    Now in its 11th edition, The Global Risks Report 2016 draws attention to ways that global risks could evolve and interact in the next decade. The year 2016 marks a forceful departure from past findings, as the risks about which the Report has been warning over the past decade are starting to manifest themselves in new, sometimes unexpected ways and harm people, institutions and economies. Warming climate is likely to raise this year's temperature to 1° Celsius above the pre-industrial era, 60 million people, equivalent to the world's 24th largest country and largest number in recent history, are forcibly displaced, and crimes in cyberspace cost the global economy an estimated US$445 billion, higher than many economies' national incomes. In this context, the Reportcalls for action to build resilience – the "resilience imperative" – and identifies practical examples of how it could be done.The Report also steps back and explores how emerging global risks and major trends, such as climate change, the rise of cyber dependence and income and wealth disparity are impacting already-strained societies by highlighting three clusters of risks as Risks in Focus.     Since the beginning of civilization, history tells of the movement of art pieces, monuments and manufacts from site to site. The causes are multiple: the displacements due to the "spoils of war", ordered by kings and emperors, the movements caused by the need for reuse, especially in the early Christian period, and so forth. Considerations about the events of the past, yield a possible strategy to transform this concept into a technique for earthquake prevention of archaeological sites. The seismic safety retrofits have often proven to be scarcely effective, because of the difficulties involved in complex sites. The aim of this study is to analyze an "alternative" method of preventing natural disaster like floods, eruption and earthquakes, through the movimentation of the most representative structural elements of archaeological sites by decomposition of the masonry and marbles [1]. The procedure considers a process of "cutting optimization," calibrated on the characteristics of the specific material that has to be cut and then displaced in safer places (i.e., MEP, "manufact evacuation plan"). This process should not create excessive problems to the structure, and aims to reassembly the manufact in contexts able to guarantee safety through advanced earthquake-resistant expedients.     Pre-earthquake fuzzy logic-based rapid hazard assessment of reinforced concrete buildings

    The main purpose of this paper is to present a rapid building assessment fuzzy logic (FL) modelling for risk assessment based on expert construction engineering verbal informatics. Before an earthquake, a set of input expert assessment variables are transformed into five types of hazard categorization as "no damage", "slight damage", "moderate damage", "severe damage", and "collapse". Main variables are reported by expert engineers based on visual inspection of structural components in addition to the building location's peak ground velocity (PGV) micro zonation numerical value, soil type and building's material information. Each input variable and output hazard class is fuzzified. A valid set of fuzzy rule base components is written based on input variables, each of which has an appropriate output hazard class. The fuzzy hazard assessment model has input and output variables in terms of fuzzy sets. Thus, the overall model output is in the form of a fuzzy set and then defuzzified to find the percentage of each hazard class for a single building. The application of this fuzzy logic model is presented for twenty existing reinforced concrete buildings, and the final hazard categories of these buildings are presented with interpretations and recommendations.Istanbul Medipol Universit

    Designing and Operating Safe and Secure Transit Systems: Assessing Current Practices in the United States and Abroad, MTI Report 04-05

    Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems in London, Madrid, New York, Paris, Tokyo, and Washington, D.C.; (3) interviewing federal officials here in the United States responsible for overseeing transit security and transit industry representatives both here and abroad to learn about efforts to coordinate and finance transit security planning; and (4) surveying 113 of the largest transit operators in the United States. Our major findings include: (1) the threat of transit terrorism is probably not universal—most major attacks in the developed world have been on the largest systems in the largest cities; (2) this asymmetry of risk does not square with fiscal politics that seek to spread security funding among many jurisdictions; (3) transit managers are struggling to balance the costs and (uncertain) benefits of increased security against the costs and (certain) benefits of attracting passengers; (4) coordination and cooperation between security and transit agencies is improving, but far from complete; (5) enlisting passengers in surveillance has benefits, but fearful passengers may stop using public transit; (6) the role of crime prevention through environmental design in security planning is waxing; and (7) given the uncertain effectiveness of antitransit terrorism efforts, the most tangible benefits of increased attention to and spending on transit security may be a reduction in transit-related person and property crimes

    Challenges of Humanitarian Logistics on disaster management: The experience of Corona Pandemic in Tanzania

    Despite the government of Tanzania's multiple measures to combat the coronavirus epidemic, there is still a lot of misery and human death that is recorded from time to time. The goal of this research was to determine the role of coordination, transportation, and information and communication technology in the performance of humanitarian operations during the coronavirus pandemic and to give recommendations for how to improve it. The data was collected via a questionnaire from a sample of six referral hospitals in Dar es Salaam and the Coastal Region using quantitative methodologies and an explanatory research methodology. Using descriptive data analysis, the mean and standard deviation of the findings were computed, and the data were then summarized using frequency distribution tables before being analyzed using a multiple regression model. All independent factors demonstrated a significant positive relationship with humanitarian relief performance, including coordination, transportation, and information communication technology (p0.05). For better humanitarian relief operation performance, the study recommended that referral hospitals management ensure that there are adequate facilities for distribution of relief requirements, the required materials/ facilities arrive on time and adequate ICT facilities for coordination of all stakeholders in the relief operation

    Today, our calling to explore is greater than ever before, and here at Marshall Space Flight Centerwe make human deep space exploration possible. A key goal for Artemis is demonstrating and perfecting capabilities on the Moon for technologies needed for humans to get to Mars. This years report features 10 of the Agencys 16 Technology Areas, and I am proud of Marshalls role in creating solutions for so many of these daunting technical challenges. Many of these projects will lead to sustainable in-space architecture for human space exploration that will allow us to travel to the Moon, on to Mars, and beyond. Others are developing new scientific instruments capable of providing an unprecedented glimpse into our universe. NASA has led the charge in space exploration for more than six decades, and through the Artemis program we will help build on our work in low Earth orbit and pave the way to the Moon and Mars. At Marshall, we leverage the skills and interest of the international community to conduct scientific research, develop and demonstrate technology, and train international crews to operate further from Earth for longer periods of time than ever before first at the lunar surface, then on to our next giant leap, human exploration of Mars. While each project in this report seeks to advance new technology and challenge conventions, it is important to recognize the diversity of activities and people supporting our mission. This report not only showcases the Centers capabilities and our partnerships, it also highlights the progress our people have achieved in the past year. These scientists, researchers and innovators are why Marshall and NASA will continue to be a leader in innovation, exploration, and discovery for years to come
