    A new methodology for complex societal problems

    Questions on the theme which developments will be in Europe the next ten, thirty to fifty years can be considered as complex societal problems. These problems need an integral approach based on analysis of the temporary situation, with a reflection of the past and focusing on new developments, trends, political values and ideas. Analysing the situation in Europe should be done in accordance to a micro analysis of the states of Europe and a macro analyses of the world. Several issues like finance, economy, infrastructure, internet, environment, employment, knowledge, education, health care, technical developments etc. should be integrated with each other and should be analysed in relation to the legal and political ideas. Many actors with different power and emotions are involved. Analysing as well as predicting future developments should be done with several groups of people. A new methodology is developed that handles these kind of questions. The method support the analysis of the past, the temporary situation and the future, integrating the many different aspects. This new methodology, the method Compram (DeTombe, 1994), is based on the idea that handling complex societal problems is based on knowledge, power and emotion. The method handles these problems with a six step approach starting with analysing the situation with neutral experts from different fields, then analysing the same situation with the different actors, then together based on several scenario's trying to make a picture of future developments. In the paper the method will be described in relation to the questions of future development of Europe.

    Virtual Astronomy, Information Technology, and the New Scientific Methodology

    All sciences, including astronomy, are now entering the era of information abundance. The exponentially increasing volume and complexity of modern data sets promises to transform the scientific practice, but also poses a number of common technological challenges. The Virtual Observatory concept is the astronomical community's response to these challenges: it aims to harness the progress in information technology in the service of astronomy, and at the same time provide a valuable testbed for information technology and applied computer science. Challenges broadly fall into two categories: data handling (or "data farming"), including issues such as archives, intelligent storage, databases, interoperability, fast networks, etc., and data mining, data understanding, and knowledge discovery, which include issues such as automated clustering and classification, multivariate correlation searches, pattern recognition, visualization in highly hyperdimensional parameter spaces, etc., as well as various applications of machine learning in these contexts. Such techniques are forming a methodological foundation for science with massive and complex data sets in general, and are likely to have a much broather impact on the modern society, commerce, information economy, security, etc. There is a powerful emerging synergy between the computationally enabled science and the science-driven computing, which will drive the progress in science, scholarship, and many other venues in the 21st century

    Ethics and OR: Operationalising Discourse Ethics

    Operational researchers help managers decide what they ought to do and yet this is generally evaluated in terms of efficiency or effectiveness, not ethicality. However, the combination of the tremendous power of global corporations and the financial markets, and the problems the world faces in terms of economic and environmental sustainability, has led to a revival of interest in ethical approaches. This paper explores a relatively recent and innovative process called discourse ethics. This is very different from traditional ethical systems in taking ethical decisions away from individuals or committees and putting them in the hands of the actual people who are involved and affected through processes of debate and deliberation. The paper demonstrates that discourse ethics has strong connections to OR, especially in the areas of soft and critical systems, and that OR can actually contribute to the practical operationalisation of discourse ethics. At the same time, discourse ethics can provide a rigorous discursive framework for “ethics beyond the model"

    Use of collective expertise as a tool to reinforce food safety management in Africa

    The Erasmus+ project (2017-2020) entitled Societal Challenges and Governance of African Universities: the case of ALIments in Morocco, the Democratic Republic of the Congo and Senegal (DAfrAli) seeks to strengthen the governance capacity of African Higher Education Institutions to mobilize their resources in order to respond to major societal challenges in relation to external stakeholders. A work package consisted of organizing three workshops to use Collective Expertise as a tool for the identification of societal risks, in the area of food safety. These three workshops were conducted in Morocco, in Senegal and in Democratic Republic of Congo. The exercise was performed by country academics with the contribution of the European project partners. Collective Expertise gave results that demonstrated that, with a careful and diversified selection of experts, this methodology can have a deep importance to list the food hazards in a country. The results obtained can induce changes in university curricula, showed the social impacts of food safety, unveiled research needs and training needs for different agents in the food sector and above all the impact in food policy in a country. The collective expertise approach of the determination of hazards also permitted to discuss possible organization models for food risk management in the 3 countries

    Sustainability assessment and complementarity

    Sustainability assessments bring together different perspectives that pertain to sustainability in order to produce overall assessments and a wealth of approaches and tools have been developed in the past decades. But two major problematics remain. The problem of integration concerns the surplus of possibilities for integration; different tools produce different assessments. The problem of implementation concerns the barrier between assessment and transformation; assessments do not lead to the expected changes in practice. This paper aims to analyze issues of complementarity in sustainability assessment and transformation as a key to better handling the problems of integration and implementation. Based on a generalization of Niels Bohr’s complementarity from quantum mechanics, we have identified two forms of complementarity in sustainability assessment, observer stance complementarity and value complementarity. Unlike many other problems of sustainability assessment, complementarity is of a fundamental character connected to the very conditions for observation. Therefore complementarity cannot be overcome methodologically; only handled better or worse. Science is essential to the societal goal of sustainability, but these issues of complementarity impede the constructive role of science in the transition to more sustainable structures and practices in food systems. The agencies of sustainability assessment and transformation need to be acutely aware of the importance of different perspectives and values and the complementarities that may be connected to these differences. An improved understanding of complementarity can help to better recognize and handle issues of complementarity. These deliberations have relevance not only for sustainability assessment, but more generally for transdisciplinary research on wicked problems

