    Risk-mitigation techniques: from (re-)insurance to alternative risk transfer

    Insurance risks knowledge is becoming essential for both financial stability and social security purposes, moreover in a country with a very low insurance education like Italy. In insurance industry, Solvency II requirements introduced new issues for actuarial risk management in non-life insurance, challenging the market to have a consciousness of its own risk profile, and also investigating the sensitivity of the solvency ratio depending on the insurance risks and technical results on either a short-term and medium-term perspective. For this aim, in the present thesis, firstly a partial internal model for underwriting risk is developed for multi-line non-life insurers. Specifically, the risk-mitigation and profitability impacts of traditional reinsurance in the underwriting risk model are introduced, and a global framework for a feasible application of this model consistent with a medium-term analysis is provided. Reinsurance have to be considered in the assessment of Non-Life insurers risk profile, with particular regard to the Solvency II Underwriting Risk because of its impact on business and risk strategy. Risk mitigation techniques appear as a key driver of Non-Life insurance business as they can change risk profile over either the short-term or medium-term perspective. They impact the technical result of the year in such a way that it is important to assess how reinsurance strategies decrease the volatility, reducing the capital requirements, but, on the other hand, they also change the mean of distributions in different ways according to the price for risk requested by reinsurers. At the same time, risk mitigation also influences Non-Life insurance management actions as it can improve business strategy and capital allocation (also in potential capital recovery plans). Furthermore, the analysis a medium-term capital requirement would ask insurers to have more capital than in a one-year time horizon, and in this framework risk mitigation effects linked to reinsurance strategies must be assessed on either risk/return perspective trade-off. On the other hand, (re)insurance can play an active role in mitigating physical risks, and in particular natural catastrophe risks. In this context, as well as in natural disasters, Alternative Risk Transfer (ART) is becoming a new significant actuarial and capital management tool for insurers and, potentially, for government measures in recovery actions of economic and social losses in case of natural disasters. Catastrophe Bonds are insurance-linked securities that have been increasingly used as an alternative to traditional reinsurance for two decades. In exchange for a Spread over to the risk-free rate, protection is provided against stated perils that could impact the insured portfolio. A broad literature has flourished to investigate what are the features that significantly influence the Spread, in addition to the portfolio’s expected loss. Almost all proposed models are based on multivariate linear regression, that has provided satisfactory predictive performance as well as easily interpretability. This thesis also explores the use of Machine Learning models in modeling the determinant at issuances, contrasting both their predictive performance and their interpretability with respect to traditional models. An overview of the economics of CAT bonds, on current literature and on the statistical methodologies will be provided also. Aim of this Thesis is to provide a solid framework of insurance risk transfer for both pure underwriting and catastrophe risks, investigating risk transfer practices from traditional to alternative and most innovative technique. In these fields, firstly a suitable risk model is used in order to describe main impacts on insurance business model. Then, the main innovative alternative risk transfer for catastrophe risks are illustrated and CAT Bond will be adequately described, investigating main pricing models using a machine learning approach. Finally, a possible Italian CAT Bond issuance is provided in order to investigate an integrated solution with a traditional reinsurance underlying an alternative risk transfer in order to achieve a public-private partnership to natural catastrophe

    The Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR) highlights the importance of scientific research, supporting the ‘availability and application of science and technology to decision making’ in disaster risk reduction (DRR). Science and technology can play a crucial role in the world’s ability to reduce casualties, physical damage, and interruption to critical infrastructure due to natural hazards and their complex interactions. The SFDRR encourages better access to technological innovations combined with increased DRR investments in developing cost-effective approaches and tackling global challenges. To this aim, it is essential to link multi- and interdisciplinary research and technological innovations with policy and engineering/DRR practice. To share knowledge and promote discussion on recent advances, challenges, and future directions on ‘Innovations in Earthquake Risk Reduction for Resilience’, a group of experts from academia and industry met in London, UK, in July 2019. The workshop focused on both cutting-edge ‘soft’ (e.g., novel modelling methods/frameworks, early warning systems, disaster financing and parametric insurance) and ‘hard’ (e.g., novel structural systems/devices for new structures and retrofitting of existing structures, sensors) risk-reduction strategies for the enhancement of structural and infrastructural earthquake safety and resilience. The workshop highlighted emerging trends and lessons from recent earthquake events and pinpointed critical issues for future research and policy interventions. This paper summarises some of the key aspects identified and discussed during the workshop to inform other researchers worldwide and extend the conversation to a broader audience, with the ultimate aim of driving change in how seismic risk is quantified and mitigated

