    Energy, gender and development: what are the linkages ? where is the evidence ?

    This report reviews the literature on the links between energy access, welfare, and gender in order to provide evidence on where gender considerations in the energy sector matter and how they might be addressed. Prepared as a background document for the 2012 World Development Report on Gender Equality and Development, and part of the Social Development Department's ongoing work on gender and infrastructure, the report describes and evaluates the evidence on the links between gender and energy focusing on: increased access to woodfuel through planting of trees and forest management; improved cooking technologies; and access to electricity and motive energy. The report's main finding is that energy interventions can have significant gender benefits, which can be realized via careful design and targeting of interventions based on a context-specific understanding of energy scarcity and household decision-making, in particular how women's preferences, opportunity cost of time, and welfare are reflected in household energy decisions. The report focuses on the academic peer-reviewed literature and, although it applies fairly inclusive screening criteria when selecting the evidence to consider, finds that the evidence on many of the energy-gender linkages is often limited. There is thus a clear need for studies to evaluate interventions and identify key design elements for gender-sensitive project design.

    Designing a choice modelling (CM) experiment to place a value on increasing protection of the Great Barrier Reef (GBR) raises complex issues. The size and diversity of the GBR, and the number of different pressures impacting on it, mean protection and improvement scenarios can be drafted in several different ways. This report discusses some of the considerations in selecting, describing and combining choice attributes. It also looks at how to incorporate tests for geographic scale (size) and scope (complexity) differences into the design of the CM survey instrument.     Laparoscopic Splenectomy for Hairy Cell Leukemia in Pregnancy

    Objective. We present a successful case of laparoscopic splenectomy for a massively enlarged spleen at 25 weeks of gestation for hairy cell leukemia in pregnancy in a woman with initial hemoglobin of 4.3 gm/dl and platelet count of 18,000/mm3. Study Design. Case report. Results. This report provides an approach to management that may be applicable in those cases where thrombocytopenia or other clinical imperatives preclude delaying treatment till after pregnancy. Conclusion. Hairy cell leukemia is a clonal B-Cell malignancy, for which there is very limited experience worldwide for its management when it occurs during pregnancy. Laparoscopic splenectomy should be considered as a therapeutic option, even with a significantly enlarged spleen, in order to avoid the risks of fetal exposure to chemotherapeutic agents.     This final design report will detail the entire engineering design process from conceptualization through manufacturing and testing. After introducing the topic and scope of the project this document presents all of the benchmarking and research performed in order to obtain as much information about similar current products and possible solutions. Next the objectives of the project are presented where the needs are transformed into engineering specifications that will guide the design of the product. Design developed is then presented with ideation, idea evaluation and selection, analysis, manufacturing considerations, and final design selection. The final design is then presented with each of its three subsystems, including supporting analysis, manufacturing and testing plans, bill of materials and cost as well as material selection, safety considerations, and maintenance plans. Following that is the management plan where team roles are outlines and project deadlines are presented. Product realization is next, which includes the manufacturing process that was taken for all components as well as description of changes between the planned and built design and recommendations for future manufacturing changes. Design verification follows with testing procedures and results and a final budget for the manufactured design. Next are conclusions that summarize what was done during the project and recommendations which outline what could have been done differently from a design or project standpoint to provide insight for future designs. References for all researched information are included in order cited throughout the document.     The ERAU Prescott chapter of AIAA participated in the 2015 AIAA Design Build Fly competition at Raytheon Missile Systems in Tucson from April 10-12. A remote controlled aircraft meeting and exceeding all competition performance requirements was designed and fabricated by the 30+ students of the team. Additionally, a 60 page report was submitted detailing the project starting from initial considerations and advancing through flight test verification of aircraft capabilities. The success of this project was enabled by the E-Prize and SGA funding received to support our efforts throughout the year. The lessons learned regarding management and planning, engineering design approaches, and experimental validation allowed team members to develop and improve their practical engineering abilities over the course of the Fall 2014 and Spring 2015 semesters

    Development Considerations for Implementing a Voice-Controlled Spacecraft System

    As computational power and speech recognition algorithms improve, the consumer market will see better-performing speech recognition applications. The cell phone and Internet-related service industry have further enhanced speech recognition applications using artificial intelligence and statistical data-mining techniques. These improvements to speech recognition technology (SRT) may one day help astronauts on future deep space human missions that require control of complex spacecraft systems or spacesuit applications by voice. Though SRT and more advanced speech recognition techniques show promise, use of this technology for a space application such as vehicle/habitat/spacesuit requires careful considerations. This paper provides considerations and guidance for the use of SRT in voice-controlled spacecraft systems (VCSS) applications for space missions, specifically in command-and-control (C2) applications where the commanding is user-initiated. First, current SRT limitations as known at the time of this report are given. Then, highlights of SRT used in the space program provide the reader with a history of some of the human spaceflight applications and research. Next, an overview of the speech production process and the intrinsic variations of speech are provided. Finally, general guidance and considerations are given for the development of a VCSS using a human-centered design approach for space applications that includes vocabulary selection and performance testing, as well as VCSS considerations for C2 dialogue management design, feedback, error handling, and evaluation/usability testing

    Architecture and Information Requirements to Assess and Predict Flight Safety Risks During Highly Autonomous Urban Flight Operations

    As aviation adopts new and increasingly complex operational paradigms, vehicle types, and technologies to broaden airspace capability and efficiency, maintaining a safe system will require recognition and timely mitigation of new safety issues as they emerge and before significant consequences occur. A shift toward a more predictive risk mitigation capability becomes critical to meet this challenge. In-time safety assurance comprises monitoring, assessment, and mitigation functions that proactively reduce risk in complex operational environments where the interplay of hazards may not be known (and therefore not accounted for) during design. These functions can also help to understand and predict emergent effects caused by the increased use of automation or autonomous functions that may exhibit unexpected non-deterministic behaviors. The envisioned monitoring and assessment functions can look for precursors, anomalies, and trends (PATs) by applying model-based and data-driven methods. Outputs would then drive downstream mitigation(s) if needed to reduce risk. These mitigations may be accomplished using traditional design revision processes or via operational (and sometimes automated) mechanisms. The latter refers to the in-time aspect of the system concept. This report comprises architecture and information requirements and considerations toward enabling such a capability within the domain of low altitude highly autonomous urban flight operations. This domain may span, for example, public-use surveillance missions flown by small unmanned aircraft (e.g., infrastructure inspection, facility management, emergency response, law enforcement, and/or security) to transportation missions flown by larger aircraft that may carry passengers or deliver products. Caveat: Any stated requirements in this report should be considered initial requirements that are intended to drive research and development (R&D). These initial requirements are likely to evolve based on R&D findings, refinement of operational concepts, industry advances, and new industry or regulatory policies or standards related to safety assurance

The Salvation Academy for Disadvantaged Children is sponsored by Journeyman International and a private client to provide a school campus with a safe and productive environment for children and staff with disabilities. The campus is equipped with classrooms, outdoor gymnasiums, residences for both students and faculty, as well as computer labs and conference areas. The site is located in the Western Area of Freetown, Sierra Leone, on sandy gravel soil and consistently flat ground for the structure to reside one. This report will primarily focus on the structural design of the staff quarters building by going into great detail of the primary gravity and lateral systems. It will also discuss the global and environmental impacts and considerations that were taken and incorporated into this design
