with ICINs unsatisfied demands, repair tasks, and flow. The model assigns and schedules repair tasks to network-specific work crews with consideration of limited time and resources availability. Additionally, the model features flexible restoration strategies including a multicrew assignment for a single component and a multimodal repair setting along with the consideration of full and partial functioning and dependencies between the multi-network components. The proposed model is illustrated using the power and water networks in Shelby County, Tennessee, United States, under two hypothetical earthquakes. Finally, some other topics are discussed for possible future work

    Automation and robotics considerations for a lunar base

    An envisioned lunar outpost shares with other NASA missions many of the same criteria that have prompted the development of intelligent automation techniques with NASA. Because of increased radiation hazards, crew surface activities will probably be even more restricted than current extravehicular activity in low Earth orbit. Crew availability for routine and repetitive tasks will be at least as limited as that envisioned for the space station, particularly in the early phases of lunar development. Certain tasks are better suited to the untiring watchfulness of computers, such as the monitoring and diagnosis of multiple complex systems, and the perception and analysis of slowly developing faults in such systems. In addition, mounting costs and constrained budgets require that human resource requirements for ground control be minimized. This paper provides a glimpse of certain lunar base tasks as seen through the lens of automation and robotic (A&R) considerations. This can allow a more efficient focusing of research and development not only in A&R, but also in those technologies that will depend on A&R in the lunar environment

    Design of Flood-loss Sharing Programs in the Upper Tisza Region, Hungary: A dynamic multi-agent adaptive Monte Carlo approach

    Losses from human-made and natural catastrophes are rapidly increasing. The main reason for this is the clustering of people and capital in hazard-prone areas as well as the creation of new hazard-prone areas, a phenomenon that may be aggravated by a lack of knowledge of the risks. This alarming human-induced tendency calls for new integrated approaches to catastrophic risk management. This paper demonstrates how flood catastrophe model and adaptive Monte Carlo optimization can be linked into an integrated Catastrophe Management Model to give insights on the feasibility of a flood management program and to assist in designing a robust program. As a part of integrated flood risk management, the proposed model takes into account the specifics of the catastrophic risk management: highly mutually dependent losses, the lack of information, the need for long-term perspectives and geographically explicit models, the involvement of various agents such as individuals, governments, insurers, reinsurers, and investors. Therefore, the integrated catastrophe management model turns out to be an important mitigation measure in comprehending catastrophes. As a concrete case we consider a pilot region of the Upper Tisza river, Hungary. Specifically, we analyze the demand of the region in a multipillar flood-loss sharing program involving a partial compensation by the central government, a voluntary private property insurance, a voluntary private risk-based insurance GIS-based catastrophe models and specific stochastic optimization methods are used to guide policy analysis with respect to location-specific risk exposures.     Anomaly detection and mode identification in multimode processes using the field Kalman filter

    A process plant can have multiple modes of operation due to varying demand, availability of resources or the fundamental design of a process. Each of these modes is considered as normal operation. Anomalies in the process are characterised as deviations away from normal operation. Such anomalies can be indicative of developing faults which, if left unresolved, can lead to failures and unplanned downtime. The Field Kalman Filter (FKF) is a model-based approach, which is adopted in this paper for monitoring a multimode process. Previously, the FKF has been applied in process monitoring to differentiate normal operation from known faulty modes of operation. This paper extends the FKF so that it may detect occurrences of anomalies and differentiate them from the various normal modes of operation. A method is proposed for offline training an FKF monitoring model and on-line monitoring. The off-line part comprises training an FKF model based on Multivariate Autoregressive State-Space (MARSS) models fitted to historical process data. A monitoring indicator is also introduced. On-line monitoring, on the basis of the FKF for anomaly detection and mode identification, is demonstrated using a simulated multimode process. The performance of the proposed method is also demonstrated using data obtained from a pilot scale multiphase flow facility.     Design, monitoring and performance evaluation of high capacity optical networks

