    Enhanced coding, clock recovery and detection for a magnetic credit card

    Merged with duplicate record 10026.1/2299 on 03.04.2017 by CS (TIS)This thesis describes the background, investigation and construction of a system for storing data on the magnetic stripe of a standard three-inch plastic credit in: inch card. Investigation shows that the information storage limit within a 3.375 in by 0.11 in rectangle of the stripe is bounded to about 20 kBytes. Practical issues limit the data storage to around 300 Bytes with a low raw error rate: a four-fold density increase over the standard. Removal of the timing jitter (that is prob-' ably caused by the magnetic medium particle size) would increase the limit to 1500 Bytes with no other system changes. This is enough capacity for either a small digital passport photograph or a digitized signature: making it possible to remove printed versions from the surface of the card. To achieve even these modest gains has required the development of a new variable rate code that is more resilient to timing errors than other codes in its efficiency class. The tabulation of the effects of timing errors required the construction of a new code metric and self-recovering decoders. In addition, a new method of timing recovery, based on the signal 'snatches' has been invented to increase the rapidity with which a Bayesian decoder can track the changing velocity of a hand-swiped card. The timing recovery and Bayesian detector have been integrated into one computation (software) unit that is self-contained and can decode a general class of (d, k) constrained codes. Additionally, the unit has a signal truncation mechanism to alleviate some of the effects of non-linear distortion that are present when a magnetic card is read with a magneto-resistive magnetic sensor that has been driven beyond its bias magnetization. While the storage density is low and the total storage capacity is meagre in comparison with contemporary storage devices, the high density card may still have a niche role to play in society. Nevertheless, in the face of the Smart card its long term outlook is uncertain. However, several areas of coding and detection under short-duration extreme conditions have brought new decoding methods to light. The scope of these methods is not limited just to the credit card

    A descriptive case study of the impact of 9/11 on international student visa policy in the 20 months following the attacks.

    International students in the U.S. have consistently been treated in public policy as educational diplomatic and economic assets. In the year before 9/11, a national policy endorsing international education, including support for international student flows to the U.S., received presidential and Congressional support. After 9/11, however, the system by which international students obtain visas, enter and stay in the U.S. was identified as a national security problem. Within two months, legislative action mandated tracking of international students though the new Student and Exchange Visitor Information System (SEVIS). This was followed in the next 18 months by a cascade of other legislation, regulations and rules. These buffeted international students, the advocacy community which serves the international education exchange arena, and the administrators who work on a daily basis with international students on U.S. campuses. This case study describes the impact in three arenas: (1) The flow of policy and regulation was rapid, dense with procedures and deadlines, and mandated implementation of largely unpiloted programs and events. (2) The advocacy community responded by accepting SEVIS and some visa reforms in the name of national security, despite previous opposition. They continued to work to shape legislation, SEVIS features and visa policies; to provide extensive support for practitioners struggling to implement the new policies and regulations; and to collect data on the impact of the new policies on international students and scholars. (3) During this chaotic period, administrators in the field, as reported in in-person interviews, experienced deep changes in the work of their offices, with implementation of SEVIS the most demanding event; they also worked to protect and support their students and to represent this population positively to their campuses and the media. They reported a variety of positive outcomes as well as difficulties. Several policy process constructs inform the results of the descriptive data, particularly those related to agenda shift following a focusing event. Other policy constructs which deepen understanding of the case include the characteristics of punctuated equilibrium, shifts in the tone of a policy's image, and use of causal stories to affect an issue's position on the governmental agenda

    Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

    Instrumentalization in the Public Smart Bikeshare Sector

    This thesis is concerned with understanding how smart technologies are conceived, created and implemented, and explores the ways these processes are shaped by historical, geo-political, economic and technical contexts. At its core the thesis is concerned with understanding how technical citizenship and democracy can be preserved within the design process against a backdrop of increasing neoliberalism and technocracy. This is investigated by means of a comparative study of smart public bikeshare schemes in Dublin, Ireland and Hamilton, Canada. These schemes are configured and systemized using a variety of technical and ideological rationales and express the imaginaries of place in significantly different ways. Utilising a conceptual framework derived from Andrew Feenberg’s critical theory of technology, the thesis unpacks and problematizes the innovation process in order to understand how the outcomes of these schemes support the way of life of one or another influential social group. The philosophical orientation of the study is critical constructivism which combines a form of constructivism with more systematic and socially critical views of technology. The axis of comparison between the schemes is democratization and the manner in which the rationalizations and embedded cultural assumptions characterizing particular places operate to support or resist more egalitarian forms of participation. Methodologically, Feenberg’s critical framework is supported both by theory-driven thematic coding and critical hermeneutics which is an interpretative process that compliments the theoretical framework and positions issues of power and ideology within a wider, macro-level context. Data sources supporting the research comprise interviews, a variety of documentary sources and the architectures and technical specifications of both smart bikeshare systems. The findings from the research illustrate that despite the pervasiveness of a neoliberal orthodoxy conditioning technology production, citizen-centric design is still possible within a climate of consensus building and cooperation. As such, the thesis adds to the body of knowledge on philosophy of technology, critical urbanism, smart city development, democratic engagement and collaborative infrastructuring. In addition, the conceptual framework, developed in response to the empirical cases, represents an elaboration of Feenberg’s work and so the thesis also makes an important contribution to the analytic and methodological potential of critical theory of technology
