    How can I encourage multi-stakeholder narrative and reflection on the use of ICT in Teacher Professional Development programmes in Rwanda?

    This is an action research enquiry into how I can improve my practice to encourage multi-stakeholder narrative and reflection on the use of Information and Communication Technology (ICT) in Teacher Professional Development (TPD) programmes in Rwanda. I examine the complexity of the ICT-TPD landscape in the Africa Region. I describe two action research cycles in which I attempt to encourage reflection on ICT in professional development in Rwanda. In each cycle I explore the potential of an Activity Theory lens for probing the issues and examining the perspectives of the stakeholder community of teachers, teacher educators, curriculum developers and researchers affiliated to national ICT in TPD programmes and initiatives. I integrate a “Most Significant Change” narrative technique to engage participants in telling stories of significant change in their practice with technology integration. Through the rigour of the action research living theory approach I come to a number of conclusions about my own values and how I actually live my values in practice as I engage with partners in discourse and reflection for mutual learning on the issues of ICT integration in Teacher Professional Development

    Co-production in practice : how people with assisted living needs can help design and evolve technologies and services

    Background The low uptake of telecare and telehealth services by older people may be explained by the limited involvement of users in the design. If the ambition of ‘care closer to home’ is to be realised, then industry, health and social care providers must evolve ways to work with older people to co-produce useful and useable solutions. Method We conducted 10 co-design workshops with users of telehealth and telecare, their carers, service providers and technology suppliers. Using vignettes developed from in-depth ethnographic case studies, we explored participants’ perspectives on the design features of technologies and services to enable and facilitate the co-production of new care solutions. Workshop discussions were audio recorded, transcribed and analysed thematically. Results Analysis revealed four main themes. First, there is a need to raise awareness and provide information to potential users of assisted living technologies (ALTs). Second, technologies must be highly customisable and adaptable to accommodate the multiple and changing needs of different users. Third, the service must align closely with the individual’s wider social support network. Finally, the service must support a high degree of information sharing and coordination. Conclusions The case vignettes within inclusive and democratic co-design workshops provided a powerful means for ALT users and their carers to contribute, along with other stakeholders, to technology and service design. The workshops identified a need to focus attention on supporting the social processes that facilitate the collective efforts of formal and informal care networks in ALT delivery and use

    Exploring good practice knowledge transfer related to post tsunami housing re-construction in Sri Lanka

    Sri Lanka was badly affected by the tsunami that occurred on 26th December 2004. The tsunami destroyed about two-thirds of the Sri Lankan coastline and affected more than 1,000,000 people. It does not only affected the lives of the community, but also had a devastating effect on their housing and livelihoods. The overall loss of 100,000 or more houses due to the tsunami proved to be a major challenge to the emergency response teams and disaster planners. Although several major disasters of varying magnitudes have occurred in the world, the body of knowledge related to post-disaster housing reconstruction and rehabilitation appears fragmented and poorly integrated. This paper attempts to fill this theoretical gap by focusing on the extent to which good practice knowledge transfer helps in overcoming this problem for more effective and efficient delivery of post-tsunami housing in Sri Lanka. The paper applied knowledge transfer principles within the context of the two housing reconstruction strategies employed in post-tsunami housing reconstruction in Sri Lanka; namely donor-driven housing and owner driven housing. The results of this study reveal that the knowledge transfer within this context cannot be simply copied and inserted from one context without any localisation. Therefore, the paper proposes a high-level abstraction of the core principles of community engagement through participatory techniques associated with appropriate capacity and capability building techniques that will enable the various stakeholders to create a new application to suit the appropriate context of the transfer destination (post-tsunami context in Sri Lanka)

    Housing in Kibera\u27s Soweto East informal settlement, Kenya: A socio-technical evaluation

