    Digital Security in the Public Sector

    The Government Resolution on digital security in public sector defines the principles of development and key services for advancing security in the digital environment. Within the framework of comprehensive security, the goal is to protect citizens, communities and society from the risks and threats that may affect information, services and the functioning of society in the digital environment. Citizens, businesses and communities must be able to rely on ethically sustainable public services that support open and transparent activities and are secure. Finland is known as a leader both in terms of the prerequisites for the digitalisation of society and in providing digital services for citizens and communities. A balanced approach to digitalisation and ensuring the security of digital activities and services is therefore needed. The Government Resolution and the implementation plan to advance its policies were prepared by an intersectoral coordination group set up by the Ministry of Finance. In line with these, measures are being taken to strengthen coordination and cooperation on the development of digital security and improve economic impact assessment practices. A further objective is to promote the skills of citizens and staff and the security of services. This supports the implementation of the cybersecurity strategy for 2019 in public administration.     In the context of the global production network (GPN) paradigm, this paper considers the combination of local and global factors which have contributed to the development of the ICT clusters in three small countries. Developments in each country reflect the combination of local advantages in human, knowledge and institutional capital and each nation?s global economic and socio-political linkages. A key focus of the paper is the role of each nation?s capital city ? or more accurately the capital city region ? in the development of the ICT cluster. The consequences for the regional distribution of ICT activity within the three countries are discussed, along with the potential technological and competitive implications of this distribution. Initial sections of the paper focus on the factors which underpinned the massive growth of the ICT sector in each country in the latter half of the 1990s. This leads to an assessment of the global market position of each industry and its prospects in any future upturn. The paper considers different aspects of the role of Tel Aviv, Dublin and Helsinki in attracting and supporting ICT development are considered. Symbolic and image factors are considered in terms of the cities? ability to attract internationally mobile human and financial capital. Institutional (e.g. higher education, thickness of financial institutions) and infrastructural factors are also considered in terms of the cities? ability to support and facilitate ICT companies. The role of entrepreneurship is also considered alongside the availability of venture capital etc.

    Business intelligence and the role of external information in small- and medium-sized enterprises of the Finnish marine industry

    The availability of external data sources and information for firms has expanded in recent decades. At the same time, the importance of business intelligence (BI) in the competition between firms has been increasingly highlighted. This competition poses challenges, however, especially for small- and medium-sized enterprises (SMEs). The purpose of this paper is to delineate a general picture of the conditions of the role of external information in BI as it applies to SMEs in the Finnish marine industry. According to the results, the use of external information in BI was generally occasional and unsystematic. This was due to time and resource limitations to be allocated for BI. However, the interest in developing BI processes is evident. Thus, this study puts forward development proposals that promise to help SMEs enhance and rationalise their BI processes, according to the development targets that they have identified

    Empirical Findings on the Mobile Internet and E-Commerce

    This paper discusses the evolution of mobile services and associated potential for mobile e-commerce. In particular, the current operator-driven business ecosystems are contrasted to the potential mobile Internet revolution. Critical factors and characteristics of cellular and Internet business ecosystems are identified. Potential for radical changes in mobile services business exists if inducing trends drive the disruptive potential of mobile Internet services. The paper identifies several measures that can be used when projecting to which extent the mobile Internet has emerged. These measures are used in a case example comparing Finnish early-adopter smartphone users between 2005 and 2006. The results indicate that the mobile Internet has not really kicked off in large scale in Finland yet. On the contrary operators have slightly increased their power because handset bundling with mobile subscriptions is now allowed in Finland. The measurement framework can be further utilized both in cross-sectional and longitudinal study settings in evaluating the emergence of the mobile Internet.     Systems Planning and Development in Finnish Newspapers

    Newspapers are becoming a significant user of systems. This has changed the strategy, investment and personnel structure of Finnish newspaper production plants already during the 1970's National joint efforts and firm policies are reviewed. The reasons for this development are analyzed. At the same time as systems are implemented improvements have been obtained in work flow, productivity and economy. There are also problems as many newspapers cannot follow the accelerating technology transfer. In the most successful cases the firms change from passive buyers to active systems development and planning units which both create and transfer new technology. Newspaper systems are highly individual and require an essential software tailoring. On the other hand graphic mass communication -- such as newspaper -- gets new alternative and competing forms. Newspapers as many other institutions are interested in developing advertising and electronic media such as cable-TV, pay-TV, videotex and video recordings

    Moderating the Synergies between Business Intelligence and Strategic Foresight: Navigating Uncertainty for Future Success through Knowledge Management

    The role of business intelligence in driving strategic planning in organizations have received considerable attention from many scholars. Nonetheless, there remains a promising area for further research, especially when considering moderating variables on effects such as knowledge management, which has contributed to businesses’ appreciation of the importance of business intelligence. To this end, in this study, the researchers constructed a conceptual model based on existing literature by incorporating relevant research variables. A questionnaire survey was conducted among a random sample of 307 employees selected from three telecom companies in Jordan. The researchers then utilized structural equation modeling with AMOS 21.0 to validate and test the model. The findings of the study revealed that business intelligence has a significant positive influence on strategic foresight. Furthermore, the analysis indicated that knowledge management mediates the relationship between business intelligence and strategic foresight.