Àmbit de les TICInternet traffic is expected to keep increasing exponentially due to the emergence of a vast number of innovative online services and applications. Optical networks, which are the cornerstone of the underlying Internet infrastructure, have been continuously evolving to carry the ever-increasing traffic in a more flexible, cost-effective, and intelligent way. Having these three targets in mind, this PhD thesis focuses on two general areas for the performance improvement and the evolution of optical networks: i) introducing further cognition to the optical layer, and ii) introducing new networking solutions revolutionizing the optical transport infrastructure. In the first part, we present novel failure detection and identification solutions in the optical layer utilizing the optical spectrum traces captured by cost-effective coarse-granular Optical Spectrum Analyzers (OSA). We demonstrate the effectiveness of the developed solutions for detecting and identifying filter-related failures in the context of Spectrum-Switched Optical Networks (SSON), as well as transmitter-related laser failures in Filter-less Optical Networks (FON). In addition, at the subsystem level we propose an Autonomic Transmission Agent (ATA), which triggers local or remote transceiver reconfiguration by predicting Bit-Error-Rate (BER) degradation by monitoring State-of-Polarization (SOP) data obtained by coherent receivers. I have developed solutions to push further the performance of the currently deployed optical networks through reducing the margins and introducing intelligence to better manage their resources. However, it is expected that the spectral efficiency of the current standard Single-Mode Fiber (SMF) based optical network approaches the Shannon capacity limits in the near future, and therefore, a new paradigm is required to keep with the pace of the current huge traffic increase. In this regard, Space Division Multiplexing (SDM) is proposed as the ultimate solution to address the looming capacity crunch with a reduced cost-per-bit delivered to the end-users. I devote the second part of this thesis to investigate different flavors of SDM based optical networks with the aim of finding the best compromise for the realization of a spectrally and spatially flexible optical network. SDM-based optical networks can be deployed over various types of transmission media. Additionally, due to the extra dimension (i.e., space) introduced in SDM networks, optical switching nodes can support wavelength granularity, space granularity, or a combination of both. In this thesis, we evaluate the impact of various spectral and spatial switching granularities on the performance of SDM-based optical networks serving different profiles of traffic with the aim of understanding the impact of switching constraints on the overall network performance. In this regard, we consider two different generations of wavelength selective switches (WSS) to reflect the technology limitations on the performance of SDM networks. In addition, we present different designs of colorless direction-less, and Colorless Directionless Contention-less (CDC) Reconfigurable Optical Add/Drop Multiplexers (ROADM) realizing SDM switching schemes and compare their performance in terms of complexity and implementation cost. Furthermore, with the aim of revealing the benefits and drawbacks of SDM networks over different types of transmission media, we preset a QoT-aware network planning toolbox and perform comparative performance analysis among SDM network based on various types of transmission media. We also analyze the power consumption of Multiple-Input Multiple-Output (MIMO) Digital Signal Processing (DSP) units of transceivers operating over three different types of transmission media. The results obtained in the second part of the thesis provide a comprehensive outlook to different realizations of SDM-based optical networks and showcases the benefits and drawbacks of different SDM realizations.Se espera que el tráfico de Internet siga aumentando exponencialmente debido a la continua aparición de gran cantidad de aplicaciones innovadoras. Las redes ópticas, que son la piedra angular de la infraestructura de Internet, han evolucionado continuamente para transportar el tráfico cada vez mayor de una manera más flexible, rentable e inteligente. Teniendo en cuenta estos tres objetivos, esta tesis doctoral se centra en dos áreas cruciales para la mejora del rendimiento y la evolución de las redes ópticas: i) introducción de funcionalidades cognitivas en la capa óptica, y ii) introducción de nuevas estructuras de red que revolucionarán el transporte óptico. En la primera parte, se presentan soluciones novedosas de detección e identificación de fallos en la capa óptica que utilizan trazas de espectro óptico obtenidas mediante analizadores de espectros ópticos (OSA) de baja resolución (y por tanto de coste reducido). Se demuestra la efectividad de las soluciones desarrolladas para detectar e identificar fallos derivados del filtrado imperfecto en las redes ópticas de conmutación de espectro (SSON), así como fallos relacionados con el láser transmisor en redes ópticas sin filtro (FON). Además, a nivel de subsistema, se propone un Agente de Transmisión Autónomo (ATA), que activa la reconfiguración del transceptor local o remoto al predecir la degradación de la Tasa de Error por Bits (BER), monitorizando el Estado de Polarización (SOP) de la señal recibida en un receptor coherente. Se han desarrollado soluciones para incrementar el rendimiento de las redes ópticas mediante la reducción de los márgenes y la introducción de inteligencia en la administración de los recursos de la red. Sin embargo, se espera que la eficiencia espectral de las redes ópticas basadas en fibras monomodo (SMF) se acerque al límite de capacidad de Shannon en un futuro próximo, y por tanto, se requiere un nuevo paradigma que permita mantener el crecimiento necesario para soportar el futuro aumento del tráfico. En este sentido, se propone el Multiplexado por División Espacial (SDM) como la solución que permita la continua reducción del coste por bit transmitido ante ése esperado crecimiento del tráfico. En la segunda parte de esta tesis se investigan diferentes tipos de redes ópticas basadas en SDM con el objetivo de encontrar soluciones para la realización de redes ópticas espectral y espacialmente flexibles. Las redes ópticas basadas en SDM se pueden implementar utilizando diversos tipos de medios de transmisión. Además, debido a la dimensión adicional (el espacio) introducida en las redes SDM, los nodos de conmutación óptica pueden conmutar longitudes de onda, fibras o una combinación de ambas. Se evalúa el impacto de la conmutación espectral y espacial en el rendimiento de las redes SDM bajo diferentes perfiles de tráfico ofrecido, con el objetivo de comprender el impacto de las restricciones de conmutación en el rendimiento de la red. En este sentido, se consideran dos generaciones diferentes de conmutadores selectivos de longitud de onda (WSS) para reflejar las limitaciones de la tecnología en el rendimiento de las redes SDM. Además, se presentan diferentes diseños de ROADM, independientes de la longitud de onda, de la dirección, y sin contención (CDC) utilizados para la conmutación SDM, y se compara su rendimiento en términos de complejidad y coste. Además, con el objetivo de cuantificar los beneficios e inconvenientes de las redes SDM, se ha generado una herramienta de planificación de red que prevé la QoT usando diferentes tipos de fibras. También se analiza el consumo de energía de las unidades DSP de los transceptores MIMO operando en redes SDM con tres tipos diferentes de medios de transmisión.     Steady-state Ab Initio Laser Theory: Generalizations and Analytic Results

