    Procurement management system is very important in any industries area especially in construction area. Procurement is a highly skilled profession. It is focuses on people the knowledge, skills and capabilities either both of the public and private sector. It is because to implement procurement to innovation and ensure that these are required level of achievement. By managing a success project, it can help to minimize the risk of a project. The purpose of this study is to the implementation of procurement management system to a project success in mega project construction in Malaysia. Procurement management systems were examined to see the related between Project Management Body of Knowledge (PMBOK) and procurement management system in KLIA2. This study also identified the failure factors in procurement management in KLIA2. In conducting the research, questionnaires were collected in interview with forth respondents in Malaysian Airport Holdings Berhad (MAHB), UEM Construction Berhad and LKHDM Sdn. Bhd. The data already recorded, then analyzed through breaking down the point. The data also collected from secondary data which adhered from website journal and Jabatan Arkib Negara and is essential in narrow down the process. The result shown the process of procurement management system in KLIA2 fail based on three aspects that is human management factor, process factor and contract and technical factor. In conclusion, procurement management system is important to project successes. Once procurement management system in KLIA2 have a problem and make the project are delays.     Procurement of Goods and services at NIT Rourkela is a thorough and long process and is currently done manually. It involves a large number of activities including fund allocation to sub-heads, enlistment of Goods and Services, registration of Suppliers etc. The purchase process itself can be done in four different ways - Direct Purchase, Advertised Tender Enquiry, Limited Tender Enquiry and Single Tender Enquiry. Also, the entire process requires the approval of a number of staffs at various stages. For this project, this entire process needs to be automated in the form of a web-based application.     Procurement of goods in Indonesia continues to experience rapid growth. In 2022, the Indonesian government has allocated a budget of Rp. 2,714 trillion to fulfill government spending. Procurement of goods is almost carried out every month, to meet office needs and support operational facilities. Document storage is one of the important things in every company, however, until now there is no mobile application that can help archiving documents online. This is a problem where files are created and stored manually, so it is still difficult to find files and in transparating data. From the existing problems, there needs to be an innovation that can facilitate the process of managing and storing matching files. One of the innovations was carried out by designing a mobile application using the Design Thinking method. The Design Thinking method can be used to solve problems by rearranging problems into user perspectives that produce design ideas. The results of this study are in the form of a procurement mobile application design. It is hoped that the design and development of the mobile application will be able to provide convenience for Company XYZ in storing procurement documents. So that procurement can be done appropriately, effectively, efficiently, and the procurement documentation process can be carried out quickly

    Improving public sector IT service procurement – A qualitative case study

    This thesis aims to determine leading IT service purchasing practices for the public sector which can make the procurement selection process more efficient from a long-term value perspective. Services is the largest sector in the economy and its trade is growing rapidly especially in IT services. The public sector is a major procurer of services. Public organizations must comply with EU directives on public procurement which seek to ensure that goods and services are acquired at competitive prices. However, these directives make managing the public procurement selection process costly and inflexible. The most recent act on public procurement, the Act on Public Procurement and Concession Contacts (1397/2016) entered into force on January 1, 2017 and provides new possibilities for improving the public procurement selection process regarding IT services. These possibilities have not yet been studied. This thesis therefore studies these new possibilities enabled by the Act as a qualitative case study providing sufficiently detailed data for concrete actions for practical improvement in the selection process for the procurement of IT services. The thesis consists of a theoretical part, the findings of which create the background for the procurement document analysis of the case organization, and for the interviews of public procuring entities and IT suppliers in the empirical part, thereby enabling the empirical results to be compared to the wider context. The results of the theoretical and the empirical parts show that there is no single selection method that fits all IT service procurements. The most appropriate procurement procedure depends not only on the uniqueness and complexity of the information system or IT service, but also on the market situation and the public entity’s own preferences like supplier strategy. However, everything begins with studying the need and market knowledge. These are fundamental prerequisites for successful IT-procurement. The most recent act offers new procurement procedures for the public sector which allow closer cooperation with suppliers. The importance of co-operation is emphasized in the literature and in interviews in this thesis because it ensures higher long-term value. However, this study shows that public entities lack the practical knowledge of these new procurement possibilities. The thesis provides practical tips and a recommended tool for the selection of the appropriate IT-procurement method. Public entities can also improve IT procurement by sharing knowledge among each other. Furthermore, it is essential that there are specialists who focus on IT procurements. Otherwise, no special knowledge accumulates, and this would result in inefficient procurement. Public entities should also actively utilize feedback from different IT suppliers to improve IT procurement efficiency. To achieve the best results, sharing of sufficiently accurate information with IT suppliers and even advertising IT procurements are required. The dialogue with IT suppliers and the appropriate supplier strategy ensure the achievement of the most appropriate IT solution in the long-run. Successful IT service procurement must ultimately be a win-win situation for both sides in practice

