    Does size really matter: a review of the role of stake and prize levels in relation to gambling-related harm

    Regulatory and industry decisions influencing commercial gambling activities require clear understanding of the role that stakes and prizes play in the development and facilitation of gambling-related harm. Although industry proponents argue for increases in stakes and prizes to meet market demands, regulators remain cautious about the potential implication for gambling-related harm, while industry opponents generally condemn relaxing aspects of gambling policies. To inform this debate, this paper provides a critical examination of the relevant literature. From the review, it is concluded that limitations of the existing literature restrict our ability to draw definitive conclusions regarding the effects of stake and prize variables. Most studies contain multiple, methodological limitations, the most significant of which are diluted risk and reward scenarios used in analogue research settings not reflective of real gambling situations. In addition, there is a lack of conceptual clarity regarding many constructs, particularly the parameters defining jackpots, and the interactive nature and effect of the differing configurations of game parameters and environments are often not taken into consideration when investigating changes to one or more variables. Notwithstanding these limitations, there is sufficient evidence to suggest that stake and prize levels merit consideration in relation to harm minimisation efforts. However, substantial knowledge gaps currently exist, particularly in relation to understanding staking and prize thresholds for risky behaviour, how the impact of stakes and prizes change depending on the configuration and interaction of other game characteristics, and the role of individual and situational determinants. Based on the potential risk factors and the implications for commercial appeal, a player-focussed harm minimisation response may hold the most promise for future research and evaluation in jurisdictions where gambling is a legal and legitimate leisure activity

    An Institutional Framework for Heterogeneous Formal Development in UML

    We present a framework for formal software development with UML. In contrast to previous approaches that equip UML with a formal semantics, we follow an institution based heterogeneous approach. This can express suitable formal semantics of the different UML diagram types directly, without the need to map everything to one specific formalism (let it be first-order logic or graph grammars). We show how different aspects of the formal development process can be coherently formalised, ranging from requirements over design and Hoare-style conditions on code to the implementation itself. The framework can be used to verify consistency of different UML diagrams both horizontally (e.g., consistency among various requirements) as well as vertically (e.g., correctness of design or implementation w.r.t. the requirements)

    The accident risk of motorcyclists

    This report contains the findings of a study to explore and quantify the interacting influences which determine motorcyclist accident liabilities. It was conducted on behalf of Road Safety Division, Department for Transport. The study first reviewed existing data sources to investigate the trends in motorcycling accidents over the last decade or so. The main part of the study was to carry out a survey of nearly 30,000 current motorcyclists in order to explore the relationship between accident risk and variables such as annual mileage, age, experience, journey type, training, personal characteristics of the riders, and the self-reported behaviours and attitudes of the riders. The numbers of accidents reported by riders within the past 12-months of riding were modelled using generalised linear techniques to take into account factors such as mileage, age, experience, bike size and the conditions prevailing when they rode. Models of rider behaviour were developed using other statistical modelling techniques. These models investigated how attitudes/motivations/perceptions and rider style influence rider behaviour, and how rider behaviour influences the likelihood of accident involvement. The influence of age, sex and experience on attitudes and behaviours, and as direct or indirect influences on accidents were also investigated. Accident risk was also directly influenced by the number of miles ridden in the past 12-months. The report makes a number of recommendations for improving the safety of motorcycle riders

    Non-human Intention and Meaning-Making: An Ecological Theory

Thus, if one construes the explicit programming of robots as constituting specific objectives and the overall design and structure of AI as having aims, in the sense of embedded directives, one might conclude that social robots are motivated to fulfil these objectives, and therefore act intentionally towards fulfilling those goals. The purpose of this paper is to consider the impact of this description of social robotics on traditional notions of intention and meaningmaking, and, in particular, to link meaning-making to a social ecology that is being impacted by the presence of social robots. To the extent that intelligent non-human agents are occupying our world alongside us, this paper suggests that there is no benefit in differentiating them from human agents because they are actively changing the context that we share with them, and therefore influencing our meaningmaking like any other agent. This is not suggested as some kind of Turing Test, in which we can no longer differentiate between humans and robots, but rather to observe that the argument in which human agency is defined in terms of free will, motivation, and intention can equally be used as a description of the agency of social robots. Furthermore, all of this occurs within a shared context in which the actions of the human impinge upon the non-human, and vice versa, thereby problematising Anscombe's classic account of intention.Peer reviewedFinal Accepted Versio
