A Framework to Evaluate Software Developerâs Productivity The VALORTIA Project
Currently, there is a lack in companies developing software in relation to assessing their staffâs productivity
before executing software projects, with the aim of improving effectiveness and efficiency. QuEF (Quality
Evaluation Framework) is a framework that allows defining quality management tasks based on a model.
The main purpose of this framework is twofold: improve an entityâs continuous quality, and given a context,
decide between a set of entityâs instances on the most appropriate one. Thus, the aim of this paper is to
make this framework available to evaluate productivity of professionals along software development and
select the most appropriate experts to implement the suggested project. For this goal, Valortia platform,
capable of carrying out this task by following the QuEF framework guidelines, is designed. Valortia is a
platform to certify users' knowledge on a specific area and centralize all certification management in its
model by means of providing protocols and methods for a suitable management, improving efficiency and

Study on evaluation of International Science and Technology Cooperation Project (ISTCP) in China
This paper presents an overview of evaluation of ISTCP in China. We discuss briefly the history of evaluation and the strengths and weaknesses of different assessment systems. On this basis, with Analytical Hierarchy Process (AHP), we establish evaluation indicator system for ISTCP that includes research project establishment evaluation, mid-period evaluation system, effect evaluation system, and confirm the value of each indicator. At the same time, we established expert database, project database, research organization database, researcher database etc. We therefore establish an evaluation platform for international science and technology cooperation project. We use it to realize full process supervision from evaluation expert selection to project management
Myths and Realities about Online Forums in Open Source Software Development: An Empirical Study
The use of free and open source software (OSS) is gaining momentum due to the
ever increasing availability and use of the Internet. Organizations are also
now adopting open source software, despite some reservations, in particular
regarding the provision and availability of support. Some of the biggest
concerns about free and open source software are post release software defects
and their rectification, management of dynamic requirements and support to the
users. A common belief is that there is no appropriate support available for
this class of software. A contradictory argument is that due to the active
involvement of Internet users in online forums, there is in fact a large
resource available that communicates and manages the provision of support. The
research model of this empirical investigation examines the evidence available
to assess whether this commonly held belief is based on facts given the current
developments in OSS or simply a myth, which has developed around OSS
development. We analyzed a dataset consisting of 1880 open source software
projects covering a broad range of categories in this investigation. The
results show that online forums play a significant role in managing software
defects, implementation of new requirements and providing support to the users
in open source software and have become a major source of assistance in
maintenance of the open source projects

Further understanding the role of technology and its efficient management to build and maintain a competitive edge in business can allow project managers to more successfully manage organisations, and to adapt to and capitalise on, todayâs rapidly changing environment. Strategic Technology Management links engineering, science and management principles to identify, choose, and implement the most effective means of attaining compatibility between internal skills and resources of an organisation and its competitive, economic and social environment. This paper reviews the rationale and the development of a new Strategic Technology Management subject in QUTâs Master of Project Management program. It discusses recent developments in the area of technology management from an international perspective, provides details of the curriculum developed and discusses the experience of completing two years of teaching the new program
Numerical study of circle fractal grid perforated plate as a turbulent generator in combustion chamber
Fractal grids can be used to design turbulent flows with low power losses and high
turbulence intensities for intense yet economic mixing over a region of designed length and
location. The introducing circle grid perforated plate is the main aim of this present paper. In this
numerical work, we want to ascertain a new approach in turbulence generators on the structure of
premixes flames using perforated plate fractal-grids pattern. In this paper, we compared circle grid
perforated plate by varies using its diameters, spacing and number of holes on the plate. The result
showed good perceptivity of the fractal generated turbulence and the fractal flow physics. The
turbulent intensity can be increased by a grid with higher blockage ratio
