COVD-19, the global pandemic that began in 2019, altered how we live our lives in just about every way imaginable. Some of those changes were obvious-for example, those who were fortunate enough to be able to work from home began working online-while other changes were more subtle. The latter category included unprecedented levels of data collection by governments and organizations purporting to collect information that would help stop the pandemic\u27s spread. Given the deadly nature of COVID-19, few would question any public health efforts, no matter their impact on privacy. However, the lack of attention to privacy issues during the pandemic can and will have long-ranging effects that will lead to greater losses of privacy in the future, post-pandemic world. This Article analyzes privacy issues in this pandemic and offers a novel framework for crafting legislation during and after this pandemic to protect privacy. The Article takes a unique socio-legal approach in contextualizing privacy-related issues arising from this time of public health crisis, examining the impact of the coronavirus itself as well as contemporaneous social issues in America that have shaped the way we must think about privacy moving forward(primarily focusing on political unrest related to the 2020 election and growing tensions involving racism and discrimination). Ultimately, the Article proposes a framework that post-pandemic privacy law should follow and provides tangible legal and policy solutions, including a federal privacy law, updates to existing legislation to reflect specific privacy considerations, and focus on privacy as an integral part of foreign policy. Finally, the Article evaluates select privacy-related legislation that the U.S. Congress has proposed to date in light of the Article\u27s proposed framework and recommendations

ENVIRONMENTAL LAW—RESUMING PROGRESS ON LEAD POISONING: A PRIME INDICATOR OF CIVILIZATION

    Get PDF
Failing to adequately protect citizens against the threat of lead poisoning is an indication that our society is not fully civilized. There are many compelling reasons to take concerted action against lead: the seriousness of its harm, the preventability of poisoning, that all of society is affected, and that many actions are economically feasible. Even the most costly action, removal of the source, has an excellent cost benefit ratio. After reviewing the state of affairs and the reasons to take action, this Article provides an overview of some of the actions that can be taken. Mustering the ability to take action will be a symbolic and important exercise of democracy, strengthening the sense of common purpose, and illustrating that government exists to care for the people

Integrated Circuit Design in US High-Energy Physics

This whitepaper summarizes the status, plans, and challenges in the area of integrated circuit design in the United States for future High Energy Physics (HEP) experiments. It has been submitted to CPAD (Coordinating Panel for Advanced Detectors) and the HEP Community Summer Study 2013(Snowmass on the Mississippi) held in Minnesota July 29 to August 6, 2013. A workshop titled: US Workshop on IC Design for High Energy Physics, HEPIC2013 was held May 30 to June 1, 2013 at Lawrence Berkeley National Laboratory (LBNL). A draft of the whitepaper was distributed to the attendees before the workshop, the content was discussed at the meeting, and this document is the resulting final product. The scope of the whitepaper includes the following topics: Needs for IC technologies to enable future experiments in the three HEP frontiers Energy, Cosmic and Intensity Frontiers; Challenges in the different technology and circuit design areas and the related R&D needs; Motivation for using different fabrication technologies; Outlook of future technologies including 2.5D and 3D; Survey of ICs used in current experiments and ICs targeted for approved or proposed experiments; IC design at US institutes and recommendations for collaboration in the future

Transitioning Mine Action Programmes to National Ownership | Cambodia

In response to the limited guidance on the topic of transition to national ownership, the GICHD commissioned nine country case studies in 2011 to highlight different contexts, processes, challenges, good practices and lessons learnt from the process of transition to national ownership. Based on lessons learnt and the good practices highlighted in the case studies, the GICHD, in collaboration with UNMAS, produced a Guide on Transitioning Mine Action Programmes to National Ownership

Cambodia\u27s mine and ERW problem is a result of the long period of civil and regional conflicts that affected the country from the late 60s until 1998. Due to these conflicts, Cambodia is now one of the most heavily contaminated countries in the world, with more than 63,000 mine/ERW victims recorded since 1979. The first efforts to address Cambodia’s massive mine/ERW contamination came from the UN Advance Mission for Cambodia (UNAMIC), which contracted the HALO Trust in 1991-1992 to survey 700 km² of land in Battambang province ahead of the probable repatriation of 360,000 Cambodian refugees based in Thailand. In March 1992, the UN Transitional Authority in Cambodia (UNTAC), deployed in February of that year, took over UNAMIC’s mission and functions, including assisting mine clearance and mine awareness activities. So in July 1992, UNTAC set up the Mine Clearance Training Unit (MCTU) and started to teach Cambodian nationals to identify, locate and destroy landmines, and to mark minefields

Prioritizing zoonotic diseases for multisectoral, one health collaboration in the United States : workshop summary

The U.S. Centers for Disease Control and Prevention (CDC), the U.S. Department of Agriculture (USDA), and the U.S. Department of the Interior (DOI) organized a One Health Zoonotic Disease Prioritization (OHZDP) workshop to further joint efforts to address zoonotic disease challenges in the United States. The workshop was held December 5-7, 2017, at the Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR) headquarters in Washington, DC. During the workshop, participants identified a list of zoonotic diseases relevant for the United States, defined the criteria for prioritization, and determined questions and weights relevant to each criterion. Participants identified eight zoonotic diseases as priorities using a semi-quantitative selection tool, the One Health Zoonotic Disease Prioritization (OHZDP) tool, developed by CDC (Appendix A)[1, 2]. Participants then used components of the One Health Systems Mapping and Analysis Resource Toolkit (OH-SMARTTM), co-developed by USDA and the University of Minnesota[3, 4], to review and visualize the One Health system currently in place to address the priority zoonoses in the United States among relevant federal agencies. The One Health system includes the procedures and processes for transdisciplinary and multisectoral coordination. Next, participants developed specific steps to address the newly prioritized diseases following the workshop.CS298887APublication date from document properties.us-ohzdp-report-508.pdf2019618
