EcoBlock: Grid Impacts, Scaling, and Resilience
Widespread deployment of EcoBlocks has the potential to transform today's electricity system into one that is more resilient, flexible, efficient and sustainable. In this vision, the system will consist of self- su cient, renewable-powered, block-scale entities that can deliberately adjust their net power exchange and can optimize performance, maintain stability, support each other, or disconnect entirely from the grid as needed. Challenges to the Integration of Renewable Resources at High System Penetration
Successfully integrating renewable resources into the electric grid at penetration levels to meet a 33 percent Renewables Portfolio Standard for California presents diverse technical and organizational challenges. This report characterizes these challenges by coordinating problems in time and space, balancing electric power on a range of scales from microseconds to decades and from individual homes to hundreds of miles. Crucial research needs were identified related to grid operation, standards and procedures, system design and analysis, and incentives, and public engagement in each scale of analysis. Performing this coordination on more refined scales of time and space independent of any particular technology, is defined as a “smart grid.” “Smart” coordination of the grid should mitigate technical difficulties associated with intermittent and distributed generation, support grid stability and reliability, and maximize benefits to California ratepayers by using the most economic technologies, design and operating approaches

An Assessment of PIER Electric Grid Research 2003-2014 White Paper
This white paper describes the circumstances in California around the turn of the 21st century that led the California Energy Commission (CEC) to direct additional Public Interest Energy Research funds to address critical electric grid issues, especially those arising from integrating high penetrations of variable renewable generation with the electric grid. It contains an assessment of the beneficial science and technology advances of the resultant portfolio of electric grid research projects administered under the direction of the CEC by a competitively selected contractor, the University of California’s California Institute for Energy and the Environment, from 2003-2014
Scenarios for the development of smart grids in the UK: literature review
Smart grids are expected to play a central role in any transition to a low-carbon energy future, and much research is currently underway on practically every area of smart grids. However, it is evident that even basic aspects such as theoretical and operational definitions, are yet to be agreed upon and be clearly defined. Some aspects (efficient management of supply, including intermittent supply, two-way communication between the producer and user of electricity, use of IT technology to respond to and manage demand, and ensuring safe and secure electricity distribution) are more commonly accepted than others (such as smart meters) in defining what comprises a smart grid.
It is clear that smart grid developments enjoy political and financial support both at UK and EU levels, and from the majority of related industries. The reasons for this vary and include the hope that smart grids will facilitate the achievement of carbon reduction targets, create new employment opportunities, and reduce costs relevant to energy generation (fewer power stations) and distribution (fewer losses and better stability). However, smart grid development depends on additional factors, beyond the energy industry. These relate to issues of public acceptability of relevant technologies and associated risks (e.g. data safety, privacy, cyber security), pricing, competition, and regulation; implying the involvement of a wide range of players such as the industry, regulators and consumers.
The above constitute a complex set of variables and actors, and interactions between them. In order to best explore ways of possible deployment of smart grids, the use of scenarios is most adequate, as they can incorporate several parameters and variables into a coherent storyline. Scenarios have been previously used in the context of smart grids, but have traditionally focused on factors such as economic growth or policy evolution. Important additional socio-technical aspects of smart grids emerge from the literature review in this report and therefore need to be incorporated in our scenarios. These can be grouped into four (interlinked) main categories: supply side aspects, demand side aspects, policy and regulation, and technical aspects.
Girt by sea: understanding Australia’s maritime domains in a networked world
This study aims to provide the background, language and context necessary for an informed understanding of the challenges and dilemmas faced by those responsible for the efficacy of Australia’s maritime domain awareness system.
Abstract
Against a rapidly changing region dominated by the rise of China, India and, closer to home, Indonesia, Australia’s approaches to understanding its maritime domains will be influenced by strategic factors and diplomatic judgements as well as operational imperatives. Australia’s alliance relationship with the United States and its relationships with regional neighbours may be expected to have a profound impact on the strength of the information sharing and interoperability regimes on which so much of Australia’s maritime domain awareness depends.
