    Shutdown maintenance drivers under an integrated and business focused maintenance system

    The purpose of this paper is to establish the drivers that guide or assist organizations with the need to have a maintenance shutdown in a cost-effective manner and in full support of the organizational strategies. Design/methodology/approach – The emphasis of this research seeks to reinforce the connection between the organization strategies and the shutdown drivers. Findings – The analysis results from a chemical manufacturing company in South Africa have been utilized in establishing the validity of the data. Research limitations/implications – The establishment of the shutdown drivers may assist maintenance managers in planning and improving the plant's utilization of shutdowns and may contribute to substantial cost savings. Originality/value – The approach in the paper adds important knowledge on shutdown maintenance drivers and how they relate to the organization’s operational strategies

    Improved Specimen-Referral System and Increased Access to Quality Laboratory Services in Ethiopia: The Role of the Public-Private Partnership

    BACKGROUND: Nonstandardized specimen-transport logistics, lack of laboratory personnel to transport specimens, lack of standard specimen containers, and long turnaround time (TAT) hindered access to quality laboratory services. The objective of the Becton, Dickinson, and Company (BD)-US President's Emergency Plan for AIDS Relief (PEPFAR) Public-Private Partnership (PPP) was to support country-specific programs to develop integrated laboratory systems, services, and quality improvement strategies, with an emphasis on strengthening the specimen-referral system (SRS).METHODS: In 2007, through the Centers for Disease Control and Prevention (CDC), the Ethiopian Public Health Institute (EPHI) joined with the BD-PEPFAR PPP to strengthen laboratory systems. A joint planning and assessment committee identified gaps in the SRS for prioritization and intervention and piloted the system in Addis Ababa and Amhara Region.RESULTS: The PPP established standardized, streamlined specimen logistics, using the Ethiopian Postal Service Enterprise to support a laboratory network in which 554 facilities referred specimens to 160 laboratories. The PPP supported procuring 400 standard specimen containers and the training of 586 laboratory personnel and 81 postal workers. The average TAT was reduced from 7 days (range, 2-14 days) to 2 days (range, 1-3 days) in Addis Ababa and from 10 days (range, 6-21 days) to 5 days (range, 2-6 days) in Amhara Region.CONCLUSIONS: This study highlights the feasibility and untapped potential of PPPs to strengthen laboratory systems.     From Earth to Orbit: An assessment of transportation options

    The report assesses the requirements, benefits, technological feasibility, and roles of Earth-to-Orbit transportation systems and options that could be developed in support of future national space programs. Transportation requirements, including those for Mission-to-Planet Earth, Space Station Freedom assembly and operation, human exploration of space, space science missions, and other major civil space missions are examined. These requirements are compared with existing, planned, and potential launch capabilities, including expendable launch vehicles (ELV's), the Space Shuttle, the National Launch System (NLS), and new launch options. In addition, the report examines propulsion systems in the context of various launch vehicles. These include the Advanced Solid Rocket Motor (ASRM), the Redesigned Solid Rocket Motor (RSRM), the Solid Rocket Motor Upgrade (SRMU), the Space Shuttle Main Engine (SSME), the Space Transportation Main Engine (STME), existing expendable launch vehicle engines, and liquid-oxygen/hydrocarbon engines. Consideration is given to systems that have been proposed to accomplish the national interests in relatively cost effective ways, with the recognition that safety and reliability contribute to cost-effectiveness.     SOVEREIGN: An Autonomous Neural System for Incrementally Learning Planned Action Sequences to Navigate Towards a Rewarded Goal

