Mapping Big Data into Knowledge Space with Cognitive Cyber-Infrastructure
Big data research has attracted great attention in science, technology,
industry and society. It is developing with the evolving scientific paradigm,
the fourth industrial revolution, and the transformational innovation of
technologies. However, its nature and fundamental challenge have not been
recognized, and its own methodology has not been formed. This paper explores
and answers the following questions: What is big data? What are the basic
methods for representing, managing and analyzing big data? What is the
relationship between big data and knowledge? Can we find a mapping from big
data into knowledge space? What kind of infrastructure is required to support
not only big data management and analysis but also knowledge discovery, sharing
and management? What is the relationship between big data and science paradigm?
What is the nature and fundamental challenge of big data computing? A
multi-dimensional perspective is presented toward a methodology of big data

The Distributed Ontology Language (DOL): Use Cases, Syntax, and Extensibility
The Distributed Ontology Language (DOL) is currently being standardized
within the OntoIOp (Ontology Integration and Interoperability) activity of
ISO/TC 37/SC 3. It aims at providing a unified framework for (1) ontologies
formalized in heterogeneous logics, (2) modular ontologies, (3) links between
ontologies, and (4) annotation of ontologies. This paper presents the current
state of DOL's standardization. It focuses on use cases where distributed
ontologies enable interoperability and reusability. We demonstrate relevant
features of the DOL syntax and semantics and explain how these integrate into

Constitute: The world’s constitutions to read, search, and compare
Constitutional design and redesign is constant. Over the last 200 years, countries have replaced their constitutions an average of every 19 years and some have amended them almost yearly. A basic problem in the drafting of these documents is the search and analysis of model text deployed in other jurisdictions. Traditionally, this process has been ad hoc and the results suboptimal. As a result, drafters generally lack systematic information about the institutional options and choices available to them. In order to address this informational need, the investigators developed a web application, Constitute [online at http://www.constituteproject.org], with the use of semantic technologies. Constitute provides searchable access to the world’s constitutions using the conceptualization, texts, and data developed by the Comparative Constitutions Project. An OWL ontology represents 330 ‘‘topics’’ – e.g. right to health – with which the investigators have tagged relevant provisions of nearly all constitutions in force as of September of 2013. The tagged texts were then converted to an RDF representation using R2RML mappings and Capsenta’s Ultrawrap. The portal implements semantic search features to allow constitutional drafters to read, search, and compare the world’s constitutions. LoLa: a modular ontology of logics, languages and translations

This paper focuses on the LoLa ontology, which formally describes DOL's vocabulary for logics, ontology languages (and their serialisations), as well as logic translations. Interestingly, to adequately formalise the logical relationships between these notions, LoLa itself needs to be axiomatised heterogeneously---a task for which we choose DOL. Namely, we use the logic RDF for ABox assertions, OWL for basic axiomatisations of various modules concerning logics, languages, and translations, FOL for capturing certain closure rules that are not expressible in OWL (For the sake of tool availability it is still helpful not to map everything to FOL.), and circumscription for minimising the extension of concepts describing default translations
empathi: An ontology for Emergency Managing and Planning about Hazard Crisis
In the domain of emergency management during hazard crises, having sufficient
situational awareness information is critical. It requires capturing and
integrating information from sources such as satellite images, local sensors
and social media content generated by local people. A bold obstacle to
capturing, representing and integrating such heterogeneous and diverse
information is lack of a proper ontology which properly conceptualizes this
domain, aggregates and unifies datasets. Thus, in this paper, we introduce
empathi ontology which conceptualizes the core concepts concerning with the
domain of emergency managing and planning of hazard crises. Although empathi
has a coarse-grained view, it considers the necessary concepts and relations
