Organizational knowledge is the most salient resource at the disposal of SMEs in terms of availability, access, and depth. Successful SMEs are those who can leverage their knowledge in an effective and efficient manner, so as to make up for deficiencies in traditional resources, like land, labor, and capital. The purpose of this article is to identify the knowledge management impact on SMEs performance and to compare knowledge management in SMEs with knowledge management in large companies.     Attaining The Knowledge Organizational Paradigm: Theoretical Views Of The 21st Century Organization And The Case Of Slovenian Institute For Learning Enterprises

    As we enter the first decade in the twenty-first century, contemporary management thinking is being profoundly reshaped by two new convictions: managing organizational knowledge effectively is essential to achieving competitive success; and managing knowledge is now a central concern, and must become a basic skill of modern manager. In the paper we would like to present the impact of the increased interconnectivity of people and organization, and to perform the new organizational paradigm that provides a modern knowledge construction of the 21st century organization. Therefore, the paper focuses on the process of attaining the knowledge organization, and enlightens different theoretical architectures of the 21st century organization. Modern forms of organizational structures range from horizontal, process and team structures to virtual networks. We illustrate the impact of organizational paradigm in the Slovenian economy with a case study, where we examine the Slovenian Institute for Learning Enterprises (SILE). SILE was registered as a non-profit institute and established by 18 flourishing major Slovenian enterprises in January 2001 with the aim of developing the concept of learning organization (LO) and diffusing the concept of knowledge management (KM) to become regular practice in Slovenian enterprises

    The Social Democratic Party and the Question of Public Ownership 1982-1991

    The paper studies the shift in managing the state or public enterprises from a perspective of policy learning during the period 1982-1991 in Sweden. There was a significant reversal in the policy around state enterprises sector from 1982 towards a more market oriented business approach. The aim here is to investigate whether this transformation is a case of policy learning. How and where are policies formulated, and which sources are relevant to detect evidence of a possible learning process? If this shift could be described in terms of learning: When, how and why did the elite among the bureaucrats and politicians learn? The results seem to indicate that there is no specific event or paradigmatic shift that happened during the actual mandatory period 1982-1991. It was rather more of a gradual adaptation on the issue of state enterprises, mostly triggered by earlier experiences as well as the last major economic crisis in the 1970s and early 1980s.     Managing enterprise knowledge for decision support is crucial for enterprises to gain competitive advantages in knowledge-based economy. The valuable knowledge patterns hidden in numerous projects are important assets of enterprises. The management of such project knowledge is becoming increasingly important and challenging for organizational adaptation and survival in the face of continuous environmental change. This work proposes a project-based knowledge map framework to capture project knowledge and discover valuable knowledge patterns from previous projects. A collaborative two-phase data mining approach is applied to extract valuable project attributes, and discover their associations. Moreover, the discovered knowledge patterns are organized in a well-structured knowledge map, which facilitates effective navigation of project knowledge

The Slovenian Institute for Learning Enterprises today plays the leading role in the knowledge society, linking and distributing learning practices among Slovenian enterprises. On May 1, 2004, Slovenia has become a full member of the EU, and consequently, the role of Institute will become even more important in the implementation of learning organization culture in Slovenian economy

    Following paper presents the case of Business Incubators (BIs) as future educational and learning centres. It explores the question of how feasible and relevant is this concept andt how they can be designed to deliver educational & training programmes that meet the requirement of knowledge economy by suitably preparing youth to face the challenges of the global market. Business Incubators are businesses aiming at nurturing and establishing other businesses. They are considered to be an excellent tool for Small and Micro Enterprises (SMEs) development. Targeted assistance at small entrepreneurs & start-up businesses- help them grow and graduate to mature enterprises. According to ILO estimates 300 million jobs have to be created world over in the next 5 years. As many as 45 million young people enter the job market annually, at a global level. There are three different kinds of BIs and they are public, private, and university based BIs and are commonly classified by ownership. In the IT-led global knowledge village, there are seamless potentials for study, earning a degree and education outside of the college campuses. Virtual campuses are the reality today. What are needed then would be centres for imparting practical lessons on commercialising the knowledge, innovative ideas, and technical skills. Also it is important to impart real training in starting, managing, making profit and pursuing the growth of enterprises & ventures that a youth entrepreneur could launch. In the knowledge economy, BIs can be real learning centres. Also, technological and academic oriented knowledge & literacy is not the only skill required for attaining success, set-up a business or getting a well-paying job in the new knowledge based global economy. But what is required are a set of skills called 21st century skills, which can be well delivered through BIs, when they are turned as educational centres. The paper also presents a BI model, which has an objective of building businesses with a strategic orientation towards environment and sustainable development.     Methodology for the Implementation of Knowledge Management Systems

    Managing knowledge means managing the processes of creation, development, distribution and utilisation of knowledge in order to improve organisational performance and increase competitive capacity. However, serious difficulties arise when attempts are made to implement knowledge management in enterprises. One of the reasons behind this situation is the lack of suitable methodologies for guiding the process of development and implementation of a Knowledge Management System, which is a computer system that allows the processes of creating, collecting, organising, accessing and using knowledge to be automated as far as possible. In this paper we propose a methodology for directing the process of developing and implementing a Knowledge Management System in any type of organisation. The methodology is organised in phases and outlines the activities to be performed, the techniques and supporting tools to be used, and the expected results for each phase.     The success factors of small business

    Purpose: Small businesses in the economy of any country are of great significance. However, their viability is much lower than large and even medium ones. As is known, only a little number of the established small enterprises will not go bankrupt in a year, and they will succeed and continue developing for the next five years by expanding their activities. Even a smaller number of small enterprises will be able to transform into the medium one. Therefore, it is necessary to investigate the factors that assist to define the success of small businesses’ performance and development. Design/Methodology/Approach: This commentary note studies, identifies and generalizes the success factors of small enterprises described in the works of many successful entrepreneurs both in Russia and abroad. The authors use the toolkit and methods of economic analysis, consider quantitative and qualitative characteristics and features of small business development as well as entrepreneurial abilities that allow to identify key factors for small businesses’ success. Findings: The authors have found that many successful entrepreneurs describing their experience in managing business and identifying main success factors of small businesses have similar opinions in this area. These main aspects have been identified. Practical Implications: The note provides practical recommendations to entrepreneurs establishing their small businesses and trying to develop them successfully. It describes main secrets of business and philosophies of entrepreneur’s actions. Originality/Value: The authors’ position is because business success is achieved by people who have not only the necessary economic knowledge but also those who have the necessary mindset, so called philosophy of success, personal attitude including intuition.peer-reviewe
