Orchestrating Forest Policy in Italy: Mission Impossible?
In the Italian political and economic agenda the forest sector occupies a marginal role. The forest sector in Italy is characterized by a high institutional fragmentation and centralized decision-making processes dominated by Public Forest Administrations. Public participation in forest policy processes has been implemented since the 1990s at national, regional and local levels in several cases. However, today no significant changes have been observed in the overall governance of the forest sector and stakeholders' involvement in Italian forest policy decision-making is still rather limited. The aims of this paper are to describe the state of forest-related participatory processes in Italy at various levels (national, regional and local) and identify which factors and actors hinder or support the establishment and implementation of participatory forest-related processes in the country. The forest-related participatory processes are analyzed adopting a qualitative-based approach and interpreting interactive, complex and non-linear participatory processes through the lens of panarchy theory
Policy forums: Why do they exist and what are they used for?
Policy forums are issue-based intermediary organizations where diverse types of political and societal actors repeatedly interact. Policy forums are important elements of modern governance systems as they allow actors to learn, negotiate, or build trust. They can vary in composition, size, membership logic, and other distinct features. This article lays the foundation of a theory of policy forums based on three interrelated elements: First, it discusses conditions for the formation of a forum and describes the logic of these organizations as one of an asymmetric multipartite exchange. Second, it enumerates the potential set of goals and motivations of participating actors that are fed into this exchange. Third, it proposes eight different dimensions on which policy forums differ and which affect the exchange mechanisms among actors. We claim that empirical work on policy forums should systematically take these elements into account and propose elements of a research agenda
Charting the role of the online teacher in higher education: winds of change
The purpose of this paper is to examine the role of the online teacher at the University of Southern Queensland, Australia. In this paper, it is intended to identify
the issues and dilemmas facing those who are navigating the online teaching environment, to elaborate on the issues/dilemmas, and to offer some ways of addressing these issues by referring to the responses of experienced practitioners, online students, to the literature and to data collected for an Australian Government-funded educational evaluation project. Much of the data presented in this paper relates to an online course, Designing Instruction for Flexible Learning, which is part of the totally online initiative, launched at USQ in 1997. The authors of this paper have been involved in both teaching and instructional design of online courses for several years and have identified a significant shift in the role of the online teacher
Online social lending: Borrower-generated content
This article explores online social lending, an innovative venture that represents a reintermediation in financial services. Borrowers and lenders now have access to online financial information services such as Motley Fool, http://www.fool.com/ , and the opportunity to communicate directly with each other online, sharing user-generated content, in the spirit of Web 2.0.
In this environment, new possibilities emerge. Drawing on the literature of community banks, finance, and online banking, we conducted a structurational analysis of ZOPA(2007) a newly founded venture in online social lending whereby borrower/lender interactions take place within an open and transparent environment using discussion boards and blogs. ZOPA offers a service as an intermediary but one that differs from the intermediating role played by a traditional bank.
We analyzed the possible attractions and risks of ZOPAâs service to customers, from the perspective of social lending and social networking, using public data from ZOPAâs website. Our intention is to understand the nature of this reintermediation and explain the development of this process through Giddensâ propositions
On the edge: ICT and the transformation of professional legal education
Information and communications technology in professional legal education courses is perceived as problematic for teachers and course designers. It is so not because technology is inherently difficult or strange, but because at a deep level it can threaten the practice and identity of teachers. However the contextual challenges of their position, caught between academy and practice, may actually enable professional legal educators to take account of new technologies. The article discusses this proposal, using the example of the incremental development of a discussion forum. It suggests that the tools of pragmatist and transformative meta-theory may point the way forward for professional legal educators to create their own community of practice in the use of ICT in professional legal learning
A Bridge over Troubled Water: The Role of the British Advisory, Conciliation and Arbitration Service (ACAS) in Facilitating Labour-Management Consultation in Public Sector Transformation
The aim of this paper is to examine the changing role of the state in a more market-driven system of industrial relations, specifically in terms of the new roles that are being developed with regard to mediation, advisory and arbitration services. It focuses empirically on the role played by the British Advisory, Conciliation and Arbitration Service (ACAS) in facilitating the modernisation of public sector employment relations. We show how ACAS has played a âbenchmarkingâ role that assists the development of more strategic forms of decision-making and co-operation in employment relations change, and identify the challenges of developing such an approach in the context of the shift towards a more decentralised and market-oriented system of public service delivery. In conclusion we assert that there is a new âadvisory and benchmarkingâ state evolving based on a soft-market view of industrial relations, and that this mitigates (but is also in tension with) the harder market view within the state concerned with transforming the public sector
Informational Substitutes
We propose definitions of substitutes and complements for pieces of
information ("signals") in the context of a decision or optimization problem,
with game-theoretic and algorithmic applications. In a game-theoretic context,
substitutes capture diminishing marginal value of information to a rational
decision maker. We use the definitions to address the question of how and when
information is aggregated in prediction markets. Substitutes characterize
"best-possible" equilibria with immediate information aggregation, while
complements characterize "worst-possible", delayed aggregation. Game-theoretic
applications also include settings such as crowdsourcing contests and Q\&A
forums. In an algorithmic context, where substitutes capture diminishing
marginal improvement of information to an optimization problem, substitutes
imply efficient approximation algorithms for a very general class of (adaptive)
information acquisition problems.
In tandem with these broad applications, we examine the structure and design
of informational substitutes and complements. They have equivalent, intuitive
definitions from disparate perspectives: submodularity, geometry, and
information theory. We also consider the design of scoring rules or
optimization problems so as to encourage substitutability or complementarity,
with positive and negative results. Taken as a whole, the results give some
evidence that, in parallel with substitutable items, informational substitutes

Vision Statements and Road-Map Methodology for Knowledge Management Adoption
The present paper describes the strategy of introducing future knowledge management system at farms. The FUTUREFARM and PREZEM projects strive to apply new knowledge management methods in arable farming where they guarantee an easy adaptation of the farming sector to the everchanging conditions in short, middle and long-term perspective. The knowledge management methods have to be put into practice on strategic, tactic and operational planning levels.