    How do reactive and planned behaviors interact in real time? How are sequences of such behaviors released at appropriate times during autonomous navigation to realize valued goals? Controllers for both animals and mobile robots, or animats, need reactive mechanisms for exploration, and learned plans to reach goal objects once an environment becomes familiar. The SOVEREIGN (Self-Organizing, Vision, Expectation, Recognition, Emotion, Intelligent, Goaloriented Navigation) animat model embodies these capabilities, and is tested in a 3D virtual reality environment. SOVEREIGN includes several interacting subsystems which model complementary properties of cortical What and Where processing streams and which clarify similarities between mechanisms for navigation and arm movement control. As the animat explores an environment, visual inputs are processed by networks that are sensitive to visual form and motion in the What and Where streams, respectively. Position-invariant and sizeinvariant recognition categories are learned by real-time incremental learning in the What stream. Estimates of target position relative to the animat are computed in the Where stream, and can activate approach movements toward the target. Motion cues from animat locomotion can elicit head-orienting movements to bring a new target into view. Approach and orienting movements are alternately performed during animat navigation. Cumulative estimates of each movement are derived from interacting proprioceptive and visual cues. Movement sequences are stored within a motor working memory. Sequences of visual categories are stored in a sensory working memory. These working memories trigger learning of sensory and motor sequence categories, or plans, which together control planned movements. Predictively effective chunk combinations are selectively enhanced via reinforcement learning when the animat is rewarded. Selected planning chunks effect a gradual transition from variable reactive exploratory movements to efficient goal-oriented planned movement sequences. Volitional signals gate interactions between model subsystems and the release of overt behaviors.     Rural Land-Use Trends in the Conterminous United States, 1950-2000.

    In order to understand the magnitude, direction, and geographic distribution of land-use changes, we evaluated land-use trends in U.S. counties during the latter half of the 20th century. Our paper synthesizes the dominant spatial and temporal trends in population, agriculture, and urbanized land uses, using a variety of data sources and an ecoregion classification as a frame of reference. A combination of increasing attractiveness of nonmetropolitan areas in the period 1970–2000, decreasing household size, and decreasing density of settlement has resulted in important trends in the patterns of developed land. By 2000, the area of low-density, exurban development beyond the urban fringe occupied nearly 15 times the area of higher density urbanized development. Efficiency gains, mechanization, and agglomeration of agricultural concerns has resulted in data that show cropland area to be stable throughout the Corn Belt and parts of the West between 1950 and 2000, but decreasing by about 22% east of the Mississippi River. We use a regional case study of the Mid-Atlantic and Southeastern regions to focus in more detail on the land-cover changes resulting from these dynamics. Dominating were land-cover changes associated with the timber practices in the forested plains ecoregions and urbanization in the piedmont ecoregions. Appalachian ecoregions show the slowest rates of landcover change. The dominant trends of tremendous exurban growth, throughout the United States, and conversion and abandonment of agricultural lands, especially in the eastern United States, have important implications because they affect large areas of the country, the functioning of ecological systems, and the potential for restoratio

    Building on 50 Years of Mission Operations Experience for a New Era of Space Exploration

    The U.S. National Space Policy, I the 14-nation Global Exploration Strategy,2 and the National Aeronautics and Space Administration's (NASA) 2006 Strategic Plan3 provide foundational direction for far-ranging missions, from safely flying the Space Shuttle and completing construction of the International Space Station by 2010, to fielding a next generation space transportation system consisting of the Ares I Crew Launch Vehicle!Orion Crew Exploration Vehicle and the Ares V Cargo Launch Vehicle!Altair Lunar Lander (fig. 1). Transportation beyond low-Earth orbit will open the frontier for a lunar outpost, where astronauts will harness in-situ resources while exploring this 4 billion-year-old archaeological site, which may hold answers to how the Earth and its satellite were formed. Ultimately, this experience will pave the way for the first human footprint on Mars. In October 2007, NASA" announced assignments for this lunar exploration work.4 The Marshall Space Flight Center is responsible for designing, developing, testing, and evaluating the Ares I and Ares V, which are Space Shuttle derived launch vehicles, along with a number of lunar tasks. The Marshall Center's Engineering Directorate provides the skilled workforce and unique manufacturing, testing, and operational infrastructure needed to deliver space transportation solutions that meet the requirements stated in the Constellation Architecture Requirements Document (CARD). While defining design reference missions to the Station and the Moon, the CARD includes goals that include reducing recurring and nonrecurring costs, while increasing safety and reliability.
