    Proceedings of the 2004 ONR Decision-Support Workshop Series: Interoperability

    In August of 1998 the Collaborative Agent Design Research Center (CADRC) of the California Polytechnic State University in San Luis Obispo (Cal Poly), approached Dr. Phillip Abraham of the Office of Naval Research (ONR) with the proposal for an annual workshop focusing on emerging concepts in decision-support systems for military applications. The proposal was considered timely by the ONR Logistics Program Office for at least two reasons. First, rapid advances in information systems technology over the past decade had produced distributed collaborative computer-assistance capabilities with profound potential for providing meaningful support to military decision makers. Indeed, some systems based on these new capabilities such as the Integrated Marine Multi-Agent Command and Control System (IMMACCS) and the Integrated Computerized Deployment System (ICODES) had already reached the field-testing and final product stages, respectively. Second, over the past two decades the US Navy and Marine Corps had been increasingly challenged by missions demanding the rapid deployment of forces into hostile or devastate dterritories with minimum or non-existent indigenous support capabilities. Under these conditions Marine Corps forces had to rely mostly, if not entirely, on sea-based support and sustainment operations. Particularly today, operational strategies such as Operational Maneuver From The Sea (OMFTS) and Sea To Objective Maneuver (STOM) are very much in need of intelligent, near real-time and adaptive decision-support tools to assist military commanders and their staff under conditions of rapid change and overwhelming data loads. In the light of these developments the Logistics Program Office of ONR considered it timely to provide an annual forum for the interchange of ideas, needs and concepts that would address the decision-support requirements and opportunities in combined Navy and Marine Corps sea-based warfare and humanitarian relief operations. The first ONR Workshop was held April 20-22, 1999 at the Embassy Suites Hotel in San Luis Obispo, California. It focused on advances in technology with particular emphasis on an emerging family of powerful computer-based tools, and concluded that the most able members of this family of tools appear to be computer-based agents that are capable of communicating within a virtual environment of the real world. From 2001 onward the venue of the Workshop moved from the West Coast to Washington, and in 2003 the sponsorship was taken over by ONR’s Littoral Combat/Power Projection (FNC) Program Office (Program Manager: Mr. Barry Blumenthal).     Sustaining the Momentum: Archival Analysis of Enterprise Resource Planning Systems (2006–2012)

    The domain of Enterprise Resource Planning (ERP) systems is an enduring paradigm for Information Systems (IS) researchers. The Enterprise System paradigm provides a rich environment to test fundamental concepts like system adoption, system use and system success, while acknowledging changes derived through longer system lifecycles and multiple user cohorts. On the other hand, ERP systems are in the centre of new contemporary radical changes in technologies on cloud computing, mobile platforms and big data. Moreover, ERP Systems provide the context for cross disciplinary research such as change management, knowledge management, project management and business process management research. This article provides a critique of 219 papers published on ERP Systems from 2006–2012, making observations of ERP research and make recommendations for future research directions

    A twin data-driven approach for user-experience based design innovation

    Data-driven innovation has received increasing attention, which explores big data technologies to gain more insights and advantages for product design. In user experience (UX) based design innovation, user-generated data and archived design documents are two valuable resources for various design activities such as identifying opportunities and generating design ideas. However, these two resources are usually isolated in different systems. Additionally, design information typically represented based on functional aspects is limited for UX-oriented design. To facilitate experience-oriented design activities, we propose a twin data-driven approach to integrate UX data and archived design documents. In particular, we aim to extract UX concepts from product reviews and design concepts from patents respectively and to discover associations between the extracted concepts. First, a UX-integrated design information representation model is proposed to associate capabilities with key elements of UX at the concept, category, and aspect levels of information. Based on this model, a twin data-driven approach is developed to bridge experience information and design information. It contains three steps: experience aspect identification using an attention-based LSTM (Long short-term memory) network, design information categorization based on topic clustering using BERT (Bidirectional Encoder Representations from Transformers) and LAD (Latent Dirichlet allocation) model, and experience needs and design information integration by leveraging word embedding techniques to measure concept similarity. A case study using healthcare-related experience and design information has demonstrated the feasibility and effectiveness of this approach

