    Scholarly hypertexts involve argument and explicit selfquestioning, and can be distinguished from both informational and literary hypertexts. After making these distinctions the essay presents general principles about attention, some suggestions for self-representational multi-level structures that would enhance scholarly inquiry, and a wish list of software capabilities to support such structures. The essay concludes with a discussion of possible conflicts between scholarly inquiry and hypertext

    Missing the target: Lessons from enabling innovation in South Asia

    This paper reflects on the experience of the Research Into Use (RIU) projects in Asia. It reconfirms much of what has been known for many years about the way innovation takes place and finds that many of the shortcomings of RIU in Asia were precisely because lessons from previous research on agricultural innovation were "not put into use" in the programme's implementation. However, the experience provides three important lessons for donors and governments to make use of agricultural research: (i) Promoting research into use requires enabling innovation. This goes beyond fostering collaboration, and includes a range of other innovation management tasks (ii) The starting point for making use of research need not necessarily be the promising research products and quite often identifying the promising innovation trajectories is more rewarding (iii) Strengthening the innovation enabling environment of policies and institutions is critical if research use is to lead to long-term and large-scale impacts. It is in respect of this third point that RIU Asia missed its target, as it failed to make explicit efforts to address policy and institutional change, despite its innovation systems rhetoric.     Binary synthesis: Goethe's aesthetic intuition in literature and science

    Argument This essay seeks to identify the cultural significance of Goethe's scientific writings. He reformulates, in the light of his own concrete experience, “crucial turning-points” (Hauptmomente) in the history of science – key ideas, the historical understanding of which is vital to present understanding – thus situating his own scientific work at the bi-polar center of the Western scientific tradition, conceived as the dramatic interplay over centuries of two opposing modes of thought. For in his experimentation he recaptures the glimpse of living form gained in aesthetic perception (Anschauung), from which such inherited theoretical positions are ultimately derived. At each stage of this process, imagination, in its aesthetic modality, is essential, for it alone reveals the world as it truly is. The literary quality of his writings on nature, as on culture, reveals Goethe's stylistic achievement in devising a medium in which the insights gained in contemplation may be so transmitted as to make a similar, imaginative, appeal to his reader – re-enacting the abstract-concrete equilibrium characterizing all aesthetic experience. Matching his style to the subtle, delicate, connectedness of Nature, Goethe recreates the delights of participating in natural creativity.     Cross sector policy and practice at the department for international development (DFID) in the UK and Nepal

    Within international development, global agreement around the goals of poverty elimination and the Millennium Development Goals (MDGs) has led to renewed emphasis on ‘joined-up working’, partnership, and cross-sectoral approaches. This emphasis has been motivated by concerns to ensure coherent policy and practice between the plurality of actors in an increasingly complex global arena. The realisation that previous sectoral approaches to development have often failed to impact beneficially on poor people, has added to the calls for more cross-sectoral approaches that better reflect poor people’s crosssectoral lives. This paper is based on research into cross-sector policy and practice at the UK Government Department for International Development (DFID), in the UK and Nepal. Definitions and concepts of cross-sector policy and practice are explored including a ‘cross-sector continuum’ model representing different levels of collaboration. Visual diagramming and other participatory methods were utilised as techniques for exploring and representing cross-sectoral processes and relationships. DFID have made some significant structural changes and have engaged in discussion to improve cross-sectorality. There are examples of varying levels of cross-sectoral engagement throughout the organisation, but these were strongest at country and project levels. Gender, sustainable livelihoods and HIV, along with individuals that have a particular commitment to collaborative approaches, can act as catalysts for institutional change in cross-sector policy and practice. Other factors that facilitate cross-sectoral approaches were also identified. However, the research found that collaborative rhetoric within DFID documentation is not matched by the same level of commitment to operationalising cross-sectoral approaches. DFID face some major barriers to adopting cross-sectoral approaches including: a disjuncture between its role as a government bureaucracy and its role as a development organisation; a primary focus on product rather than processes; and the current pursuit of central level and sectoral approaches thought by some to be incompatible with cross-sectorality. The challenge is exacerbated by ‘disciplinarity’ and ‘territoriality’ within DFID, particularly involving the health sector. Although this study focused on DFID, the findings and some of the participatory methods used in this research offer lessons about cross-sectoral and broader collaborative working to a much wider audience

    The construction of global management consulting - a study of consultancies’ web presentations

    Management consulting increasingly appears as a global endeavour as reflected in the increasing dominance of a few large, global management-consulting firms. However, features of the consulting service (e.g. its immaterial and interactional character) as well as aspects of management (e.g. its cultural anchoredness) highlight the locality of management consulting. In this paper we approach this tension between the global and the local by seeing consulting as involving the creation of generalised myths. More specifically, we ask the question: How do global consulting companies construct the viability and desirability of their services? Based on a view of management consultants as mythmakers, we study the argumentation on corporate web sites of four leading global consultancies in five different countries. Applying a framework based on the sociology of translation, we analyze the translation strategies used in making the service of global consultancies both viable and indispensable. We find that the need for consultants is to a large extent constructed through defining management as an expert activity, thus creating a need for external advisors possessing globally applicable expert knowledge. In this effort, the consultants ally with three widely spread rationalized managerial myths – the rationality myth, the globalization myth and the universality myth. We conclude, that global consulting firms are actively involved in creating and reinforcing the very same institutions, which are the prerequisites for their future success.management consulting; globalization; myth making
