Implementation issues in source coding

An edge preserving image coding scheme which can be operated in both a lossy and a lossless manner was developed. The technique is an extension of the lossless encoding algorithm developed for the Mars observer spectral data. It can also be viewed as a modification of the DPCM algorithm. A packet video simulator was also developed from an existing modified packet network simulator. The coding scheme for this system is a modification of the mixture block coding (MBC) scheme described in the last report. Coding algorithms for packet video were also investigated

Applications of satellite technology to broadband ISDN networks

Two satellite architectures for delivering broadband integrated services digital network (B-ISDN) service are evaluated. The first is assumed integral to an existing terrestrial network, and provides complementary services such as interconnects to remote nodes as well as high-rate multicast and broadcast service. The interconnects are at a 155 Mbs rate and are shown as being met with a nonregenerative multibeam satellite having 10-1.5 degree spots. The second satellite architecture focuses on providing private B-ISDN networks as well as acting as a gateway to the public network. This is conceived as being provided by a regenerative multibeam satellite with on-board ATM (asynchronous transfer mode) processing payload. With up to 800 Mbs offered, higher satellite EIRP is required. This is accomplished with 12-0.4 degree hopping beams, covering a total of 110 dwell positions. It is estimated the space segment capital cost for architecture one would be about $190M whereas the second architecture would be about$250M. The net user cost is given for a variety of scenarios, but the cost for 155 Mbs services is shown to be about $15-22/minute for 25 percent system utilization

Future benefits and applications of intelligent on-board processing to VSAT services

The trends and roles of VSAT services in the year 2010 time frame are examined based on an overall network and service model for that period. An estimate of the VSAT traffic is then made and the service and general network requirements are identified. In order to accommodate these traffic needs, four satellite VSAT architectures based on the use of fixed or scanning multibeam antennas in conjunction with IF switching or onboard regeneration and baseband processing are suggested. The performance of each of these architectures is assessed and the key enabling technologies are identified

Telgo323: an H.323 Bridge for deaf telephony

We have developed a prototype bridge that relays text and speech between Teldem, a text telephone for the Deaf, and a standard telephone or H.323 endpoint. Telgo323 uses modified H.323 media gateways and open source Text to Speech and Speech to Text software. The approach allows for easy integration of new tools as the technologies mature. This paper presents the design of the implementation prototype, discusses Teldem tone decoding, and suggests directions for future work. A Hybrid voice/text electronic mail system: an application of the integrated services digital network

The objective of this thesis is to present a useful application for the Integrated Services Digital Network (ISDN) that is expected to one day replace the analog phone system in use today. ISDN itself and its continuing evolution are detailed. The system developed as a part of this thesis involved the creation of an inexpensive phone terminal that can serve as an ISDN terminal and also as a bridge to a Local Area Network (LAN). The phone terminal provides a hybrid electronic mail system that allows the attachment of speech to text within a message. Messages created with this phone terminal could theoretically be sent locally using the LAN interface and globally using ISDN to other users with either phone terminals or multimedia personal computers. For this project, the two phone terminals created were interconnected via an Ethernet and using an 80486 PC to act as a Central Office System. This Central Office System provides speech/message storage for the phone terminals. It makes use of speech compression techniques to minimize the storage requirements. The speech compression techniques used as well as the field of speech coding in general are discussed

User-Oriented QoS in Packet Video Delivery

We focus on packet video delivery, with an emphasis on the quality of service perceived by the end-user. A video signal passes through several subsystems, such as the source coder, the network and the decoder. Each of these can impair the information, either by data loss or by introducing delay. We describe how each of the subsystems can be tuned to optimize the quality of the delivered signal, for a given available bit rate in the network. The assessment of end-user quality is not trivial. Application of Asynchronous Transfer Mode (Atm) technology to Picture Archiving and Communication Systems (Pacs): A survey

Broadband Integrated Services Digital Network (R-ISDN) provides a range of narrowband and broad-band services for voice, video, and multimedia. Asynchronous Transfer Mode (ATM) has been selected by the standards bodies as the transfer mode for implementing B-ISDN; The ability to digitize images has lead to the prospect of reducing the physical space requirements, material costs, and manual labor of traditional film handling tasks in hospitals. The system which handles the acquisition, storage, and transmission of medical images is called a Picture Archiving and Communication System (PACS). The transmission system will directly impact the speed of image transfer. Today the most common transmission means used by acquisition and display station products is Ethernet. However, when considering network media, it is important to consider what the long term needs will be. Although ATM is a new standard, it is showing signs of becoming the next logical step to meet the needs of high speed networks; This thesis is a survey on ATM, and PACS. All the concepts involved in developing a PACS are presented in an orderly manner. It presents the recent developments in ATM, its applicability to PACS and the issues to be resolved for realising an ATM-based complete PACS. Dynamic bandwidth allocation in ATM networks
