    Strategies for sustainable socio-economic development and mechanisms their implementation in the global dimension

    The authors of the book have come to the conclusion that it is necessary to effectively use modern approaches to developing and implementation strategies of sustainable socio-economic development in order to increase efficiency and competitiveness of economic entities. Basic research focuses on economic diagnostics of socio-economic potential and financial results of economic entities, transition period in the economy of individual countries and ensuring their competitiveness, assessment of educational processes and knowledge management. The research results have been implemented in the different models and strategies of supply and logistics management, development of non-profit organizations, competitiveness of tourism and transport, financing strategies for small and medium-sized enterprises, cross-border cooperation. The results of the study can be used in decision-making at the level the economic entities in different areas of activity and organizational-legal forms of ownership, ministries and departments that promote of development the economic entities on the basis of models and strategies for sustainable socio-economic development. The results can also be used by students and young scientists in modern concepts and mechanisms for management of sustainable socio-economic development of economic entities in the condition of global economic transformations and challenges

    National culture and management: the Greek luxury hotel GMs' case

    This paper explores the interplay between managerial work and national culture. More specifically it investigates General Managers' (GMs) work in Greek luxury (4 and 5*) hotels from a contextual perspective, focused in national culture. The wider context of the discussion in this paper revolves around the 'global-local' question from an international hospitality industry perspective. During the second half of the twentieth century, the idea for the creation of a truly global management cohort found warm support from north American multinational companies who experienced a rapid pace of internationalisation in the past four decades. Hospitality and tourism were among the first internationalised industries in the aftermath of World War Two (Nickson, 1998; Nickson and Warhust, 2001). The dominant Anglo-Saxon view for universal management practices through the employment of ‘best practices’ in international hotel operators, has been challenged since the advent of cross-cultural management and international human resources management (IHRM) theorists in the early 1980s. Those theorists believe that it is difficult to imagine that a single practice or set of practices would emerge as 'best' in any sense of the word, particularly in globalised organisations (Thomas, 2008). Thus, the dynamic and complex nature of the management function in global hospitality business today and the realisation that what works effectively in one country may not be as efficient in another, has led management scholars and practicing managers in continuous efforts to enhance their understanding of this context and its effects on international (hotel) managers. This paper focuses in the Greek context since the country is among the most popular tourist destinations in the world. Today the hospitality and tourism sector in Greece contributes approximately 15 % of the National Gross Domestic Product (G.D.P.) ranking third in the E.U. after Spain (18.38 %) and Portugal (15.40 %) according to the W.T.T.C. (2010). The hospitality and tourism sector occupies in total eight hundred eight thousand employees, 18% of the country’s entire labour force (SETE, 2003). The authors of this paper argue that managerial work in Greek luxury hotels cannot be unaffected from the strong national context, despite the great pressures for standardisation and homogenisation with the international hospitality industry standards. The existing literature indicates that the Greek context influences managerial work to a certain degree (Bourantas and Papadakis,1996; Makridakis et al. 1997; Papalexandris and Nikandrou, 2000). The high rates of “in-group-collectivism” (Hofstede, 1980/1991; Tromernaars, 1993; Javidan and House, 2001), the values of ‘filotimo’ (Triandis et al. 1968; Broome, 1996), Trust (Fukuyama, 1995) and Humanism (Lessem and Neubauer, 1994; Hampden-Turner and Trompernaars, 1994) are characteristics that differentiate Greek GMs’ behaviour comparing to the so called ‘western’ management style in international hotels. This context also influences the way GMs perform their roles (Mintzberg, 1973 / 1994) and the competencies framework (Dulewicz and Herbert, 1991/1999) required to perform these roles. A qualitative research was conducted in 16 luxury (4 & 5*) city and resort hotels in four popular destinations: Athens, Thessaloniki, Crete and Rhodes. In total 32 GMs and their assistants participated in this country case study. The research tool included in-depth semi-structured interviews, the employment of a Personal Competencies Framework (PCF) questionnaire, non participant observations and collection of company documents related to managerial work. All data were triangulated in order to enhance the validity and reliability of this study. This research's findings indicated that the 'base requirements' of managerial work in Greek luxury hotels appear to be similar and compatible with the international industry standards. What actually changes is the level of formality exercised in managerial and HRM practices. A key theme that emerges from this study is the critical role of the hotel’s ownership status. Thus, local companies (family and local chain hotels) employ a great number of managerial and HRM practices that incorporate a high level of informality, meaning the absence of written rules and procedures. On the other hand, Greek national chains and MNCs demonstrate a high level of formality, regulated by written policies and rules. The Greek context influences the hotel managers' conceptions of work roles and competencies to a great extent in family and local hotel chains, and to a moderate extent to Greek national chains. A handful (less than ten in Greece) of managed MNC hotel chains do not seem to be influenced by the Greek context; on the other hand franchised MNCs are managed in the same manner as national Greek hotel chains. Overall, the influence of the Greek context was evident to a certain degree, in all Greek owned hotels. Based on the research findings, three distinctive profiles of luxury hotel GMs where identified: the 'native' GM; the 'Glocal' GM; and the 'Greek Global' GM. As a concluding point it can be argued that both divergence and convergence contextual forces coexist and shape the GMs' work in Greek luxury hotels. Further research is needed to fully understand and appreciate the effects of those forces in GMs' work

