    Managing stakeholder knowledge for the evaluation of innovation systems in the face of climate change

    Purpose – The aim of this paper is to frame the stakeholder-driven system mapping approach in the context of climate change, building on stakeholder knowledge of system boundaries, key elements and interactions within a system and to introduce a decision support tool for managing and visualising this knowledge into insightful system maps with policy implications. Design/methodology/approach – This methodological framework is based on the concepts of market maps. The process of eliciting and visualising expert knowledge is facilitated by means of a reference implementation in MATLAB, which allows for designing technological innovation systems models in either a structured or a visual format. Findings – System mapping can contribute to evaluating systems for climate change by capturing knowledge of expert groups with regard to the dynamic interrelations between climate policy strategies and other system components, which may promote or hinder the desired transition to low carbon societies. Research limitations/implications – This study explores how system mapping addresses gaps in analytical tools and complements the systems of innovation framework. Knowledge elicitation, however, must be facilitated and build upon a structured framework such as technological innovation systems. Practical implications – This approach can provide policymakers with significant insight into the strengths and weaknesses of current policy frameworks based on tacit knowledge embedded in stakeholders. Social implications – The developed methodological framework aims to include societal groups in the climate policy-making process by acknowledging stakeholders’ role in developing transition pathways. The system map codifies stakeholder input in a structured and transparent manner. Originality/value – This is the first study that clearly defines the system mapping approach in the frame of climate policy and introduces the first dedicated software option for researchers and decision makers to use for implementing this methodology

This is a priority discussed in the International Workshop on Scaling up and out of Climate-smart Technologies and Practices for Sustainable Agriculture (an initiative initiating from 2019-MACSG20), as well as of numerous CCAFS partners in the governments, research, donor, financial and policy institutions, civil society and private sectors. CCAFS proposes to join efforts, and outlines a way forward to develop and/or shape knowledge matching facilities for accelerating food systems transformation in a changing climate.     Resilient livelihoods and food security in coastal aquatic agricultural systems: Investing in transformational change

    Aquatic agricultural systems (AAS) are diverse production and livelihood systems where families cultivate a range of crops, raise livestock, farm or catch fish, gather fruits and other tree crops, and harness natural resources such as timber, reeds, and wildlife. Aquatic agricultural systems occur along freshwater floodplains, coastal deltas, and inshore marine waters, and are characterized by dependence on seasonal changes in productivity, driven by seasonal variation in rainfall, river flow, and/or coastal and marine processes. Despite this natural productivity, the farming, fishing, and herding communities who live in these systems are among the poorest and most vulnerable in their countries and regions. This report provides an overview of the scale and scope of development challenges in coastal aquatic agricultural systems, their significance for poor and vulnerable communities, and the opportunities for partnership and investment that support efforts of these communities to secure resilient livelihoods in the face of multiple risks

    Using Eco-schemes in the new CAP: a guide for managing authorities

    This guide has been developed primarily for policy makers and Member State officials involved in the national and regional programming processes of the CAP Strategic Plans (CSPs). This process might involve different administrative levels (national, regional, local), different political fields (agriculture, environmental, food and health ministries), different public bodies (paying agencies, environmental agencies, rural development offices) depending on the administrative setting of each MS. In addition, the guide provides support to other stakeholders and practitioners from the public and private sectors and civil society (including agricultural, environmental, food, health and consumer NGOs), with a direct or indirect involvement in the programming and evaluation process of the CSPs. Since these new plans will have a strong impact on MS environments, agricultural sectors, rural areas, etc., the engagement of all stakeholders will be an important asset for supporting an effective implementation of the CSP objectives. There are many others with potential interests in the contents of this guide. EU citizens have demonstrated their increasing interest in the contents of the CAP objectives and policy framework, as demonstrated both by civil society initiatives and consumption decisions. The contents of this guide may therefore also be of interest to other societal actors with interests in agricultural and environmental policies, such as researchers, journalists, trade unions, and civil society organizations. However, the guide is intentionally more focused on the technical needs of those involved in CSP development and implementation