    A probabilistic paradigm for the parametric insurance of natural hazards.

The final version is available from Wiley via the DOI in this record.There is a pressing need for simple and reliable risk transfer mechanisms that can pay out quickly after natural disasters without delays caused by loss estimation, and the need for long historical claims records. One such approach, known as parametric insurance, pays out when a key hazard variable exceeds a predetermined threshold. However, this approach to catastrophe risk, based on making deterministic binary predictions of loss occurrence, is susceptible to basis risk (mismatch between payouts and realized losses). A more defensible approach is to issue probabilistic predictions of loss occurrence, which then allows uncertainty to be properly quantified, communicated, and evaluated. This study proposes a generic probabilistic framework for parametric trigger modeling based on logistic regression, and idealized modeling of potential damage given knowledge of a hazard variable. We also propose various novel methods for evaluating the quality and utility of such predictions as well as more traditional trigger indices. The methodology is demonstrated by application to flood-related disasters in Jamaica from 1998 to 2016 using gridded precipitation data as the hazard variable. A hydrologically motivated transformation is proposed for calculating potential damage from daily rainfall data. Despite the simplicity of the approach, the model has substantial skill at predicting the probability of occurrence of loss days as demonstrated by traditional goodness-of-fit measures (i.e., pseudo-R2 of 0.55) as well as probabilistic verification diagnostics such as receiver operating characteristics.     On optimal hedging and redistribution of catastrophe risk in insurance.

    The purpose of the thesis is to analyse the management of various forms of risk that affect entire insurance portfolios and thus cannot be eliminated by increasing the number of policies, like catastrophes, financial market events and fluctuating insurance risk conditions. Three distinct frameworks are employed. First, we study the optimal design of a catastrophe-related index that an insurance company may use to hedge against catastrophe losses in the incomplete market. The optimality is understood in terms of minimising the remaining risk as proposed by Follmer and Schweizer. We compare seven hypothetical indices for an insurance industry comprising several companies and obtain a number of qualitative and formula-based results in a doubly stochastic Poisson model with the intensity of the shot-noise type. Second, with a view to the emergence of mortality bonds in life insurance and longevity bonds in pensions, the design of a mortality-related derivative is discussed in a Markov chain environment. We consider longevity in a scenario where specific causes of death are eliminated at random times due to advances in medical science. It is shown that bonds with payoff related to the individual causes of death are superior to bonds based on broad mortality indices, and in the presence of only one cause-specific derivative its design does not affect the hedging error. For one particular mortality bond linked to two causes of death, we calculate the hedging error and study its dependence on the design of the bond. Finally, we study Pareto-optimal risk exchanges between a group of insurance companies. The existing one-period theory is extended to the multiperiod and continuous cases. The main result is that every multiperiod or continuous Pareto-optimal risk exchange can be reduced to the one-period case, and can be constructed by pre-setting the ratios of the marginal utilities between the group members

    From metaheuristics to learnheuristics: Applications to logistics, finance, and computing

