Analyzing the Bipartisan Campaign Reform Act of 2002
The Bipartisan Campaign Reform Act of 2002 ( BCRA ) is the laboratory in campaign finance law. When analyzing BCRA, it is important to look at the Missouri state law that led to the Supreme Court case, Nixon v. Shrink Missouri Government PAC. In Shrink Missouri, five justices upheld Missouri\u27s relatively low simple limit on contributions to candidates. The law in Missouri limited contributions by anyone to candidates, but there was no limit as to how much a person or entity could give to a political party committee or to a political action committee (PAC). Further, there was no limit on how much a committee could give to another committee or any limits on contributions or spending by corporations, unions, or PACs

We report the first known collection of Stenamma foveolocephalum (Hymenoptera: Formicidae) from Missouri. Two specimens were collected in pitfall traps during a field study at Sand Prairie Conservation Area, Scott County, Missouri
The Stink Bugs (Hemiptera: Heteroptera: Pentatomidae) of Missouri
The stink bug (Hemiptera: Pentatomidae) fauna of Missouri was last treated more than 70 years ago. Since then, many more specimens have become available for study, substantial papers on regional faunas have been published, and many revisions and other taxonomic changes have taken place. As a consequence, 40% of the names from the previous Missouri state list have changed or the taxa have been removed. The fauna of stink bugs known from Missouri based on specimens from museums, other collections, and the literature is presented. Included for each species is a general overview of biological and ecological information, overall distribution, and local distribution among Missouri Natural Divisions. Also presented for Missouri specimens are biological label data and extreme dates of adult collection. All totaled, 57 species are now known from the state, eight of which represent new state records: Asopinae: Alcaeorrhynchus grandis (Dallas), Tylospilus acutissimus (Stål); Pentatominae: Banasa calva (Say), Banasa euchlora Stål, Cosmopepla intergressa (Uhler), Halyomorpha halys (Stål), Neottiglossa undata (Say); Podopinae: Amaurochrous brevitylus Barber and Sailer

Data Envelopment Analysis and Commercial Bank Performance: A Primer with Applications to Missouri Banks
This paper describes a particular methodology called Data Envelopment Analysis (DEA), that has been used previously to analyze the relative efficiencies of industrial firms, universities, hospitals, military operations, baseball players and, more recently, commercial banks. The use of DEA is demonstrated by evaluating the management of 60 Missouri commercial banks for the period from 1984 to 1990.IC2 Institut
Expanding Coverage Initiative 2015-2016 Evaluation Report
In 2013, Missouri Foundation for Health (MFH) created the Expanding Coverage Initiative. The goal of the Initiative is to reduce the percentage of uninsured Missourians under the age of 65 to less than five percent in five years. The Initiative focuses on three key strategies to accomplish this goal: creating awareness about the Missouri Marketplace; enrolling individuals, families, and small businesses in health insurance through the Missouri Marketplace; and building the health insurance literacy of assisters, consumes, and health care providers. MFH implements these strategies on both a regional and statewide level through the Cover Missouri Coalition (CMC) and the coalition support partners. The Brown School at Washington University in St. Louis serves as the external evaluator for the Expanding Coverage Initiative. The evaluation is limited to a subset of the efforts being implemented by CMC, the HIL support partner, and MFH funded grantees. This report describes the external evaluation findings for the time period of September 1, 2015 to July 31, 2016
Program on State Agency Remote Sensing Data Management (SARSDM)
A planning study for developing a Missouri natural resources information system (NRIS) that combines satellite-derived data and other information to assist in carrying out key state tasks was conducted. Four focal applications -- dam safety, ground water supply monitoring, municipal water supply monitoring, and Missouri River basin modeling were identified. Major contributions of the study are: (1) a systematic choice and analysis of a high priority application (water resources) for a Missouri, LANDSAT-based information system; (2) a system design and implementation plan, based on Missouri, but useful for many other states; (3) an analysis of system costs, component and personnel requirements, and scheduling; and (4) an assessment of deterrents to successful technological innovation of this type in state government, and a system management plan, based on this assessment, for overcoming these obstacles in Missouri
