    Participatory, Visible and Sustainable. Designing a Community Website for a Minority Group

    This paper tackles three aspects of community-based technological initiatives aimed to support minority groups’ public expression and communication: participation, visibility and sustainability. Participation requires\ud the active involvement of the community members in various project phases (from design to evaluation), sharing decisional power with project leaders. Visibility\ud refers to the capacity of community messages to reach a relevant audience outside the boundaries of the community itself. Sustainability indicates the capacity of a project to continue, under the control and management of the local community, beyond its “supported” lifetime. The mutual influence of these three dimensions is examined in general and also in the light of a specific case study: an initiative involving a Romani community in rural Romania, having as main outcome the development of a community website (www.romanivoices.com/podoleni)

    Review of script displays of African languages by current software

    All recorded African languages that have a writing system have orthographies which use the Roman or Arabic scripts, with a few exceptions. Whilst Unicode successfully handles the encoding of both these scripts, current software, in particular web browsers, take little account of users wishing to operate in a minority script. Their use for displaying African languages has been limited by the availability of facilities and the desire to communicate with the ‘world’ through major languages such as English and French. There is a need for more use of the indigenous languages to strengthen their language communities and the use of the local scripts in enhancing the learning, teaching and general use of their own languages by their speaking communities

    An XML-based Tool for Tracking English Inclusions in German Text

    The use of lexicons and corpora advances both linguistic research and performances of current natural language processing (NLP) systems. We present a tool that exploits such resources, specifically English and German lexical databases and the World Wide Web to recognise English inclusions in German newspaper articles. The output of the tool can assist lexical resource developers in monitoring changing patterns of English inclusion usage. The corpus used for the classification covers three different domains. We report the classification results and illustrate their value to linguistic and NLP research

    The Partial Evaluation Approach to Information Personalization

    Information personalization refers to the automatic adjustment of information content, structure, and presentation tailored to an individual user. By reducing information overload and customizing information access, personalization systems have emerged as an important segment of the Internet economy. This paper presents a systematic modeling methodology - PIPE (`Personalization is Partial Evaluation') - for personalization. Personalization systems are designed and implemented in PIPE by modeling an information-seeking interaction in a programmatic representation. The representation supports the description of information-seeking activities as partial information and their subsequent realization by partial evaluation, a technique for specializing programs. We describe the modeling methodology at a conceptual level and outline representational choices. We present two application case studies that use PIPE for personalizing web sites and describe how PIPE suggests a novel evaluation criterion for information system designs. With this in mind, this chapter examines the emerging world of online civic engagement sites for youth and by youth. Through a close examination of TakingITGlobal, an global online civic engagement site, combined with a landscape survey of sites with a mandate to civically engage youth, we present some initial findings on how youth are civically engaged and what it is they are actually doing on these sites

    Tailored retrieval of health information from the web for facilitating communication and empowerment of elderly people

    A patient, nowadays, acquires health information from the Web mainly through a “human-to-machine” communication process with a generic search engine. This, in turn, affects, positively or negatively, his/her empowerment level and the “human-to-human” communication process that occurs between a patient and a healthcare professional such as a doctor. A generic communication process can be modelled by considering its syntactic-technical, semantic-meaning, and pragmatic-effectiveness levels and an efficacious communication occurs when all the communication levels are fully addressed. In the case of retrieval of health information from the Web, although a generic search engine is able to work at the syntactic-technical level, the semantic and pragmatic aspects are left to the user and this can be challenging, especially for elderly people. This work presents a custom search engine, FACILE, that works at the three communication levels and allows to overcome the challenges confronted during the search process. A patient can specify his/her information requirements in a simple way and FACILE will retrieve the “right” amount of Web content in a language that he/she can easily understand. This facilitates the comprehension of the found information and positively affects the empowerment process and communication with healthcare professionals
