    Maximizing Competency Education and Blended Learning: Insights from Experts

    In May 2014, CompetencyWorks brought together twenty-three technical assistance providers to examine their catalytic role in implementing next generation learning models, share each other's knowledge and expertise about blended learning and competency education, and discuss next steps to move the field forward with a focus on equity and quality. Our strategy maintains that by building the knowledge and networks of technical assistance providers, these groups can play an even more catalytic role in advancing the field. The objective of the convening was to help educate and level set the understanding of competency education and its design elements, as well as to build knowledge about using blended learning modalities within competency-based environments. This paper attempts to draw together the wide-ranging conversations from the convening to provide background knowledge for educators to understand what it will take to transform from traditional to personalized, competency-based systems that take full advantage of blended learning

    Knowledge-based reusable software synthesis system

    The Eli system, a knowledge-based reusable software synthesis system, is being developed for NASA Langley under a Phase 2 SBIR contract. Named after Eli Whitney, the inventor of interchangeable parts, Eli assists engineers of large-scale software systems in reusing components while they are composing their software specifications or designs. Eli will identify reuse potential, search for components, select component variants, and synthesize components into the developer's specifications. The Eli project began as a Phase 1 SBIR to define a reusable software synthesis methodology that integrates reusabilityinto the top-down development process and to develop an approach for an expert system to promote and accomplish reuse. The objectives of the Eli Phase 2 work are to integrate advanced technologies to automate the development of reusable components within the context of large system developments, to integrate with user development methodologies without significant changes in method or learning of special languages, and to make reuse the easiest operation to perform. Eli will try to address a number of reuse problems including developing software with reusable components, managing reusable components, identifying reusable components, and transitioning reuse technology. Eli is both a library facility for classifying, storing, and retrieving reusable components and a design environment that emphasizes, encourages, and supports reuse

    Implementing the market approach to enterprise support - an evaluation of ten matching grant schemes

    Developing viable new business is critical to recovery, and long-term growth, especially in transition economies. There has been a long history of public support of enterprise development, starting with centralized state agency initiatives, but moving more recently to decentralized instruments for development of the business services market. The window of time during which the benefits of intervention are likely to be greatest: when a market is in its infancy, and its development is constrained by uncertainty, and lack of information. Interventions for enterprise support should be demand-responsive, and flexibly organized. In some circumstances, centralized assistance may still be effective, but it is generally better to use competitive private service providers responding to enterprises'changing needs. The main task is to stimulate the private services sector, improving its capacity to respond to the demands of new, and expanding private enterprises. Support for enterprises has tended to be either free, or heavily subsidized. But such subsidies can be justified only if interventions efficiently supply goods. Providing technical, and management know-how can be a public good if it generates externalities- if, for example, know-how benefits can be disseminated at proportionately low additional cost. Any subsidy for an intervention should be temporary, and should be phased out when the main objective of intervention is achieved - that is, when the market takes off. Grants should generally be for know-how, not for equipment. There may be a case for unbundling the know-how component of loans (including feasibility studies, and follow-up expert services) for grant funding. A package combining loans and grants - through a single financial institution, or through separate institutions - may work provided safeguards can be put in place to prevent perverse use of grants. The matching grant model, which is used increasingly in the World Bank, and elsewhere, is one solution - but it must be justified, and carefully designed. After evaluating ten matching grant funds, the author concludes that performance is mixed. Best practice models are needed. Ensuring economic benefits requires proactive management, with clear objectives of market facilitation ("making a market").     A dynamic systems engineering methodology research study. Phase 2: Evaluating methodologies, tools, and techniques for applicability to NASA's systems projects

    A study of NASA's Systems Management Policy (SMP) concluded that the primary methodology being used by the Mission Operations and Data Systems Directorate and its subordinate, the Networks Division, is very effective. Still some unmet needs were identified. This study involved evaluating methodologies, tools, and techniques with the potential for resolving the previously identified deficiencies. Six preselected methodologies being used by other organizations with similar development problems were studied. The study revealed a wide range of significant differences in structure. Each system had some strengths but none will satisfy all of the needs of the Networks Division. Areas for improvement of the methodology being used by the Networks Division are listed with recommendations for specific action