    Business Agility and Information Technology in Service Organizations

    Service organizations have to deal with highly uncertain events, both in the internal and external environment. In the academic literature and in practice there is not much knowledge about how to deal with this uncertainty. This PhD dissertation investigates the role and impact of information technologies (IT) on business agility in service organizations. Business agility is a relatively new term defined as the capability of organizations to swiftly change businesses and business processes beyond the normal level of flexibility to effectively manage highly uncertain and unexpected, but potentially consequential internal and external events. Empirical research was carried out via surveys and interviews among managers from 35 organizations in four industries and in three governmental sectors. Four in-depth case studies were carried out within one service organization. The dissertation has six key findings: 1) In many large service organizations business agility is hampered by a lack of IT agility. 2) Organization and alignment of processes and information systems via the cycle of sensing, responding and learning along with the alignment of business and IT are important conditions for improving business agility performance of service organizations. 3) Standardization of IT capabilities and higher levels of data quality support higher levels of business agility of service organizations. 4) Two knowledge management strategies – codification and personalization -- are identified that can be used to respond to events with different degrees of uncertainty. A codification knowledge management strategy supports the response to events with low levels of uncertainty by exploiting explicit knowledge from organizational memory. A personalization knowledge management strategy drives the response to events with high levels of uncertainty by exploitation of tacit knowledge and social capital. 5) Social capital is an important moderating variable in the relation between IT capabilities and business agility. Social capital can mitigate the lack of IT agility that exists in many service organizations by overcoming information system boundaries and rigidities via human relationships. 6) The combination of sensing, responding and learning capabilities is required to increase all dimensions of business agility performance. Overall, this research introduces a new approach to analyze and measure business agility.     Identifying and Quantifying Personnel Skills Gaps

    One of the issues organizations face is identifying the required skills needed for a position and then evaluating whether their personnel have these skills or if there is a “skills gap”. The skills gap is the distance between the position requirements and the skills currently possessed by the worker in that position. While multiple models have been created over the years to address facets of the problem, none of them provide a comprehensive framework to clearly identify the required skills and worker qualifications and then evaluate the degree of similarity. A composite skills gap model has been developed using the Design Science Research Method to combine elements of previous models and to ensure that the resulting model met a set of established criteria. The Skills Gap Analysis Model (SGAM) was evaluated using demonstration data to ensure that it provided a single taxonomy for both position requirements and the worker qualifications, the resulting descriptions were quantifiable and comparable, the data was accurate and actionable, the model framework is adaptable to any domain, and that it is easy to use and not time consuming. The framework provided by the model establishes a theoretical foundation for skills gap analyses that allows for more analytical research in this area. By utilizing the SGAM to identify position requirements and worker qualifications, organizations can move personnel to better suited positions or utilize needed training in the specific areas identified. As technology moves towards increasing automation, robotics and artificial intelligence, this type of model can identify what skills are necessary for “re-tooling” the workforce to meet the needs to support these systems

    It is tradition that the Electronic Journal of Information Systems Evaluation (EJISE) publish a special issue containing the full versions of the best papers that were presented in a preliminary version during the 8th European Conference on Information Management and Evaluation (ECIME 2014). The faculty of Economics and Business Administration of the Ghent University was host for this successful conference on 11-12th of September 2014. ECIME 2014 received a submission of 86 abstracts and after the double-blind peer review process, thirty one academic research papers, nine PhD research papers, one master research paper and four work-in-progress papers were accepted and selected for presentation. ECIME 2014 hosted academics from twenty-two nationalities, amongst them: Australia, Belgium, Bosnia and Herzegovina, Brazil, Finland, France, Greece, Ireland, Lebanon, Lithuania, Macedonia (FYROM), Norway, Portugal, Romania, Russia, South Africa, South Korea, Spain, Sweden, The Netherlands, Turkey and the UK. From the thirty-one academic papers presented during the conference nine papers were selected for inclusion in this special issue of EJISE. The selected papers represent empirical work as well as theoretical research on the broad topic of management and evaluation of information systems. The papers show a wide variety of perspectives to deal with the problem