    Six Collective Challenges for Sustainability of AlmerĂ­a Greenhouse Horticulture

    Globally, current food consumption and trade are placing unprecedented demand on agricultural systems and increasing pressure on natural resources, requiring tradeoffs between food security and environmental impacts especially given the tension between market-driven agriculture and agro-ecological goals. In order to illustrate the wicked social, economic and environmental challenges and processes to find transformative solutions, we focus on the largest concentration of greenhouses in the world located in the semi-arid coastal plain of South-east Spain. Almería family farming, predominantly cooperative, greenhouse intensive production, commenced after the 1960s and has resulted in very significant social and economic benefits for the region, while also having important negative environmental and biodiversity impacts, as well as creating new social challenges. The system currently finds itself in a crisis of diminishing economic benefits and increasing environmental and social dilemmas. Here, we present the outcomes of multi-actor, transdisciplinary research to review and provide collective insights for solutions-oriented research on the sustainability of Almeria’s agricultural sector. The multi-actor, transdisciplinary process implemented collectively, and supported by scientific literature, identified six fundamental challenges to transitioning to an agricultural model that aims to ameliorate risks and avoid a systemic collapse, whilst balancing a concern for profitability with sustainability: (1) Governance based on a culture of shared responsibility for sustainability, (2) Sustainable and efficient use of water, (3) Biodiversity conservation, (4) Implementing a circular economy plan, (5) Technology and knowledge transfer, and (6) Image and identity. We conclude that the multi-actor transdisciplinary approach successfully facilitated the creation of a culture of shared responsibility among public, private, academic, and civil society actors. Notwithstanding plural values, challenges and solutions identified by consensus point to a nascent acknowledgement of the strategic necessity to locate agricultural economic activity within social and environmental spheres.This paper demonstrates the need to establish transdisciplinary multi-actor work-schemes to continue collaboration and research for the transition to an agro-ecological model as a means to remain competitive and to create value

    The wicked and complex in education: developing a transdisciplinary perspective for policy formulation, implementation and professional practice

    The concept of 'wicked issues', originally developed in the field of urban planning, has been taken up by design educators, architects and public health academics where the means for handling 'wicked issues' has been developed through 'reflective practice'. In the education of teachers, whilst reflective practice has been a significant feature of professional education, the problems to which this has been applied are principally 'tame' ones. In this paper, the authors argue that there has been a lack of crossover between two parallel literatures. The literature on 'wicked issues' does not fully recognise the difficulties with reflective practice and that in education which extols reflective practice, is not aware of the 'wicked' nature of the problems which confront teachers and schools. The paper argues for a fresh understanding of the underlying nature of problems in education so that more appropriate approaches can be devised for their resolution. This is particularly important at a time when the government in England is planning to make teaching a masters level profession, briefly defined by the Quality Assurance Agency for Higher Education (QAA) benchmark statement as 'Decision-making in complex and unpredictable situations'. The paper begins by locating the argument and analysis of 'wicked problems' within the nature of social complexity and chaos. The second part of the paper explores implications for those involved in policy formation, implementation and service provision. Given the range of stakeholders in education, the paper argues for a trans-disciplinary approach recognising the multiple perspectives and methodologies leading to the acquisition of reticulist skills and knowledge necessary to boundary cross. © 2009 Taylor & Francis

    Transitions: An Institutionalist Perspective

    A transition to a new technological regime is complete (and stable) when accompanied with a co-stabilization between the mode of regulation and the regime of accumulation. Key to understanding the dynamics of transitions are the factors, including institutions, that “regulate” and stabilize the regime of accumulation over time. However, the available frameworks for institutional analysis employ arbitrary and narrow definition of institutions, focus mainly on the policy domain, and do not pay sufficient attention to the evolutionary characteristics of change as manifested in emergence of numerous institutions that underlie transitions. This paper consists of three parts. The first part critically reviews and synthesizes some of the main approaches for conducting institutional analysis. The second part rearticulates the concept of “transitions”, or technological regime shifts, from a systems perspective to make a case for investigating transitions as multi-level, multi-scale, and multi-system phenomena best understood in their institutional contexts. The third part proposes a framework for examining institutional change and demonstrates how this framework may be used to identify the key factors and conditions whose convergence might result in transitions in a given subsystem. Examples are drawn from the Dutch waste management subsystem to demonstrate how this framework should be operationalized.economics of technology ;

    Addressing decision making for remanufacturing operations and design-for-remanufacture

    Remanufacturing is a process of returning a used product to at least original equipment manufacturer original performance specification from the customers' perspective and giving the resultant product a warranty that is at least equal to that of a newly manufactured equivalent. This paper explains the need to combine ecological concerns and economic growth and the significance of remanufacturing in this. Using the experience of an international aero-engine manufacturer it discusses the impact of the need for sustainable manufacturing on organisational business models. It explains some key decision-making issues that hinder remanufacturing and suggests effective solutions. It presents a peer-validated, high-level design guideline to assist decision-making in design in order to support remanufacturing. The design guide was developed in the UK through the analysis of selections of products during case studies and workshops involving remanufacturing and conventional manufacturing practitioners as well as academics. It is one of the initial stages in the development of a robust design for remanufacture guideline
