Nonparametric approach to evaluation of economic and social development in the EU28 member states by DEA efficiency
Data envelopment analysis (DEA) methodology is used in this study for a comparison of the dynamic efficiency of European countries over the last decade. Moreover, efficiency analysis is used to determine where resources are distributed efficiently and/or were used efficiently/inefficiently under factors of competitiveness extracted from factor analysis. DEA measures numerical grades of the efficiency of economic processes within evaluated countries and, therefore, it becomes a suitable tool for setting an efficient/inefficient position of each country. Most importantly, the DEA technique is applied to all (28) European Union (EU) countries to evaluate their technical and technological efficiency within the selected factors of competitiveness based on country competitiveness index in the 2000-2017 reference period. The main aim of the paper is to measure efficiency changes over the reference period and to analyze the level of productivity in individual countries based on the Malmquist productivity index (MPI). Empirical results confirm significant disparities among European countries and selected periods 2000-2007, 2008-2011, and 2012-2017. Finally, the study offers a comprehensive comparison and discussion of results obtained by MPI that indicate the EU countries in which policy-making authorities should aim to stimulate national development and provide more quality of life to the EU citizens.Web of Science122art. no. 7

Elections are the preferred way to freely transfer power from one
term to the next and from one political party or coalition to another.
They are an essential element of democracy. But if the process of
power transfer is corrupted, democracy risks collapse. Reliance on
voters, civil society organisations and neutral observers to fully
exercise their freedoms as laid down in international human rights
conventions is an integral part of holding democratic elections.
Without free, fair and regular elections, liberal democracy is
inconceivable.
Elections are no guarantee that democracy will take root and
hold, however. If the history of political participation in Europe over
the past 800 years is anything to go by, successful attempts at gaining
voice have been patchy, while leaders’ attempts to silence these
voices and consolidate their own power have been almost constant
(Blockmans, 2020).
Recent developments in certain EU member states have again
shown us that democratically elected leaders will try and use
majoritarian rule to curb freedoms, overstep the constitutional limits
of their powers, protect the interests of their cronies and recycle
themselves through seemingly free and fair elections. In their recent
book How Democracies Die, two Harvard professors of politics write:
“Since the end of the Cold War, most democratic breakdowns have
been caused not by generals and soldiers but by elected governments
themselves” (Levitsky and Ziblatt, 2018)
Economic Concepts of Organic Certification
Certification is a key element in marketing organic food products. Based on economic theory, this report wants to illustrate the economic reasoning for certification. The intention is to provide a description of economic concepts, which is understandable for a wider audience. We are focusing on the basic economic literature.
Chapter 1 “Organic certification system” describes the current control system in the European Union. Why this is necessary, will then be explained based on a synopsis of economic literature. Of specific significance for organic certification and the CERTCOST project are the concepts of institutional economics and economics of crime. The relevant points of economic theory will be presented and discussed in chapter 2 “Theoretical framework”. Finally, the costs and benefits of organic certification will be illustrated in chapter 3 “Costs and benefits of organic certification”
The Method and Role of Comparative Law
Part II will lay out the methodology of comparative law. My proposal for comparative methodology consists of these steps: Step 1 calls for acquiring the skills of a comparativist. These skills require immersion in the culture under review, linguistic knowledge, and the application of neutral, objective evaluative skills. Step 2 requires the application of these comparative skills to evaluate the external law, which consists of the law as written or stated. Here we must do a close assessment of the similarities and differences of the laws of different countries under review. Step 3 involves applying that same methodology to the internal law, a level of law that lies beneath external law yet has important influences on the formation of law. Finally, in Step 4 the results of comparative investigation are assembled in order to determine what we can learn from the foreign legal system and how that insight might reflect on our own legal system. Part III will then turn to describing and outlining the mission of comparative law. Here the focus will be on employing comparative law methodology to help gain insight into the laws of non- Western countries and solve pressing public policy questions
