Public Governance. A Blueprint for Political Action and Better Government

This paper sets forth a comprehensive viewpoint about how Public Governance should be assessed and worked-out, by making three contributions to the subject matter. Firstly, it provides the semantics by which this field of learning and practice may become operational in Political Science. Next, a four-tiered framework of analysis is laid bare, which deals with architecture, covenants and safeguards, collective action, and deviant behavior. Supererogatory Spandrels

Standing in San Marco Cathedral in Venice, you immediately notice the exquisitely decorated spandrels: the triangular spaces bounded on either side by adjoining arches and by the dome above. You would be forgiven for seeing them as the starting point from which to understand the surrounding architecture. To do so would, however, be a mistake. It is a similar mistaken inference that evolutionary biologists have been accused of making in assuming a special adaptive purpose for such biological features as fingerprints and chins. I argue that a mistake of just this sort is being made by ethicists who appeal to the intrinsic value of supererogatory acts in their efforts to make space for supererogation in ethical theory. Many cases of supererogatory action are simply spandrels: by-products of uncontroversial commitments elsewhere in our moral thought. This is not to downplay their value but rather to show that their value need not be the justification for making room for the supererogatory. I demonstrate this by examining two areas: rights and the distribution of burdens among a group. My argument has significance for those who take themselves to be defends of the possibility of supererogatory actions, as well as those who are committed to the contrary and those who believe themselves to be indifferent on the matter

Myopia of service-oriented holonic manufacturing systems: the contribution of an observer

Volume 402Service orientation paradigm is particularly well adapted to distributed manu-facturing systems. The difficulty of such systems' production activity control deals with the knowledge management. Indeed, the knowledge is distributed among each entity, which is able to create, modify or communicate them with oth-er entities. As a matter of fact, any entity cannot have a full up-to-date access to all the data of the system. On the shop floor level, a convenient way to implement service oriented manufacturing systems is to rely on the paradigm of Holonic Manufacturing Systems. This paper introduces the possibility of specializing a re-source holon with the objectives to gather the data from the whole holarchy and make these data available to any holon for a decision making. This holon is thus playing the role of a discrete-event observer. After positioning the service-oriented architectures, the HMS reference architecture PROSA is described, especially in terms of decision making. After the decisions were defined, the problematic of on-line decision making in a HMS is described, and a solution of implementation of the observer and of forecasting tools in the architecture is exposed.
