    Safety management theory and the military expeditionary organization: A critical theoretical reflection

    Management of safety within organizations has become a key topic within safety science. Theorizing on this subject covers a diverse pallet of concepts such as “resilience” and “safety management systems”. Recent studies indicate that safety management theory has deficiencies. Our interpretation of these deficiencies is that much confusion originates from the issue that crucial meta-theoretical assumptions are mostly implicit or applied inconsistently. In particular, we argue that these meta-theoretical assumptions are of a systems theoretical nature. Therefore, we provide a framework that will be able to explicate and reflect on systems theoretical assumptions. With this framework, we analyze the ability of two frequently used safety management theories to tackle the problem of managing safety of Dutch military expeditionary organizations. This paper will show that inconsistent and implicit application of systems theoretical assumptions in these safety management theories results in problems to tackle such a practical problem adequately. We conclude with a reflection on the pros and cons of our framework. Also, we suggest particular meta-theoretical aspects that seem to be essential for applying safety management theory to organizations

    Enhancing reuse of data and biological material in medical research : from FAIR to FAIR-Health

    The known challenge of underutilization of data and biological material from biorepositories as potential resources formedical research has been the focus of discussion for over a decade. Recently developed guidelines for improved data availability and reusability—entitled FAIR Principles (Findability, Accessibility, Interoperability, and Reusability)—are likely to address only parts of the problem. In this article,we argue that biologicalmaterial and data should be viewed as a unified resource. This approach would facilitate access to complete provenance information, which is a prerequisite for reproducibility and meaningful integration of the data. A unified view also allows for optimization of long-term storage strategies, as demonstrated in the case of biobanks.Wepropose an extension of the FAIR Principles to include the following additional components: (1) quality aspects related to research reproducibility and meaningful reuse of the data, (2) incentives to stimulate effective enrichment of data sets and biological material collections and its reuse on all levels, and (3) privacy-respecting approaches for working with the human material and data. These FAIR-Health principles should then be applied to both the biological material and data. We also propose the development of common guidelines for cloud architectures, due to the unprecedented growth of volume and breadth of medical data generation, as well as the associated need to process the data efficiently.peer-reviewe

    A Graphical Adversarial Risk Analysis Model for Oil and Gas Drilling Cybersecurity

    Oil and gas drilling is based, increasingly, on operational technology, whose cybersecurity is complicated by several challenges. We propose a graphical model for cybersecurity risk assessment based on Adversarial Risk Analysis to face those challenges. We also provide an example of the model in the context of an offshore drilling rig.     Mitigating risk in computerized bureaucracy

    This paper presents an important aspect of the pragmatic dimensions of mitigating the risks that stem from computerized bureaucracy, and thereby, preserving the organizational integrity of a firm. A case study is used to provide valuable insights into the mechanics of such mitigation. The case refers to the problematic implementation and use of a computerized reservation system in a large budget hotel in London, United Kingdom. Following the empirical findings, Ciborra’s notions of bricolage, improvisation and tinkering are examined as practical and useful ways of addressing the downsides of computerized bureaucracy

    Recognizing Risk in Human Capital Investments: A Real Options Approach to Strategic Human Resource Management

    An issue that has not yet been explored in the field of strategic human resource management (SHRM) is that of managing the ‘risks’ involved in human capital management of the firm. We address this issue using the real option theory framework. We argue that certain HR practices manage risk and generate opportunities for the firm by creating \u27options\u27 for its human capital management. These HR options help ensure stability of returns from human capital and thus sustain competitive advantage. Different types of HR options and the role of certain HR practices in creation of these options are discussed

    Managament in a New and Experimentally Organized Economy

    The parallel development of management theory and practice over three phases of economic development is surveyed; (1) the pre-oil crisis experience 1969-1975, (2) the post oil crisis sobering up through most of the 1990s and (3) the emergence of new global production organizations , blurring the notion of the firm to be managed. The external market circumstances of each period dictate different structures of business operations ; (a) a steady state and predictable environment, (b) crisis, inflation and disorderly markets and (c) new technology supporting a globally distributed production organization. As a consequence structural learning between the periods has been of limited value and often outright misleading. The influence of management theory on management practice and its origin in the received economic equilibrium model are discussed, and an alternative management theory based on the theory of the Experimentally Organized Economy (EOE) presented. The increased rate of failure among large firms is related to the increasing complexity of business decisions in globally distributed production and the decreased reliability of learning .     Explorative R&D collaboration: Searching for effective and efficient governance mechanisms.

    Explorative R&D collaboration is an important alternative for the internal development of new technologies. The high failure rate of this type of inter-organizational collaboration, however, indicates that governing explorative R&D collaboration is not a straightforward task. Moreover, we argue that different theoretical perspectives have formulated contradictory advice of how to govern explorative R&D collaboration. Given high risks of opportunistic behavior and high coordination costs within explorative R&D collaboration, Transaction Cost Economics and Organization Theory emphasize the need for formal governance mechanisms. The innovation literature, however, stresses that formal governance mechanisms prohibit the carrying out of explorative activities which are necessary to develop new technologies. We also suggest two alternatives to address these paradoxical requirements. In specific, we argue that effective and efficient governance of explorative R&D collaboration can be achieved by 1) collecting second-hand information about potential partners, allowing for the substitution of formal governance by relational governance, and 2) combining formal and relational governance mechanisms.     Analyzing Firm Performance in the Insurance Industry Using Frontier Efficiency Methods

    In this introductory chapter to an upcoming book, the authors discuss the two principal types of efficiency frontier methodologies - the econometric (parametric) approach and the mathematical programming (non-parametric) approach. Frontier efficiency methodologies are discussed as useful in a variety of contexts: they can be used for testing economic hypotheses; providing guidance to regulators and policymakers; comparimg economic performance across countries; and informing management of the effects of procedures and strategies adapted by the firm. The econometric approach requires the specification of a production, cost, revenue, or profit function as well as assumptions about error terms. But this methodology is vulnerable to errors in the specification of the functional form or error term. The mathematical programming or linear programming approach avoids this type of error and measures any departure from the frontier as a relative inefficiency. Because each of these methods has advantages and disadvantages, it is recommended to estimate efficiency using more than one method. An important step in efficiency analysis is the definition of inputs and outputs and their prices. Insurer inputs can be classified into three principal groups: labor, business services and materials, and capital. Three principal approaches have been used to measure outputs in the financial services sector: the asset or intermediation approach, the user-cost approach, and the value-added approach. The asset approach treats firms as pure financial intermediaries and would be inappropriate for insurers because they provide other services. The user-cost method determines whether a financial product is an input or output based on its net contribution to the revenues of the firm. This method requires precise data on products, revenues and opportunity costs which are difficult to estimate in insurance. The value-added approach is judged the most appropriate method for studying insurance efficiency. it considers all asset and liability categories to have some output characteristics rather than distinguishing inputs from outputs. In order to measure efficiency in the insurance industry in which outputs are mostly intangible, measurable services must be defined. The three principal services provided by insurance companies are risk pooling and risk-bearing, "real" financial services relating to insured losses, and intermediation. The authors discuss how these services can be measured as outputs in value-added analysis. They then summarize existing efficiency literature.
