    Considerations regarding the Performance Improvement of the Hospital Healthcare Services from Romania by the Implementation of an Integrated Management System

    The continuous quality improvement is an obligatory condition for the achievement and maintaining of the performance in healthcare services. Introducing the concepts of quality improvement in medical practice represents a distinctive component of the hospital reform in Romania. Healthcare quality is a more important principle in sanitary field, because the level of patients ‘knowledge is increasing concomitantly with the technological and therapeutic progresses. The continuous quality improvement is an obligatory condition for the achievement and maintaining the performance in healthcare organization, especially in hospital. The integration of many management systems (quality management, environmental management, security and occupational health management, information security management) and the development of an integrated management model applicable to Romanian hospitals, which have as principal goal to improve the performance of health services, represent a challenge for the Romanian health system. An integrated management system is a logical and systematic managerial approach, which permits taking-up optimum strategic and operational decisions.     Management of vegetable crop residues for reducing nitrate leaching losses in intensive vegetable rotations

    Crop residues of field vegetables are often characterized by large amounts of biomass with a high N-content. Despite low soil temperatures during autumn, high rates of N mineralization and nitrification still occur causing important N-losses through leaching1. Crop residues pose a possible threat to maintaining water quality objectives, while at the same time being a vital link in closing the nutrient and organic matter cycle of soils. Appropriate and sustainable management is needed to obtain the full potential of crop residues. In this research some novel strategies for vegetable crop residue management are being investigated. The outcome of this work will help in defining the best practices in vegetable production in order to better meet the requirements set by the nitrate directive, whilst making best use of a valuable organic material. Vegetable crop residues constitute an important link in the soil nutrient and organic carbon cycle and aid in maintaining soil quality and fertility. However during autumn large amounts of N are released by vegetable crop residues causing important N-losses through leaching. Appropriate and sustainable management is needed to obtain the full potential of crop residues while meeting water quality objectives.     We use data on announced and actual exchange rate arrangements to ask which countries follow de facto regimes different from their de iure ones, that is, do not do what they say. Our results suggest that countries with poor institutional quality have difficulty in maintaining pegging and abandon it more often. In contrast, countries with relatively good institutions display fear of floating, i.e. they manage more than announced, perhaps to signal their differences from those countries incapable of maintaining promises of monetary stability.

    The transmission of audio and video streaming services over different conduits (wireless access systems, Internet, etc.) is becoming ever more popular. This widespread increase is accompanied by the attendant new and difficult task of maintaining the quality of service of streaming video. The use of very accurate coding techniques for transmissions over wireless networks alone cannot guarantee a complete eradication of distortions characteristic of the video signal. A software-hardware composite system has been developed for investigating the effect of single bit error and bit packet errors in wideband wireless access systems on the quality of H.264/AVC standard bursty video streams. Numerical results of the modeling and analysis of the effect of interference robustness on quality of video streaming are presented and discussed
