    This is the main report of an external evaluation of the Resource Recovery and Reuse Flagship of the Water Land and Ecosystems (WLE) CGIAR Research Program. WLE commissioned the study. The Evaluators interviewed researchers and partners in two countries, Ghana and Sri Lanka, and in Ghana visited two sites. They also interviewed key international partners and analyzed a wide range of documents, reports and publications. The evaluation was focused on understanding how and in what ways the research and other activities carried out by IWMI and supported by WLE contributed to the outcomes. In essence, the purpose was to understand the specific impact pathways from research to outputs and outcomes

    From disaster to renewal: the centrality of business recovery to community resilience

    This report looks at natural disaster recovery in Australia. The report, which draws on case studies of four towns still recovering from flooding, cyclones and bushfires up to five years down the track, reveals there is inadequate planning for many of the short and long-term disaster effects.Not only this, the RAI found that many recovery efforts fail to take advantage of significant financial reinvestment in a community, focusing excessively on returning a town back to ‘normal’ rather than adapting to changed economic drivers or exploring opportunities for renewal. It might not be until 5-10 years down the track that the full impact of a disaster on a community is realised, by which stage reversing the negative economic trend can be extremely difficult. Looking at some of the typical barriers to the recovery process, the RAI found that even something as innocent as well-intentioned physical donations were a mixed blessing, not only presenting problems with storage and distribution, but weakening the demand for local business. The role of the media in the recovery process is also scrutinised in the report, with an excessive focus on the extent of destruction in a town seen as driving post-disaster stigma; the perception among the wider community that the town has been wiped off the map. Not only does this have a negative impact on the psyche of the recovering town – and peoples’ decisions to stay and rebuild – but it can deter important economic drivers like tourism and investment later down the track, when images of destruction continue to resonate long after the media attention has turned elsewhere

    Transactions, Transformations, Translations: Metrics that Matter for Building, Scaling, and Funding Social Movements

    This report provides an evaluative framework and key milestones to gauge movement building. Aiming to bridge the gap between the field of community organizing that relies on the one-on-one epiphanies of leaders and the growing philanthropic emphasis on evidence-based giving, the report stresses three main insights. The first is that any good set of movement metrics should capture quantity and quality, numbers and nuance, transactions and transformations. They are related -- an energized leader with a clear power analysis (a transformative measure) may turn out more members for a coalition rally (a transactional measure) -- and the report offers a matrix that weaves together both types of metrics across ten different movement-building strategies. The second is that a movement is more than one organization -- and if the whole is to be greater than the sum of its parts, we must measure accordingly. While report includes measures of success at the organizational level, it attempts to move beyond and focus on whether groups can align and work together to create a more powerful force for social change -- suggesting that in the same way that movements need to scale up to face the challenges of our times, metrics, too, must expand to capture the whole. The third is that metrics must be co-created, not imposed. Recognizing the gravity of the times and hoping to gauge their effectiveness, movement builders are eager to come up with a common language and framework for themselves -- and are developing the tools and capacities to do so. The report suggests that the funder-grantee relationship can build on this wisdom in the field and develop a set of evaluative measures that are not onerous requirements but tools for mutual accountability. The report also offers a set of recommendations to funders and the field, ranging from practical steps (like building a new toolbox of measures, improving the capacity to use them, and documenting innovation and experimentation) to more far-reaching suggestions about leadership development, the connection of policy outcomes with broader social change, and the need to generate movement-level measures. We, at USC PERE, hope this report contributes to a conversation about how to best capture transformations as well as transactions in social movement organizing, and how to build the broader public and philanthropic support necessary to realize the promise of a more inclusive America

    Communicating Risk in Public Health Emergencies

    Recent public health emergencies, such as the Ebola virus disease outbreak in West Africa (2014–2015), the emergence of the Zika virus syndrome in 2015–2016 and multi-country yellow fever outbreaks in Africa in 2016, have highlighted major challenges and gaps in how risk is communicated during epidemics and other health emergencies.The challenges include the rapid transformation in communications technology, including the near-universal penetration of mobile telephones, the widespread use and increasingly powerful influence of digital media which has had an impact on 'traditional' media (newspapers, radio and television), and major changes in how people access and trust health information.Important gaps include considerations of context – the social, economic, political and cultural factors influencing people's perception of risk and their risk-reduction behaviours. Finally, guidance is needed on the best approaches for strengthening emergency risk communication (ERC) capacity and sustaining them for potential health emergencies.The recommendations in these guidelines provide overarching, evidence-based guidance on how risk communication should be practised in an emergency. The recommendations also guide countries on building capacity for communicating risk during health emergencies