The purpose of this paper is twofold. First, it seeks to explain in plain English some of the principles, concepts and terms that maritime domain awareness practitioners grapple with on a daily basis. Second, it points to a series of challenges that governments face in deciding how to spend scarce tax dollars to deliver a maritime domain awareness system that is necessary and sufficient for the protection and promotion of Australia’s national interests
The Space Object Ontology
Achieving space domain awareness requires the
identification, characterization, and tracking of space objects.
Storing and leveraging associated space object data for purposes
such as hostile threat assessment, object identification, and
collision prediction and avoidance present further challenges.
Space objects are characterized according to a variety of
parameters including their identifiers, design specifications,
components, subsystems, capabilities, vulnerabilities, origins,
missions, orbital elements, patterns of life, processes, operational
statuses, and associated persons, organizations, or nations. The
Space Object Ontology provides a consensus-based realist
framework for formulating such characterizations in a
computable fashion. Space object data are aligned with classes
and relations in the Space Object Ontology and stored in a
dynamically updated Resource Description Framework triple
store, which can be queried to support space domain awareness
and the needs of spacecraft operators. This paper presents the
core of the Space Object Ontology, discusses its advantages over
other approaches to space object classification, and demonstrates
its ability to combine diverse sets of data from multiple sources
within an expandable framework. Finally, we show how the
ontology provides benefits for enhancing and maintaining longterm
space domain awareness
Report of the workshop on Aviation Safety/Automation Program
As part of NASA's responsibility to encourage and facilitate active exchange of information and ideas among members of the aviation community, an Aviation Safety/Automation workshop was organized and sponsored by the Flight Management Division of NASA Langley Research Center. The one-day workshop was held on October 10, 1989, at the Sheraton Beach Inn and Conference Center in Virginia Beach, Virginia. Participants were invited from industry, government, and universities to discuss critical questions and issues concerning the rapid introduction and utilization of advanced computer-based technology into the flight deck and air traffic controller workstation environments. The workshop was attended by approximately 30 discipline experts, automation and human factors researchers, and research and development managers. The goal of the workshop was to address major issues identified by the NASA Aviation Safety/Automation Program. Here, the results of the workshop are documented. The ideas, thoughts, and concepts were developed by the workshop participants. The findings, however, have been synthesized into a final report primarily by the NASA researchers
Panoramic Images for Situational Awareness in a 3D Chart-of-the-Future Display
Many early charts featured sketches of the coastline, providing a good picture of what the shore looked like from the bridge of a ship. These helped the mariner to distinguish one port from another during an approach and establish their rough position within that approach. More recent experimental 3D chart interfaces have incorporated 3D models of land topography and man-made structures to perform the same function. However, topography is typically captured from the air, by means of stereophotogrammetry or lidar and fails to present a good representation of what is seen from a vessel’s bridge. We have been conducting an investigation of ways to present photographic imagery to the mariner to better capture the utility of the early coastline sketches. Our focus has been on navigation in restricted waters, using the Piscataqua River as a test area. This is part of our “Chart-of-the-Future” project being conducted by The Data Visualization Research Lab at the UNH Center for Coastal and Ocean Mapping. Through our investigation, we have developed a new method for presenting photographic imagery to the mariner, in the form of a series of panoramic images progressing down the channel. The panoramas consist of images stitched almost seamlessly together into circular arcs, whose centers are intended to be close to the position of a vessel’s bridge during transit. When viewed from this center, there is no distortion, and distortion increases to a maximum between two panorama centers. Our preliminary trials suggest that panoramas can provide an excellent supplement to electronic navigation aids by making them visible in the context of what can be seen out the window. We believe panoramas will be especially useful both in familiarizing a mariner with an unfamiliar approach during planning, and in enhancing situational awareness at times of reduced visibility such as in fog, dusk, or nightfall