    In 2003, the Kenya Slum Upgrading Programme (KENSUP) was launched in partnership with UN-Habitat and the Government of Kenya (GoK) to improve the livelihoods of people in Kenya by 2020 through the provision of improved shelter, infrastructure, land tenure and income generation. Kibera is an informal settlement in Kenya where varying housing typologies and traditional vernacular-style designs coexist with modern housing units. Soweto East was one of eighteen villages located in Kibera selected for KENSUP’s first major housing development initiative. Soweto East was selected from a screening of several housing projects that could be subjected to a socio-technical (STE). The evaluation followed Dr. Frank Geels\u27s socio-technical approach to innovative and transitional studies in national and global sustainability. His approach combines elements including technology, policies, standards, markets, consumer practices, infrastructure, and cultural meaning. Various methods and theories applied in transitional and humanitarian studies were investigated as part of the literature review. No known prior research has considered KENSUP’s housing complexities through the lens of Frank Geels’ socio-technical system approach. Therefore, a methodological procedure was created to adapt and scale the evaluation method specifically for housing in Soweto East. The methods used in the evaluation included: a document screening process; a narrative and stakeholder interrelation analysis supported by qualitative coding software; and a qualitative survey distributed following a purposeful sampling method. The evaluation identified that KENSUP has struggled to bring innovative housing designs to one of the four zones of Soweto East, resulting in social, political, and technical challenges. The social difficulties identified include poor coordination and cooperation between stakeholders, whilst political issues include unclear national policies on land tenure. The technical challenges include providing housing solutions that were financially within reach of the occupants and affordable to maintain. This delay and challenges during the project indicated that housing in Soweto East experienced a disruptive transition. The stakeholder groups (regimes) did not adapt to the development of high-rise buildings. The research presented in this thesis recommends establishing synergies between regimes, improving building regulations, and implementing existing housing policies. Moreover, the transition to improved housing in Soweto East will remain disruptive until these issues are addressed. The findings from the STE were developed from the analyses applied, offering a transparent evaluation. The STE use of Geel’s theory has demonstrate it’s exceptional usefulness in evaluating a complex housing development project, with specific modifications to the scale of the study. Restrictive travel and accessibility of participants means the evaluation process should be cautiously reviewed before being considered for application to other field research areas. In conclusion, the STE produced a holistic perspective of the housing situation in Soweto East and could be applied in the subsequent phases of KENSUP

    As a collaborator with the Cornell Rehabilitation Research and Training Center on Disability Demographics and Statistics, Mathematica Policy Research, Inc. has been working on a project that identifies the strengths and limitations in existing disability data collection in both content and data collection methodology. The intended outcomes of this project include expanding and synthesizing knowledge of best practices and the extent existing data use those practices, informing the development of data enhancement options, and contributing to a more informed use of existing data. In an effort to provide the public with an up-to-date and easily accessible source of research on the methodological issues associated with surveying persons with disabilities, MPR has prepared a Source Guide of material related to this topic. The Source Guide contains 150 abstracts, summaries, and references, followed by a Subject Index, which cross references the sources from the Reference List under various subjects. The Source Guide is viewed as a “living document,” and will be periodically updated

    CAPRi technical workshop on Watershed Management Institutions: a summary paper

    The System-wide Program for Collective Action and Property Rights (CAPRi) sponsored a workshop on Watershed Management Institutions, March 13-16, 1999 in Managua, Nicaragua. The workshop focused on methodologies for undertaking research on watersheds, particularly those issues and tools that enable a more thorough understanding of the complex interactions between the biophysical factors and socioeconomic institutions of watersheds. Both social and biophysical scientists from CGIAR and other research institutions were brought together to present research and participate in focused discussions on methodologies for addressing collective action and property rights, scale, participation, and impact assessment.     Impact and Evaluation in Designing Social Innovation: Insights from the DESIAP KL Workshop and Symposium

