    Delivery of broadband services to SubSaharan Africa via Nigerian communications satellite

    Africa is the least wired continent in the world in terms of robust telecommunications infrastructure and systems to cater for its more than one billion people. African nations are mostly still in the early stages of Information Communications Technology (ICT) development as verified by the relatively low ICT Development Index (IDI) values of all countries in the African region. In developing nations, mobile broadband subscriptions and penetration between 2000-2009 was increasingly more popular than fixed broadband subscriptions. To achieve the goal of universal access, with rapid implementation of ICT infrastructure to complement the sparsely distributed terrestrial networks in the hinterlands and leveraging the adequate submarine cables along the African coastline, African nations and their stakeholders are promoting and implementing Communication Satellite systems, particularly in Nigeria, to help bridge the digital hiatus. Instead, ownership of the cable by telecoms incumbents in the countries researched has reinforced their market positions. The study analyses the effect ownership of the South Atlantic 3/West Africa Submarine Cable (SAT-3/WASC) has had on the communications markets in Angola, Cameroon, Ghana and Senegal. It focuses on the 'Africa section' of the submarine cable -running along the west coast of Africa down to southern Africa- with a specific emphasis on access and cost

    Science Pipelines for the Square Kilometre Array

    The Square Kilometre Array (SKA) will be both the largest radio telescope ever constructed and the largest Big Data project in the known Universe. The first phase of the project will generate on the order of 5 zettabytes of data per year. A critical task for the SKA will be its ability to process data for science, which will need to be conducted by science pipelines. Together with polarization data from the LOFAR Multifrequency Snapshot Sky Survey (MSSS), we have been developing a realistic SKA-like science pipeline that can handle the large data volumes generated by LOFAR at 150 MHz. The pipeline uses task-based parallelism to image, detect sources, and perform Faraday Tomography across the entire LOFAR sky. The project thereby provides a unique opportunity to contribute to the technological development of the SKA telescope, while simultaneously enabling cutting-edge scientific results.     International benchmarking of South Africa's infrastructure performance

    The paper provides a first systematic, comprehensive benchmarking of South Africa's infrastructure performance in four major sectors--electricity, water and sanitation, information and communication technology, and transportation--against the relevant group of comparator countries using a new World Bank international data base with objective and perception-based indicators of infrastructure performance from over 200 countries. Specifically, the paper seeks to answer a number of relevant questions: How does South Africa compare on major indicators of infrastructure sector performance against the relevant country groups? What do outcome indicators tell us about the relative strengths and weaknesses of South Africa's infrastructure compared with various income and geographical comparator groups of countries? Where are the largest deviations-positive and negative-from the benchmarks and other comparators?     Measuring internet activity: a (selective) review of methods and metrics

    Two Decades after the birth of the World Wide Web, more than two billion people around the world are Internet users. The digital landscape is littered with hints that the affordances of digital communications are being leveraged to transform life in profound and important ways. The reach and influence of digitally mediated activity grow by the day and touch upon all aspects of life, from health, education, and commerce to religion and governance. This trend demands that we seek answers to the biggest questions about how digitally mediated communication changes society and the role of different policies in helping or hindering the beneficial aspects of these changes. Yet despite the profusion of data the digital age has brought upon us—we now have access to a flood of information about the movements, relationships, purchasing decisions, interests, and intimate thoughts of people around the world—the distance between the great questions of the digital age and our understanding of the impact of digital communications on society remains large. A number of ongoing policy questions have emerged that beg for better empirical data and analyses upon which to base wider and more insightful perspectives on the mechanics of social, economic, and political life online. This paper seeks to describe the conceptual and practical impediments to measuring and understanding digital activity and highlights a sample of the many efforts to fill the gap between our incomplete understanding of digital life and the formidable policy questions related to developing a vibrant and healthy Internet that serves the public interest and contributes to human wellbeing. Our primary focus is on efforts to measure Internet activity, as we believe obtaining robust, accurate data is a necessary and valuable first step that will lead us closer to answering the vitally important questions of the digital realm. Even this step is challenging: the Internet is difficult to measure and monitor, and there is no simple aggregate measure of Internet activity—no GDP, no HDI. In the following section we present a framework for assessing efforts to document digital activity. The next three sections offer a summary and description of many of the ongoing projects that document digital activity, with two final sections devoted to discussion and conclusions

    Measuring mobile broadband performance in Nigeria: 2G and 3G

    With increase in broadband penetration rate in Nigeria there is very little known customer-centric mobile broadband performance analysis in the country, despite the inherent advantages associated with performance monitoring to regulators, operators, content-developers, and most especially the customers. There exists an information gap and customers are curious to know the Quality of Service (QoS) offered them. This paper presents a host and crowdsourced based approach to mobile broadband performance metric measurement and evaluation. A mobile broadband performance measurement application (MBPerf) was developed using Java and Extensible Markup Language (XML) and installed on volunteers’ Android Smartphones to measure and collect data relating to 4 (four) QoS metrics – download and upload speeds, latency and DNS (Domain Name Service) lookup; and user data such as mobile phone information, network information, and location information. Measurements were taken for a period of 3 months within Akure and Ibadan metropolis from the 4 major MNOs’ (MNO-A, MNO-B, MNO-C and MNO-D) networks in Nigeria. Data was retrieved from he cloud, pre-processed, sorted and analysed using Microsoft Excel version 13 and SPSS (Statistical Package for the Social Sciences) Statistics 19. Findings reveal that 3G users are not getting the industry set speeds. They get about 10% below the lower limit of the benchmark (500 kilobits per second). However, 2G users get a better deal of about 61% above the lower limit of the benchmark (100 kilobits per second). It was inferred that network performance is highly unpredictable and variable during the day (between 8am and 5pm) but greatly improves at the early hours of the morning (between 12am to 6am) with a difference of about 69% between the peak and worst performance. The study indicates that performance deteriorates at peak times (between 7pm and 11pm). Lastly the DNS performance analysis suggests that the MNOs’ DNS servers operate effectively and do not add significant delay to end users’ queries.Keywords: Mobile broadband performance, Quality of Service (QoS), crowdsourcing, MBPerf application, hostbase

    Information and communication technologies are one of the most pervasive technologies in the world, second only to 'human intelligence' or the human brain. Thus, understanding the factors that determine the diffusion of new technologies across african countries is important to understanding the process of economic development. And whereas, energy is linked with the capacity to perform, the rate at which energy is consumed for the acceleration of the pace of socio-economic activities is regarded as power. Consequently, it will be obvious that the magnitude of the standard of living in any society; the growth and development of such an economy; and its ability to affect the course of events(such as ICT revolution)will be a function of the extent to which its energy(power) resources are developed and utilised. This paper therefore argued for the need to provide assistance in reducing vulnerability and building the capacity of african countries to more widely reap the benefits of the clean development mechanism in areas such as the development of cleaner and renewable energies.     Rethinking connectivity as interactivity: a case study of Pakistan

    Connectivity in developing countries has traditionally been viewed in terms of investment in transport and communications. This papers makes an effort to go beyond this traditional view and conceptualizes connectivity as networks between people and places. We split the overall national reforms agenda for connectivity into three prongs: a) transportation and related services, b) ICT, and c) social capital.
