    Achieving safer school travel in the UK

    This paper summarises the current UK approach to improving child road safety, focusing particularly on measures to enhance the safety of the school journey. It highlights the importance of a safe road environment, and a number of different ways in which this can be achieved, including engineering measures, often introduced via partnership work between local authorities, schools, the police, the local community, parents and children. It also reports on supporting measures, such as on-road child pedestrian and cycle training, which are becoming an increasingly common part of school activity

    Human Motion Trajectory Prediction: A Survey

    With growing numbers of intelligent autonomous systems in human environments, the ability of such systems to perceive, understand and anticipate human behavior becomes increasingly important. Specifically, predicting future positions of dynamic agents and planning considering such predictions are key tasks for self-driving vehicles, service robots and advanced surveillance systems. This paper provides a survey of human motion trajectory prediction. We review, analyze and structure a large selection of work from different communities and propose a taxonomy that categorizes existing methods based on the motion modeling approach and level of contextual information used. We provide an overview of the existing datasets and performance metrics.     This research examines the safety hazards faced by child pedestrians at rural schools within the Waipa District. The main objectives of this research were to identify hazards child pedestrians face, to identify current counter-measures to these hazards, and to evaluate the regulations and policies pertaining to these counter-measures and child pedestrian safety. Meeting these objectives then allowed the design of possible counter-measures to the hazards faced by rural child pedestrians.     Priority Management for Urban Arterials. Transferability of Techniques: Methodology and Summary.

    This paper describes the background and methodology employed in research funded by EPSRC to assess the effect of individual traffic control measures on urban arterials, both in isolation and in combination. The aim of the project was to test the transferability of the techniques developed in a DRIVE II project, PRIMAVERA, to a range of different types of urban corridor. Measures have been classed into three broad categories: Congestion Management, Public Transport Priority and Traffic Calming. The scope of these measures is wide, some operating at a junction level whilst others have an impact over a whole corridor. Measures from these categories are applied in a sophisticated microsimulation model of a series of hypothetical networks and four urban arterial corridors: three in Leeds and one in Leicester. The effects of the application of individual and integrated measures are assessed in terms of their efficiency, environmental and safety impacts using a form of Multi-Criteria Analysis. Travel time and other monetary costs are also taken into consideration. Whilst these results are of interest to local planners in the operation of each of the arterial corridors studied, a wider insight into the operation of urban arterials can be drawn from this study leading to more efficient control of the available road space

    Effects of Transit Signal Priority on Traffic Safety: Interrupted Time Series Analysis of Portland, Oregon, Implementations

    Transit signal priority (TSP) has been implemented to transit systems in many cities of the United States. In evaluating TSP systems, more attention has been given to its operational effects than to its safety effects. Existing studies assessing safety effects of TSP reported mixed results, indicating that the safety effects of TSP vary in different contexts. In this study, TSP implementations in Portland, Oregon, were assessed using interrupted time series analysis (ITSA) on month-to-month changes in number of crashes from January 1995 to December 2010. Single-group and controlled ITSA were conducted for all crashes, property-damage-only crashes, fatal and injury crashes, pedestrian-involved crashes, and bike-involved crashes. Evaluation of the post-intervention period (2003 to 2010) showed a reduction in all crashes on street sections with TSP (-4.5 percent), comparing with the counterfactual estimations based on the control group data. The reduction in property-damage-only crashes (-10.0 percent) contributed the most to the overall reduction. Fatal and injury crashes leveled out after TSP implementation but did not change significantly comparing with the control group. Pedestrian and bike-involved crashes were found to increase in the post-intervention period with TSP, comparing with the control group. Potential reasons to these TSP effects on traffic safety were discussed.Comment: Published in Accident Analysis & Preventio

    The material in this Working Paper was generated as input to DETR's Guidance on the Methodology for Multi Modal Studies (GOMMMS). DETR subsequently decided only to provide summary information on transport policy measures, and to leave the consultants involved in individual multi modal studies to make their own assessment of individual policy measures in the context of specific study areas. It has been decided to make this fuller document available as a reference source. The purpose of the review of policy measures was to provide summary information on the range of policy measures available, experience of their use and, based on past studies, their potential contribution to the range of policy objectives specified for GOMMMS. The review was based on an earlier one included in the Institution of Highways and Transportation's Guidelines on Developing Urban Transport Strategies (1996). This material was updated using references published since 1996 and expanded to cover policy measures relevant in inter-urban areas. It had been intended to circulate it for comment before publishing a revised version. However, DETR decided to use an abridged version before this consultation was complete. It should be borne in mind that this document has not, therefore, undergone the peer assessment which had been intended. To avoid unnecessary further work, the material is presented as it had been drafted for the GOMMMS Guidance document. The only modifications have been to change the chapter and paragraph numbers, and to remove the cross references to other parts of the Guidance document

    This report consists of the notes from a series of lectures given by the authors for a course entitled Accident Analysis and Prevention. The course took place during the second term of a one year Masters degree course in Transport Planning and Engineering run by the Institute for Transport Studies and the Department of Civil Engineering at the University of Leeds. The course consisted of 18 lectures of which 16 are reported on in this document (the remaining two, on Human Factors, are not reported on in this document as no notes were provided). Each lecture represents one chapter of this document, except in two instances where two lectures are covered in one chapter (Chapters 10 and 14). The course first took place in 1988, and at the date of publication has been run for a second time. This report contains the notes for the initial version of the course. A number of changes were made in the content and emphasis of the course during its second run, mainly due to a change of personnel, with different ideas and experiences in the field of accident analysis and prevention. It is likely that each time the course is run, there will be significant changes, but that the notes provided in this document can be considered to contain a number of the core elements of any future version of the course

    Housing and Mobility Toolkit for San Mateo County

    Since the end of the Great Recession, San Mateo County has attracted new workers at a record rate without building anywhere near enough housing. This jobs-housing imbalance drives the cost of housing up and forces many moderate and lower-income employees and their families out of the County. A lack of access to quality affordable housing in the County and the entire Bay Area along with limited transportation options means that an increased number of employees drive in and out of the County every workday. The resultant congestion, gridlock, and long commutes along with other negative environmental, social, and economic impacts create a major concern for communities in the County and beyond. Clearly, this problem has two distinct but interrelated dimensions: housing development and transportation planning. A select group of Mineta Transportation Institute (MTI) Research Associates worked closely with representatives from the San Mateo County Home for All initiative to help address this challenge by developing a toolkit of successful case studies with a holistic approach to housing development and transportation planning