    We improve the steady-state ab initio laser theory (SALT) of Tureci et al. by expressing its fundamental self-consistent equation in a basis set of threshold constant flux states that contains the exact threshold lasing mode. For cavities with non-uniform index and/or non-uniform gain, the new basis set allows the steady-state lasing properties to be computed with much greater efficiency. This formulation of the SALT can be solved in the single-pole approximation, which gives the intensities and thresholds, including the effects of nonlinear hole-burning interactions to all orders, with negligible computational effort. The approximation yields a number of analytic predictions, including a "gain-clamping" transition at which strong modal interactions suppress all higher modes. We show that the single-pole approximation agrees well with exact SALT calculations, particularly for high-Q cavities. Within this range of validity, it provides an extraordinarily efficient technique for modeling realistic and complex lasers.Comment: 17 pages, 11 figure

    Photonic Integrated Circuit (PIC) Device Structures: Background, Fabrication Ecosystem, Relevance to Space Systems Applications, and Discussion of Related Radiation Effects

    Electronic integrated circuits are considered one of the most significant technological advances of the 20th century, with demonstrated impact in their ability to incorporate successively higher numbers transistors and construct electronic devices onto a single CMOS chip. Photonic integrated circuits (PICs) exist as the optical analog to integrated circuits; however, in place of transistors, PICs consist of numerous scaled optical components, including such "building-block" structures as waveguides, MMIs, lasers, and optical ring resonators. The ability to construct electronic and photonic components on a single microsystems platform offers transformative potential for the development of technologies in fields including communications, biomedical device development, autonomous navigation, and chemical and atmospheric sensing. Developing on-chip systems that provide new avenues for integration and replacement of bulk optical and electro-optic components also reduces size, weight, power and cost (SWaP-C) limitations, which are important in the selection of instrumentation for specific flight projects. The number of applications currently emerging for complex photonics systems-particularly in data communications-warrants additional investigations when considering reliability for space systems development. This Body of Knowledge document seeks to provide an overview of existing integrated photonics architectures; the current state of design, development, and fabrication ecosystems in the United States and Europe; and potential space applications, with emphasis given to associated radiation effects and reliability