    The Scaling Mindset – Shifting from Problems to Solutions. Insights from the Review of CCAFS Scaling Activities, 2019

    In the frame of the review of CCAFS scaling activities in 2019, 21 project leaders and –implementers were interviewed about their scaling processes, touching a series of aspects that had been identified as crucial and/or critical by earlier research. Results were analysed with a systemic approach, to draw organisational learnings. The findings were validated with CCAFS core team during their Scaling Workshop in Madrid, May 2019, in which the Core Team also prioritized its programmatic areas of response. This working paper captures the main insights and learnings from both the interviews on project level, followed by the results’ analysis. It then summarized the Core Team workshop’s main discussion points and shortly outlines the programmatic areas of response that CCAFS identified. The learnings and insights on the realities of scaling agricultural innovations presented in this working paper can provide a rich basis for further synthesis and/or deeper research on the different aspects of innovation development and scaling

    We are facing complex societal problems such as climate change, human conflict, poverty and inequality, and need innovative solutions. Multi-stakeholder processes (MSPs) are more and more seen as a critical way of coming to such innovative solutions. It is thought that when multiple stakeholders are able to meet, share experiences, learn together and contribute to decisions, new and innovative ways of dealing with problems are found and turned into action. Still, much remains to be understood about the role and effectiveness of social learning in multi-stakeholder settings. This report summarizes the deliberations of the seminar “Social learning and networking: How multiple actors can learn through joint analysis, dialogue and co-creation”, which was held in Wageningen on 16 September 2010

    Final report implementation of relational management

    Construction teams and construction organisations have their own distinctive cultures. There also exists an infrastructure, both social and contractual, which ensures that these projects within which the teams operate are completed successfully. It is these issues which this research has addressed. The project was instigated by Queensland Department of Main Roads, Public Works and John Holland Group in order to address how they might better implement relationship management (RM) on their construction projects. The project was devised initially in order to facilitate a change in culture which would allow the project to be run in a relational manner and would lead to effective performance in terms of the KPIs that the organisations set for themselves, described as business better than usual. This report describes the project, its outcomes and deliverable and indicates the changes that were made to the project during the research process. Hence, the initial premise of the project and the problem to investigate was the implementation of relational contracting: • throughout a range of projects; • with a focus on client body staff. The additions that were made to the project, and documented in the variations to the project, included two major additional areas of study: • client management and stakeholder management; • a live case study of an alliancing project. The context within which the research was undertaken is important. The research was driven by main roads with their desire to improve their operations by focusing on the relationship between the major project participants (however, stakeholder and client organisation management became an obvious issue as the research progressed, hence the variations). The context was initially focussed on main roads, public works and John Holland group organisations but it became clear very quickly that this was in fact an industry-wide issue and not an issue specific solely to the project participants.     Engaging stakeholders in research to address water-energy-food (WEF) nexus challenges

    The water–energy–food (WEF) nexus has become a popular, and potentially powerful, frame through which to analyse interactions and interdependencies between these three systems. Though the case for transdisciplinary research in this space has been made, the extent of stakeholder engagement in research remains limited with stakeholders most commonly incorporated in research as end-users. Yet, stakeholders interact with nexus issues in a variety of ways, consequently there is much that collaboration might offer to develop nexus research and enhance its application. This paper outlines four aspects of nexus research and considers the value and potential challenges for transdisciplinary research in each. We focus on assessing and visualising nexus systems; understanding governance and capacity building; the importance of scale; and the implications of future change. The paper then proceeds to describe a novel mixed-method study that deeply integrates stakeholder knowledge with insights from multiple disciplines. We argue that mixed-method research designs—in this case orientated around a number of cases studies—are best suited to understanding and addressing real-world nexus challenges, with their inevitable complex, non-linear system characteristics. Moreover, integrating multiple forms of knowledge in the manner described in this paper enables research to assess the potential for, and processes of, scaling-up innovations in the nexus space, to contribute insights to policy and decision making