    Sistemas de informação na indústria 4.0 : mecanismos de apoio à transferência de dados para conhecimento em ambientes Lean

    The paradigm that presently emerges in the organizational context, known as Industry 4.0 (I4.0) or Fourth Industrial Revolution, promises to bring principles of connectivity and flexibility to the companies that embrace it. Industry 4.0 enhances the efficiency in adapting in real time to the customers’ requirements, through the establishment of an intelligent shop floor capable of answering in a flexible and customized way to market changes. However, during the last three decades, it is known that the adoption of the Lean philosophy was absorbed by the industrial environment, with results that proved to be exuberant, considering the simplicity of the tools. In this way, the I4.0 implementation must be prepared to preserve the existing manufacturing systems, proceeding, whenever possible, to upgrade them on a Lean excellence basis. It is said that information systems will be decisive in the foundation of the I4.0 paradigm. Of these, MES systems, with greater connection to the shop floor, will tend to be aligned with existing practices, contributing, through their connectivity, to the introduction of knowledge management practices and data visualization mechanisms. In the specification and architecture phase of these systems, understanding the processes will be crucial. Thus, their documentation is an organizational pillar, with BPMN and UML being able to guide it. However, and in addition to its usefulness in the processes’ mapping, BPMN is also likely to be applied in capturing tacit knowledge, which can be a foundation for the constitution of knowledge repositories, impacting organizational excellence. It is in this context that the present work is implanted, aiming at the creation of guidelines and mechanisms that facilitate the implementation of I4.0 strategies in Lean industrial environments. The adopted methodology first went through an exhaustive literature review, in order to find possible bilateral effects between I4.0 technologies and lean tools. Then, the development of some applications aligned with the I4.0 paradigm, as a technological engine, and the Lean philosophy, as a tool for eliminating waste and / or creating value, was contemplated. From the various development experiences in an industrial context and considering the evidence reported in the literature, this study proposes a Lean 4.0 framework oriented to the shop floor.O paradigma que atualmente emerge no contexto organizacional, conhecido como Indústria 4.0 (I4.0) ou Quarta Revolução Industrial, promete trazer princípios de conectividade e flexibilidade às empresas que a adotam. A Indústria 4.0 potencia a eficácia no ajuste em tempo real aos requisitos dos clientes, através da constituição de um chão de fábrica inteligente e capaz de responder de forma flexível e customizada às mudanças do mercado. Contudo, durante as últimas três décadas, sabe-se que a adoção da filosofia Lean foi absorvida pelo meio industrial, com resultados que se demonstraram exuberantes, tendo em conta a simplicidade das ferramentas. Deste modo, a implementação I4.0 deve ser feita no sentido da preservação dos sistemas de manufatura já existentes, procedendo, desde que possível, ao seu upgrade numa base de excelência Lean. Conta-se que os sistemas de informação serão decisivos na fundação do paradigma I4.0. Destes, os sistemas MES, com maior conexão ao chão de fábrica, tenderão a ser alinhados com as práticas já existentes, contribuindo, através da sua conectividade, para a introdução de práticas de gestão do conhecimento e mecanismos de visualização de dados. Na fase de especificação e arquitetura destes sistemas, o entendimento dos processos será crucial. Assim, a documentação dos mesmos é um pilar organizacional, estando o BPMN e a UML capazes de a orientar. Porém, e a somar à sua utilidade na ilustração de processos, o BPMN está igualmente passível de ser aplicado na captação de conhecimento tácito, o que por si pode ser uma base para a constituição de repositórios de conhecimento, contribuindo para a excelência organizacional. É neste contexto que o presente trabalho se insere, tendo como objetivo a criação de linhas orientadoras e mecanismos que facilitem a implementação de estratégias I4.0 em ambientes industriais Lean. A metodologia adotada passou, primeiramente, por uma exaustiva revisão da literatura, por forma a encontrar possíveis efeitos bilaterais entre tecnologias I4.0 e ferramentas lean. De seguida, contemplou-se o desenvolvimento de alguns aplicativos alinhados ao paradigma I4.0, enquanto motor tecnológico, e à filosofia Lean, enquanto ferramenta de eliminação de desperdícios e/ou criação de valor.     Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse
