Methodology for Reusing Human Resources Management Standards
Employment Services (ESs), Public ones (PESs) and Private ones (PrEAs), are becoming more and more important for Public Administrations where their social implications on sustainability, workforce mobility and equal opportunities play a fundamental strategic importance for any central or local Government. The EU SEEMP (Single European Employment Market-Place) project aims at improving facilitate workers mobility in Europe. Ontologies are used to model descriptions of job offers and curricula; and for facilitating the process of exchanging job offer data and CV data between ES. In this paper we present the methodological approach we followed for reusing existing human resources management standards like NACE, ISCO-88 (COM) and FOET, among others, in the SEEMP project, in order to build a common âlanguageâ called Reference Ontology

ICOPER Project - Deliverable 4.3 ISURE: Recommendations for extending effective reuse, embodied in the ICOPER CD&R
The purpose of this document is to capture the ideas and recommendations, within and beyond the ICOPER community, concerning the reuse of learning content, including appropriate methodologies as well as established strategies for remixing and repurposing reusable resources. The overall remit of this work focuses on describing the key issues that are related to extending effective reuse embodied in such materials. The objective of this investigation, is to support the reuse of learning content whilst considering how it could be originally created and then adapted with that âreuseâ in mind. In these circumstances a survey on effective reuse best practices can often provide an insight into the main challenges and benefits involved in the process of creating, remixing and repurposing what we are now designating as Reusable Learning Content (RLC).
Several key issues are analysed in this report: Recommendations for extending effective reuse, building upon those described in the previous related deliverables 4.1 Content Development Methodologies and 4.2 Quality Control and Web 2.0 technologies. The findings of this current survey, however, provide further recommendations and strategies for using and developing this reusable learning content. In the spirit of âreuseâ, this work also aims to serve as a foundation for the many different stakeholders and users within, and beyond, the ICOPER community who are interested in reusing learning resources.
This report analyses a variety of information. Evidence has been gathered from a qualitative survey that has focused on the technical and pedagogical recommendations suggested by a Special Interest Group (SIG) on the most innovative practices with respect to new media content authors (for content authoring or modification) and course designers (for unit creation). This extended community includes a wider collection of OER specialists. This collected evidence, in the form of video and audio interviews, has also been represented as multimedia assets potentially helpful for learning and useful as learning content in the New Media Space (See section 4 for further details).
Section 2 of this report introduces the concept of reusable learning content and reusability. Section 3 discusses an application created by the ICOPER community to enhance the opportunities for developing reusable content. Section 4 of this report provides an overview of the methodology used for the qualitative survey. Section 5 presents a summary of thematic findings. Section 6 highlights a list of recommendations for effective reuse of educational content, which were derived from thematic analysis described in Appendix A. Finally, section 7 summarises the key outcomes of this work
A Pattern Based Approach for Re-engineering Non-Ontological Resources into Ontologies
With the goal of speeding up the ontology development process, ontology engineers are starting to reuse as much as possible available ontologies and non-ontological resources such as classiïŹcation schemes, thesauri, lexicons and folksonomies, that already have some degree of consensus. The reuse of such non-ontological resources necessarily involves their re-engineering into ontologies. Non-ontological resources are highly heterogeneous in their data model and contents: they encode different types of knowledge, and they can be modeled and implemented in diïŹerent ways. In this paper we present (1) a typology for non-ontological resources, (2) a pattern based approach for re-engineering non-ontological resources into ontologies, and (3) a use case of the proposed approach
Supporting sustainable eâlearning
This paper draws upon work carried out within phase one of a national forum for support staff, funded by the UK Learning and Teaching Support Network Generic Centre. It sets out themes in current Learning Technology research within the context of institutional practice. It reports the responses of a range of eâlearning support staff to new developments in the reuse and sharing of Learning Objects. The article highlights tensions across support units, inconsistencies in support provision and confusion over issues concerning different modes of teaching. It also forewarns a growing gap between institutional practice and research in the development of approaches to sustainable eâlearning

Exploring metadata standards for competence descriptions in the business & management domain
This paper explores the development and use of competency metadata standards. As there has recently been a surge of a number of standards to address the challenge of representing competencies and there is a rising need to develop a common methodology, as well as methods and tools for developing, reusing, adapting, integrating such standards, this research is now becoming important and timely. We explore this within the context of the OpenScout project, which is building a federation of repositories with content in the areas of business and management. Thus this study is limited to metadata standards for competencies in the business and management fields, but it is aimed that the lessons from this domain can transfer to other fields and will inform the wider debate on the development and use of such standards. The paper revisits a set of standards for competence descriptions and provides recommendations as to which standard would suit better the nature of the repository, the requirements of stakeholders, and the Open Content resources. In particular, the paper proposes an adaptation and extension of the IEEE-RCD model, employing an application profiling approach, and taking into account the granularity of the European Qualifications Framework and the requirements of Open Content resources.OpenScout project (Contract no.: 428016, âSkill based scouting of open user-generated and community-improved content for management education and trainingâ
