An assessment of Multilevel Governance in Cohesion Policy, 2007-2013
This study offers a thorough overview of Multi-Level Governance in Cohesion Policy in the current programming period of 2007-2013 by examining the evolution of the concept in terms of its definition and conceptual framework, analysing the current processes of implementing Multi-Level Governance in the EU27, as well as describing the advantages and disadvantages of partnerships in policy-making. Moreover, the study aims to formulate strategic and operational recommendations in the context of the preparation of the 2014- 2020 programming perio
Towards a Comprehensible and Accurate Credit Management Model: Application of four Computational Intelligence Methodologies
The paper presents methods for classification of applicants into different categories of credit risk using four different computational intelligence techniques. The selected methodologies involved in the rule-based categorization task are (1) feedforward neural networks trained with second order methods (2) inductive machine learning, (3) hierarchical decision trees produced by grammar-guided genetic programming and (4) fuzzy rule based systems produced by grammar-guided genetic programming. The data used are both numerical and linguistic in nature and they represent a real-world problem, that of deciding whether a loan should be granted or not, in respect to financial details of customers applying for that loan, to a specific private EU bank. We examine the proposed classification models with a sample of enterprises that applied for a loan, each of which is described by financial decision variables (ratios), and classified to one of the four predetermined classes. Attention is given to the comprehensibility and the ease of use for the acquired decision models. Results show that the application of the proposed methods can make the classification task easier and - in some cases - may minimize significantly the amount of required credit data. We consider that these methodologies may also give the chance for the extraction of a comprehensible credit management model or even the incorporation of a related decision support system in bankin
Coordinating Knowledge Work in Multi-Team Programs: Findings from a Large-Scale Agile Development Program
Software development projects have undergone remarkable changes with the
arrival of agile development methods. While intended for small, self-managing
teams, these methods are increasingly used also for large development programs.
A major challenge in programs is to coordinate the work of many teams, due to
high uncertainty in tasks, a high degree of interdependence between tasks and
because of the large number of people involved. This revelatory case study
focuses on how knowledge work is coordinated in large-scale agile development
programs by providing a rich description of the coordination practices used and
how these practices change over time in a four year development program with 12
development teams. The main findings highlight the role of coordination modes
based on feedback, the use of a number of mechanisms far beyond what is
described in practitioner advice, and finally how coordination practices change
over time. The findings are important to improve the outcome of large
knowledge-based development programs by tailoring coordination practices to
needs and ensuring adjustment over time.Comment: To appear in Project Management Journa
Managing the complexity: decision making process on sustainable mobility
Starting from the literature on decision processes in public choices, aim of the paper is to suggest an integrated methodology to get a choice as much as possible shared and participated joining two different approaches. On one hand there is the “classic†or top-down approach based on statistical data analysis and handling, having as target the definition of some synthetic indicators. On the other hand there is a bottom-up approach based on the Strategic Environment Assessment (SEA) logical framework and on citizens participation. Particularly the paper will apply the above mentioned methodology to face the theme of sustainable mobility showing at the end the results obtained in the analysis of the 13th District of the Municipality of Rome. The choice of sustainable mobility as a target of decision process lies on the fact that actually it is included with a high priority in the agenda of European institutions and (local and national) administrative governments. The proposed model does not provide a solution, but rather defines a process that is able to recognize the particularities of different territorial contexts to yield appropriate, case specific solutions.
