Maintaining Current and Accurate Voter Lists

The Help America Vote Act (HAVA) introduced sweeping changes to federal election administration laws. Among the changes was a requirement that states create a computerized, centralized statewide database of all eligible voters. HAVA and the National Voter Registration Act (NVRA) provide that states shall periodically remove ineligible voters from the statewide official voter list. States are required to develop specific standards for implementing a list maintenance program that is transparent, consistent and not discriminatory. A lack of clear and specific state criteria for performing list maintenance programs has resulted in inconsistent standards between states and within states for federal elections. Poorly developed and executed programs for matching voter lists to external databases have led to the disenfranchisement of eligible voters in many states. Frequently, the disenfranchisement has a disparate impact on minorities.This policy brief explores the federal law relating to list maintenance, presents an overview of problems that have arisen as a result of the implementation of federal list maintenance provisions, and gives specific recommendations for minimizing or eliminating list maintenance errors that adversely impact voters

A Potpourri of Reason Maintenance Methods

We present novel methods to compute changes to materialized views in logic databases like those used by rule-based reasoners. Such reasoners have to address the problem of changing axioms in the presence of materializations of derived atoms. Existing approaches have drawbacks: some require to generate and evaluate large transformed programs that are in Datalog - while the source program is in Datalog and significantly smaller; some recompute the whole extension of a predicate even if only a small part of this extension is affected by the change. The methods presented in this article overcome these drawbacks and derive additional information useful also for explanation, at the price of an adaptation of the semi-naive forward chaining

Software Engineers' Information Seeking Behavior in Change Impact Analysis - An Interview Study

Software engineers working in large projects must navigate complex information landscapes. Change Impact Analysis (CIA) is a task that relies on engineers' successful information seeking in databases storing, e.g., source code, requirements, design descriptions, and test case specifications. Several previous approaches to support information seeking are task-specific, thus understanding engineers' seeking behavior in specific tasks is fundamental. We present an industrial case study on how engineers seek information in CIA, with a particular focus on traceability and development artifacts that are not source code. We show that engineers have different information seeking behavior, and that some do not consider traceability particularly useful when conducting CIA. Furthermore, we observe a tendency for engineers to prefer less rigid types of support rather than formal approaches, i.e., engineers value support that allows flexibility in how to practically conduct CIA. Finally, due to diverse information seeking behavior, we argue that future CIA support should embrace individual preferences to identify change impact by empowering several seeking alternatives, including searching, browsing, and tracing.Comment: Accepted for publication in the proceedings of the 25th International Conference on Program Comprehensio

Merge Everything It Makes Sense to Merge: The History and Philosophy of the Merged Reference Collection at the Dr. Martin Luther King, Jr. Library in San Jose, California

The Dr. Martin Luther King, Jr. Library in San Jose, California is a unique dual-use library serving the students of San Jose State University and the community of San Jose, California. The reference collections of the two libraries are merged and interfiled to promote ease of access for both populations served. Economies of scale were realized through collaborative collection development activities for major reference purchases between the two institutions. This article describes the planning and creation of the King Library\u27s merged reference collection and reviews the literature of collaborative collection development and merged or interfiled collections

Duplicated membrane estrogen receptors in the European sea bass (Dicentrarchus labrax): Phylogeny, expression and regulation throughout the reproductive cycle

The numerous estrogen functions reported across vertebrates have been classically explained by their binding to specific transcription factors, the nuclear estrogen receptors (ERs). Rapid non-genomic estrogenic responses have also been recently identified in vertebrates including fish, which can be mediated by membrane receptors such as the G protein-coupled estrogen receptor (Gper). In this study, two genes for Gper, namely gpera and gperb, were identified in the genome of a teleost fish, the European sea bass. Phylogenetic analysis indicated they were most likely retained after the 3R teleost-specific whole genome duplication and raises questions about their function in male and female sea bass. Gpera expression was mainly restricted to brain and pituitary in both sexes while gperb had a widespread tissue distribution with higher expression levels in gill filaments, kidney and head kidney. Both receptors were detected in the hypothalamus and pituitary of both sexes and significant changes in gpers expression were observed throughout the annual reproductive season. In female pituitaries, gpera showed an overall increase in expression throughout the reproductive season while gperb levels remained constant. In the hypothalamus, gpera had a higher expression during vitellogenesis and decreased in fish entering the ovary maturation and ovulation stage, while gperb expression increased at the final atresia stage. In males, gpers expression was constant in the hypothalamus and pituitary throughout the reproductive cycle apart from the mid- to late testicular development stage transition when a significant up-regulation of gpera occurred in the pituitary. The differential sex, seasonal and subtype-specific expression patterns detected for the two novel gper genes in sea bass suggests they may have acquired different and/or complementary roles in mediating estrogens actions in fish, namely on the neuroendocrine control of reproduction.info:eu-repo/semantics/publishedVersio

Data-Driven Application Maintenance: Views from the Trenches

In this paper we present our experience during design, development, and pilot deployments of a data-driven machine learning based application maintenance solution. We implemented a proof of concept to address a spectrum of interrelated problems encountered in application maintenance projects including duplicate incident ticket identification, assignee recommendation, theme mining, and mapping of incidents to business processes. In the context of IT services, these problems are frequently encountered, yet there is a gap in bringing automation and optimization. Despite long-standing research around mining and analysis of software repositories, such research outputs are not adopted well in practice due to the constraints these solutions impose on the users. While targeting can effectively channel resources to the poor, implementation details matter tremendously to distributive outcomes. Several key factors affect performance, including: data collection processes; information management; household assessment mechanisms; institutional arrangements; and monitoring and oversight mechanisms. This report conducts an in-depth assessment of key design and implementation factors and their potential impact on outcomes for the household targeting system used in the United States to target social programs to the poor and vulnerable.

Real-Time Data Processing With Lambda Architecture

Data has evolved immensely in recent years, in type, volume and velocity. There are several frameworks to handle the big data applications. The project focuses on the Lambda Architecture proposed by Marz and its application to obtain real-time data processing. The architecture is a solution that unites the benefits of the batch and stream processing techniques. Data can be historically processed with high precision and involved algorithms without loss of short-term information, alerts and insights. Lambda Architecture has an ability to serve a wide range of use cases and workloads that withstands hardware and human mistakes. The layered architecture enhances loose coupling and flexibility in the system. This a huge benefit that allows understanding the trade-offs and application of various tools and technologies across the layers.