The Knowledge Life Cycle for e-learning
In this paper, we examine the semantic aspects of e-learning from both pedagogical and technological points of view. We suggest that if semantics are to fulfil their potential in the learning domain then a paradigm shift in perspective is necessary, from information-based content delivery to knowledge-based collaborative learning services. We propose a semantics driven Knowledge Life Cycle that characterises the key phases in managing semantics and knowledge, show how this can be applied to the learning domain and demonstrate the value of semantics via an example of knowledge reuse in learning assessment management
Towards a Semantic-based Approach for Modeling Regulatory Documents in Building Industry
Regulations in the Building Industry are becoming increasingly complex and
involve more than one technical area. They cover products, components and
project implementation. They also play an important role to ensure the quality
of a building, and to minimize its environmental impact. In this paper, we are
particularly interested in the modeling of the regulatory constraints derived
from the Technical Guides issued by CSTB and used to validate Technical
Assessments. We first describe our approach for modeling regulatory constraints
in the SBVR language, and formalizing them in the SPARQL language. Second, we
describe how we model the processes of compliance checking described in the
CSTB Technical Guides. Third, we show how we implement these processes to
assist industrials in drafting Technical Documents in order to acquire a
Technical Assessment; a compliance report is automatically generated to explain
the compliance or noncompliance of this Technical Documents
Europeana communication bug: which intervention strategy for a better cooperation with creative industry?
Although Europeana as well as many GLAMs are very engaged - beside the main mission, i.e. spreading cultural heritage knowledge- in developing new strategies in order to make digital contents reusable for creative industry, these efforts have been successful just only in sporadic cases. A significant know how deficits in communication often compromises expected outcomes and impact. Indeed, what prevails is an idea of communication like an enhancement âinstrumentâ intended on the one hand in purely economic (development) sense, on the other hand as a way for increasing and spreading knowledge. The main reference model is more or less as follows: digital objects are to be captured and/or transformed by digital technologies into sellable goods to put into circulation. Nevertheless, this approach risks neglecting the real nature of communication, and more in detail the one of digital heritage where it is strategic not so much producing objects and goods as taking part into sharing environments creation (media) by engaged communities, small or large they may be. The environments act as meeting and interchange point, and consequently as driving force of enhancing. Only in a complex context of network interaction on line accessible digital heritage contents become a strategic resource for creating environments in which their re/mediation can occur â provided that credible strategies exist, shared by stakeholders and users. This paper particularly describes a case study including proposals for an effective connection among Europeana, GLAMs and Creative Industry in the framework of Food and Drink digital heritage enhancement and promotion. Experimental experiences as the one described in this paper anyway confirm the relevance of up-to-date policies based on an adequate communication concept, on solid partnerships with enterprise and association networks, on collaborative on line environments, on effective availability at least for most of contents by increasing free licensing, and finally on grassroots content implementation involving prosumers audience, even if filtered by GLAMs
A network of ontology networks for building e-employment advanced systems
This paper presents the development of a network of ontology networks that enables data mediation between the Employment Services (ESs) participating in a semantic interoperability platform for the exchange of Curricula Vitae (CVs) and job offers in different languages. Such network is formed by (1) a set of local ontology networks that are language dependent, in which each network represents the local and particular view that each ES has of the employment market; and (2) a reference ontology network developed in English that represents a standardized and agreed upon terminology of the European employment market. In this network each local ontology network is aligned with the reference ontology network so that search queries, CVs, and job offers can be mediated through these alignments from any ES. The development of the ontologies has followed the methodological guidelines issued by the NeOn Methodology and is focused mainly on scenarios that involve reusing and re-engineering knowledge resources already agreed upon by employment experts and standardization bodies. This paper explains how these methodological guidelines have been applied for building e-employment ontologies. In addition, it shows that the approach to building ontologies by reusing and re-engineering agreed upon non-ontological resources speeds the ontology development, reduces development costs, and retrieves knowledge already agreed upon by a community of people in a more formal representation