    A clash of human resource management cultures : a micro-state case study

    When resorting to Greek divine mythology to purchase original insights on management styles, Handy (1991) identifies Apollo and Dionysius as representative of two ideal types which can be developed and fine-tuned to highlight one relatively under explored area of inter-cultural human resource management. This concerns the cultural interface between alien, imported management styles and local, home-grown practices in the context of small and island states. This paper argues that indigenous behaviour patterns in the unfolding of labour–management relations cannot be discounted. Indeed, these home-bred practices will both place imported ‘textbook’ management strategies in sharp relief as well as debilitate their purposed efficacy. Such a proposition suggests that this is one expression of how globalization will necessarily find itself textured and infected by indigenous cultural material, even that forthcoming from possibly the least expected quarter: that of micro, insular jurisdictions. Case-study material exploring and illustrating this cultural clash is drawn from seminal, empirical fieldwork carried out in the Indian Ocean island state Republic of the Seychelles.peer-reviewe

    Adaptation of domestic state governance to international governance models

    The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure

    Techniques for assessing the investment attractiveness of a commercial organization based on classical methods of strategic economic analysis

    Purpose: The development of methodological support for assessing the investment attractiveness of a commercial organization, considering modern information requests of stakeholders. Design/Methodology/Approach: As part of the research, the authors have developed an algorithm for investment attractiveness assessment of a commercial organization by using the scenario method of economic analysis. Findings: It is proved that the main disadvantages of the existing methods of assessing investment attractiveness are: the lack of strategic orientation of the assessment; ignoring the influence of most external and internal factors of activity; the inability to assess the risk of investing in the analyzed object; the need to compare with the level of investment attractiveness of similar organizations for an objective interpretation of the results. Practical implications: To eliminate the significant shortcomings of modern methodological support in this area, the authors recommend the use of scenario method of strategic economic analysis in the process of assessing the investment attractiveness of the organization. Originality/Value: The scenario method of strategic economic analysis proposed by the authors complements the existing approaches with the ability to take into account potential risks when making a far-sighted decision to invest in an organization by combining the results of retrospective analysis and forecasting changes in the quantitative and qualitative characteristics of financial and economic activity.peer-reviewe

    Net structure of subject-to-subject relations in the management of the system of administrative services provision

    The purpose of the work is to form the net structure of management of the system of administrative services provision on the basis of implementation of subject-to-subject interactions between state sector and civil society. Methodology. The methodology basis for the investigation is the abstract-logical analysis of theoretical and methodological backgrounds for management of relations and interactions. For the theoretical generalization and formation of net structure, there are used scientific recommendations of Ukrainian scientists regarding the necessity to implement subject-to-subject relations in the system of administrative services provision. Results. The investigations allowed confirming that the hierarchical structure of the state governance system does not give an opportunity to implement equal interaction between a subject of provision and a subject of an appeal as these relations have one – way communication and the feedback channel has a formal character. Moreover, the civil society is not considered by state sector to be a source of methods and ways to develop the system of state governance, in particular, the management system of administrative services provision. Practical meaning. The net structure of management will allow implementing the subject-subject relations in the system, under which the actions of the subject of provision – that means state sector – will be directed to the realization of rights and interests of the subjects of appeal. In their turn, apart from the performance of all legislative responsibilities that they should perform, they can carry out activities directed to the development of management activity in the system of administrative services provision and the whole system of state governance as an integral system of management. Meaning/Distinction. The provided model of the net structure will allow involving citizens in the processes of state governance and increasing the impact of the civil sector during the making of state and management decisions and, as a result, to confirm subject-to-subject positions in the relations
