    [Excerpt] Bruce Kaufman has produced two volumes on the early development of human resource (HR) management that should become mainstays in undergraduate and graduate courses in the fields of HR studies and industrial relations. Not since Sandy Jacoby\u27s pathbreaking book on the development of personnel management has such careful attention been paid to the inner workings of American corporations\u27 personnel policies a century ago (Employing Bureaucracy: Managers, Unions and the Transforming of Work in American Industry, 1900-1945, 1985). Unlike Jacoby, who specifically analyzed how and why companies developed these policies in response to union movements and external pressures, Kaufman\u27s purpose is to show that the roots of modern HR management can be traced to the late nineteenth and that “strategic” HR is not new

    [Excerpt] This volume is intended to collect the best current scholarship in the new and growing field of labor rights and human rights. We hope it will serve as a resource for researchers and practitioners as well as for teachers and students in university-level labor and human rights courses. The animating idea for the volume is the proposition that workers\u27 rights are human rights. But we recognize that this must be more than a slogan. Promoting labor rights as human rights requires drawing on theoretical work in labor studies and in human rights scholarship and developing closely reasoned arguments based on what is happening in the real world. Citing labor clauses in the Universal Declaration of Human Rights is one thing; relating them to the real world where workers seek to exercise their rights is something else. The contributors to this volume provide a firm theoretical foundation grounded in the reality of labor activism and advocacy in a market-driven global economy

    A Broader Liberty: JS Mill, Paternalism, and the Public’s Health

    Is the ‘harm principle’, famously propounded by JS Mill and widely adopted in bioethics, an appropriate principle to guide public health regulation? The harm principle limits liberty-limiting interventions to only those instances where the person poses a significant risk of harm to others. However, much of public health regulation is not primarily directed to avert risk to others, but to safeguard the health and safety of the individual him or herself. Think about regulations regarding seatbelts, motorcycle helmets, or the fluoridation of water as illustrations of pervasive public health regulations that are primarily intended to safeguard the individual’s own health or safety. Even laws designed to reduce smoking are justified, at least in substantial part, by the reduction of risk to the smoker. Certainly, scholars argue that there are ‘other-regarding’ aspects to these kinds of laws, but there is little doubt that there are strong paternalistic features to these, and many other, public health laws, such as bans on trans fat in foods. This article directly and forcefully questions the Millian principle, making the case for hard paternalism. When seen from a population-based perspective that counts the number of lives saved, paternalism becomes a plausible justification for interventions that do not pose a truly significant burden on individual liberty, but go along way toward safeguarding the health and wellbeing of the populace

The relationship between policies about telecare and the experiences and aspirations of service users has been under-interrogated. This paper draws on findings from an organisational case study involving people living with complex conditions using various telecare devices and employs Hajer’s (1995) concept of argumentative discourse analysis to identify two key storylines arguing that telecare improves people’s quality of life and promotes independence. While these storylines point to seemingly logical and incontestable objectives, uncritical policy and practice fails to recognise and prioritise the aspirations of service users, leading to unintended consequences that can deepen people’s isolation and minimise organisational benefits.Peer reviewedFinal Accepted Versio

    Interactive Problem Structuring with ICZM Stakeholders

    Integrated Coastal Zone Management (ICZM) is struggling with a lack of science-management integration. Many computer systems, usually known as “decision support systems”, have been developed with the intention to make scientific knowledge about complex systems more accessible for coastal managers. These tools, allowing a multi-disciplinary approach with multi-criteria analyses, are designed for well-defined, structured problems. However, in practice stakeholder consensus on the problem structure is usually lacking. Aim of this paper is to explore the practical opportunities for the new so-called Quasta approach to structure complex problems in a group setting. This approach is based on a combination of Cognitive Mapping and Qualitative Probabilistic Networks. It comprehends a new type of computer system which is quite simple and flexible as well. The tool is tested in two workshops in which various coastal management issues were discussed. Evaluations of these workshops show that (1) this system helps stakeholders to make them aware of causal relationships, (2) it is useful for a qualitative exploration of scenarios, (3) it identifies the quantitative knowledge gaps of the problem being discussed and (4) the threshold for non technicians to use this tool is quite low.Integrated Coastal Zone Management, Problem Structuring, Stakeholder Participation, Cognitive Mapping, Interactive Policy Making

    Human Capabilities and Human Authorities: A Comment on Martha Nussbaum’s Women and Human Development

    What does it mean to be truly human? And, relatedly, what does it mean to be treated as truly human, and with dignity, by the state, or community, of which one is a part? To be fully human, Martha Nussbaum has argued for the better part of two decades, and argues in greater detail in “Women and Human Development”, is not only to be rational, and not only to be happy, but also to be capable - capable, for example, of loving others, of thinking rationally about one\u27s own life, of engaging in dignified labor, of interacting with the natural and political environment, of participating in a society\u27s cultural life. A truly human life is defined by, or perhaps constituted by, these capabilities; to lack anyone of them is in some way to lack a fundamental pillar of one\u27s humanity. Therefore, she continues, a citizen in a constitutional government is treated as fully human by the state when that person\u27s fundamental capabilities - the capabilities which define her humanity - are, at least minimally, protected, promoted or nurtured by the state\u27s governing authorities. Constitutional governments, then, whatever else they do, must protect, promote, or create whatever conditions are necessary for citizens to possess these fundamental capabilities . . . I will highlight and then amplify what I think is missing or underplayed in Nussbaum\u27s treatment of capabilities and women, and that is the role that authority plays - and the role it should and should not play - in guiding states toward a recognition of their obligation to nurture, promote, or protect women\u27s - and men\u27s and children\u27s - human capabilities
