    Firm Capabilities, Competition and Industrial Policies in a History-Friendly Model of the Computer Industry

    In this paper, we explore some problems that industrial policy faces in industries characterized by dynamic increasing returns on the basis of a 'history friendly model' of the evolution of the computer industry. How does policy affect industry structure over the course of industry evolution? Is the timing of the intervention important? Do policy interventions have indirect and perhaps unintended consequences on different markets at different times? We focus on two sets of policies: antitrust and interventions aiming at supporting the entry of new forms in the industry. The results of our simulations show that, if strong dynamic increasing returns are operative, both through technological capabilities and through customer tendency to stick with a brand, there is little that antitrust and entry policy could have done to avert the rise of a dominant firm in mainframes. On the other hand, if the customer lock in effect had been smaller, either by chance or through policies that discouraged efforts of firms to lock in their customers, the situation might have been somewhat different. In the first place, even in the absence of antitrust or entry encouraging policies, market concentration would have been lower, albeit a dominant firm would emerge anyhow. Second, antitrust and entry encouraging policies would have been more effective in assuring that concentration would decrease. The leading firm would continue to dominate the market, but its relative power would be reduced. © Elsevier Science B.V

    Evaluating the faulty behavior of low-cost embedded microprocessor-based boards is an increasingly important issue, due to their adoption in many safety critical systems. The architecture of a complete Fault Injection environment is proposed, integrating a module for generating a collapsed list of faults, and another for performing their injection and gathering the results. To address this issue, the paper describes a software-implemented Fault Injection approach based on the Trace Exception Mode available in most microprocessors. The authors describe EXFI, a prototypical system implementing the approach, and provide data about some sample benchmark applications. In this case, fault tolerance mechanisms are introduced at the hardware and software level. Debugging and verifying the correct design and implementation of these mechanisms ask for effective environments, and Fault Injection represents a viable solution for their implementation. In this paper we present a Fault Injection environment, named FlexFI, suitable to assess the correctness of the design and implementation of the hardware and software mechanisms existing in embedded microprocessor-based systems, and to compute the fault coverage they provide.     Beyond Schumpeter vs. Arrow: How Antitrust Fosters Innovation

    The relationship between competition and innovation is the subject of a familiar controversy in economics, between the Schumpeterian view that monopolies favor innovation and the opposite view, often associated with Kenneth Arrow, that competition favors innovation. Taking their cue from this debate, some commentators reserve judgment as to whether antitrust enforcement is good for innovation. Such misgivings are unnecessary. The modern economic learning about the connection between competition and innovation helps clarify the types of firm conduct and industry settings where antitrust interventions are most likely to foster innovation. Measured against this standard, contemporary competition policy holds up well. Today's antitrust institutions support innovation by targeting types of industries and practices where antitrust enforcement would enhance research and development incentives the most. It is time to move beyond the "on-the-one-hand Schumpeter, on-the-other-hand Arrow" debate and embrace antitrust as essential for fostering innovation.Technology and Industry

    Intel's XL Permit: A Framework for Evaluation

    The paper develops a framework to evaluate permits granted to firms under the Environmental Protection Agency's Project XL ďż˝ with emphasis on the novel air permit granted to the Intel Corporation. We describe the permit, the process that created it, and the types of costs and benefits likely to arise from this type of "facility-specific" regulatory arrangement. Among other things, the paper describes the permit's impact on environmental quality, production costs, transaction costs, and Intel's strategic market position. The paper also considers how an estimate of the costs and benefits ďż˝ both to Intel and society ďż˝ might be estimated. While facility-specific regulation typically conjures images of production cost savings as processes are re-engineered and low-cost abatement strategies pursued, the Intel case highlights perhaps a more important source of benefit: flexibility in the form of streamlined permitting. Flexibility in this form allows for accelerated product introductions, with potentially significant benefits to the firm and possibly to society.

The information was collected from open literature, personal communications, and a tour of several companies, government organizations, and research laboratories in the United Kingdom, France, and the Federal Republic of Germany.     Integrated GHz silicon photonic interconnect with micrometer-scale modulators and detectors

    We report an optical link on silicon using micrometer-scale ring-resonator enhanced silicon modulators and waveguide-integrated germanium photodetectors. We show 3 Gbps operation of the link with 0.5 V modulator voltage swing and 1.0 V detector bias. The total energy consumption for such a link is estimated to be ~120 fJ/bit. Such compact and low power monolithic link is an essential step towards large-scale on-chip optical interconnects for future microprocessors