    Adoption of E-Procurement Strategy and Procurement Performance in State Corporations in Kenya (A Case of Kenya Revenue Authority)

    E-procurement is the use of information technology in managing the procurement process in the organization with an aim of improving the procurement process. The study is aimed at determine Role of E-procurement strategies in enhancing procurement performance in state corporations in Kenya with reference to Kenya Revenue Authority.  The study focused on the management and activities of the staff of Kenya Revenue Authority, Times Towers, Haile Sellasie Avenue Nairobi and will include the staff from relevant Departments in the Organization. The researcher adapted a descriptive research design as there are variables which cannot be quantified but can only be described in descriptive statistics. Through random stratified sampling method the researcher selected 45 respondents out of total of the 90 population of the staff from relevant Departments and will stratified into procurement management staff, Stores management staff, Operations and management Department staff in the organization. In addition, 20 suppliers were purposively selected to participate in the study. Primary was collected through administering of questionnaires to the respondents. Quantitative and qualitative techniques of data analysis was used to analyze Data and included the use of SPSS version 21 data analysis methods and the findings presented through charts, tables and graphs for simple understanding of the findings. From the findings the study, conclusions were drawn and recommendations made on the implementation of Electronic procurement at Kenya revenue authority. Findings of the study indicate that electronic communication positively influenced procurement performance in Kenya Revenue Authority as it leads to instant responses and real-time information. The purpose of e-procurement is to allow the purchasing function to focus on more value adding activities such as serving customers rather than on operational issues. The potential of e-procurement is so great that it has turned the formerly looked down upon traditional function into a competitive weapon. The findings also show that electronic order processing positively influenced procurement performance in Kenya Revenue Authority. Studies have shown that companies have found a lot of benefits from their e-procurement projects which include, but are not limited to: process efficiencies amounting to annual savings, ability to link directly into existing systems, such as ERP, reductions seen in lead times within the procure-to-pay cycle. The findings also indicate that self-invoicing on behalf of clients can add to the bottom line, month-end reconciliation can end the problem of the wrong items being ordered or the wrong price being offered as business processes have been streamlined and all are working off the same catalog. The internet, via e-procurement, has made procurement more effective and efficient in the sense that purchasing of goods and services by organizations is made easier, faster and cheaper. Level of customer service influenced procurement performance in Kenya Revenue Authority. An organization to be truly effective, every single part of it, each department, each activity and each person and each level must work properly together, because every person and every activity affects and in turn is affected by others. Cost of E-Procurement positively influenced procurement performance in Kenya Revenue Authority. The amount of money that the organization saves when it adapts e-procurement cannot be over looked by any organization that is out to reduce its operation overheads. Proper use of information technology in an organization coupled with training of staff in systems operations can highly reduce the cost of operation in an organization.     Contingency budgets are commonly used by managers to respond to uncertainty and control the project within the original cost and schedule targets. However, a variety of project participants with conflicting interests creates tensions when it comes to managing the risk contingency escrow account during the project development, and divergences often arise over the need for either retaining the unspent contingencies (for future risk and improved facility) or releasing it as a profit.     Systematic risk management is expecting the unexpected &ndash; it is a tool which helps control risks in construction projects. Its objective is to introduce a simple, practical method of identifying, assessing, monitoring and managing risk in an informed and structured way. It provides guidance for implementing a risk control strategy that is appropriate to control construction projects at all levels. This paper will review systematic management approaches to risk. It discusses the allocation of risk and suggests that risk needs to be identified and managed early in the procurement process. In addition, a case study of a small project that was affected by difficult economic circumstances is included to demonstrate the effectiveness of systematic risk management.<br /