    Un gran nombre de processos de presa de decisions en sectors estratègics com el transport i la producció representen problemes NP-difícils. Sovint, aquests processos es caracteritzen per alts nivells d'incertesa i dinamisme. Les metaheurístiques són mètodes populars per a resoldre problemes d'optimització difícils en temps de càlcul raonables. No obstant això, sovint assumeixen que els inputs, les funcions objectiu, i les restriccions són deterministes i conegudes. Aquests constitueixen supòsits forts que obliguen a treballar amb problemes simplificats. Com a conseqüència, les solucions poden conduir a resultats pobres. Les simheurístiques integren la simulació a les metaheurístiques per resoldre problemes estocàstics d'una manera natural. Anàlogament, les learnheurístiques combinen l'estadística amb les metaheurístiques per fer front a problemes en entorns dinàmics, en què els inputs poden dependre de l'estructura de la solució. En aquest context, les principals contribucions d'aquesta tesi són: el disseny de les learnheurístiques, una classificació dels treballs que combinen l'estadística / l'aprenentatge automàtic i les metaheurístiques, i diverses aplicacions en transport, producció, finances i computació.Un gran número de procesos de toma de decisiones en sectores estratégicos como el transporte y la producción representan problemas NP-difíciles. Frecuentemente, estos problemas se caracterizan por altos niveles de incertidumbre y dinamismo. Las metaheurísticas son métodos populares para resolver problemas difíciles de optimización de manera rápida. Sin embargo, suelen asumir que los inputs, las funciones objetivo y las restricciones son deterministas y se conocen de antemano. Estas fuertes suposiciones conducen a trabajar con problemas simplificados. Como consecuencia, las soluciones obtenidas pueden tener un pobre rendimiento. Las simheurísticas integran simulación en metaheurísticas para resolver problemas estocásticos de una manera natural. De manera similar, las learnheurísticas combinan aprendizaje estadístico y metaheurísticas para abordar problemas en entornos dinámicos, donde los inputs pueden depender de la estructura de la solución. En este contexto, las principales aportaciones de esta tesis son: el diseño de las learnheurísticas, una clasificación de trabajos que combinan estadística / aprendizaje automático y metaheurísticas, y varias aplicaciones en transporte, producción, finanzas y computación.A large number of decision-making processes in strategic sectors such as transport and production involve NP-hard problems, which are frequently characterized by high levels of uncertainty and dynamism. Metaheuristics have become the predominant method for solving challenging optimization problems in reasonable computing times. However, they frequently assume that inputs, objective functions and constraints are deterministic and known in advance. These strong assumptions lead to work on oversimplified problems, and the solutions may demonstrate poor performance when implemented. Simheuristics, in turn, integrate simulation into metaheuristics as a way to naturally solve stochastic problems, and, in a similar fashion, learnheuristics combine statistical learning and metaheuristics to tackle problems in dynamic environments, where inputs may depend on the structure of the solution. The main contributions of this thesis include (i) a design for learnheuristics; (ii) a classification of works that hybridize statistical and machine learning and metaheuristics; and (iii) several applications for the fields of transport, production, finance and computing

    Financial Implications of Engineering Decisions

    When society fails to effectively integrate natural and constructed environments, one of the cataclysmic byproducts of this disconnect is an increased risk of natural disasters. On top of the devastation that is the aftermath of such disasters, poor planning and engineering decisions have detrimental effects on communities as they attempt to recover and rebuild. While there is an inherent difficulty in the quantification of the cost of human life, interruption in business operations, and damage to the properties, it is critical to develop plans and mitigation strategies to promote fast recovery. Traditionally insurance and reinsurance products have been used as a mitigation strategy for financing post-disaster recovery. However, there are number of problems associated with these models such as lack of liquidity, defaults, long litigation process, etc. In light of these problems, new Alternative Risk Transfer (ART) methods are introduced. The pricing of these risk mitigating instruments, however, has been mostly associated with the hazard frequency and intensity; and little recognition is made of the riskiness of the structure to be indemnified. This study proposes valuation models for catastrophe-linked ART products and insurance contracts in which the risks and value can be linked to the characteristics of the insured portfolio of constructed assets. The results show that the supply side ? structural parameters are as important as the demand ? hazard frequency, and are in a highly nonlinear relationship with financial parameters such as risk premiums and spreads