    Measuring social impact is hard. If we want to achieve meaningful social impact, we need to acknowledge that dominant impact evaluation models are limited. The dominant models of evaluation prioritises quantifiable outcomes that poorly take into account longer term impact related to social value and transformative potential. There is often a disconnect between funders and communities because of the chain of intermediaries caught between the two constituents that are often tasked to serve different agendas. Impact evaluation was identified by practitioners in DESIAP events as a key theme and challenge in their work. This report is guided by this key question: How can impact evaluation be undertaken in a way that is centred on community-led, culturally grounded and iterative nature that typify most designing social innovation (DSI) projects? We invited 12 researchers and change-makers from Malaysia, Thailand, Myanmar, Cambodia, Indonesia and The Philippines, who are designing social innovation to share their experiences and identify challenges and opportunities related to evaluating the impact of their work. This gathering aimed to explore alternative social impact evaluations that are more suited to the dynamic and complex characteristics of community-led DSI projects. This report is a summary of the three days (19-21st December 2017), beginning with an intensive 2-day workshop that led to insights and themes that were shared with the wider public on the 21st of December 2017. The report considers: 1) How designing social innovation practices shape the form and purpose of impact evaluation 2) How evaluation is embedded in designing social innovation processes 3) Questions and propositions for understanding impact evaluation. Alternative and culturally grounded evaluative practices are present if we choose to recognise them. For funders and commissioners, acknowledging evaluation as a form of learning requires a change in mindset from one of monitoring to one of support. We identify existing evaluative practices in D&SI projects, which often goes unnoticed because they differ from dominant or common models of evaluation. Highlighting and surfacing these differences is an important step forward in diversifying existing approaches. Key to undertaking effective evaluation in D&SI is to build trust among commissioners, communities and partners. This can open up discussions about how and what kind of impact could be achieved together. Adopting a culturally grounded evaluative practice enables project teams to be true to the needs of the communities they serve. For funders and commissioners, acknowledging evaluation as a form of learning requires a change in mindset from one of monitoring to one of support. It requires trust in the organisations that they fund and to co-design evaluative practices that acknowledges the transformative potential. It involves expanding evaluation methods and approaches to include a broader spectrum of informal and qualitative evaluation approaches to complement traditional outcome-driven approaches. It is also important to build an eco-system of practitioners who have strong evaluative practices to support people who want to apply a more evaluative practice to their work

    The Role of Geospatial Information and Effective Partnerships in the Implementation of the International Agenda for Sustainable Development

    The former United Nations Secretary-General Ban Ki-Moon (2014), repeated the core promise in the 1986 UN Declaration on the Right to Development, in which the General Assembly called for an approach guaranteeing meaningful participation of everyone in development and the fair distribution of the benefits of that development. To this end, partnerships are central and can lead to the dignity of the citizens involved as they participate in the development of their own communities. This dissertation research conducted in Manyatta A and B in the Port City of Kisumu, Kenya sought to do just that. The purpose of this study is to demonstrate the role of participatory development planning and collaborative technology platforms of geographic information systems (GIS) and GeoDesign in strengthening sustainable development and enhancing of human dignity. The study used a multimethod design comprised of participatory action research, situational analysis, problem tree analysis, and stakeholder analysis approaches in partnership with the government, academia, business, civil society, and other stakeholders. The study shows how the newly formed government structure, post devolution, provides a functional framework to assist county and city governments to better determine and envision the future they want. This vision can be realized more rapidly through integrated planning to achieve poverty eradication and social, economic, and environmental sustainability, which are the three pillars of the 2030 Agenda for Sustainable Development. The citizens of informal settlements represent those who are farthest behind and who should be given priority. This study demonstrated the potential of inclusive and participatory development planning in restoring the dignity of those groups.     Technologies for climate change adaptation: agricultural sector

    This Guidebook presents a selection of technologies for climate change adaptation in the agricultural sector. A set of twenty two adaptation technologies are showcased that are primarily based on the principals of agroecology, but also include scientific technologies of climate and biological sciences complemented with important sociological and institutional capacity building processes that are required to make adaptation function. The technologies cover monitoring and forecasting the climate, sustainable water use and management, soil management, sustainable crop management, seed conservation, sustainable forest management and sustainable livestock management. Technologies that tend to homogenize the natural environment and agricultural production have low possibilities of success in conditions of environmental stress that are likely to result from climate change. On the other hand, technologies that allow for, and indeed promote, diversity are more likely to provide a strategy which strengthens agricultural production in the face of uncertain future climate change scenarios. In this sense, the twenty two technologies showcased in this Guidebook have been selected because they facilitate the conservation and restoration of diversity while at the same time providing opportunities for increasing agricultural productivity. Many of these technologies are not new to agricultural production practices, but they are implemented based on assessment of current and possible future impacts of climate change in a particular location. Agro-ecology is an approach that encompasses concepts of sustainable production and biodiversity promotion and therefore provides a useful framework for identifying and selecting appropriate adaptation technologies for the agricultural sector. The Guidebook provides a systematic analysis of the most relevant information available on climate change adaptation technologies in the agriculture sector. It has been compiled based on a literature review of key publications, journal articles, and e-platforms, and by drawing on documented experiences sourced from a range of organizations working on projects and programmes concerned with climate change adaptation technologies in the agricultural sector. Its geographic scope is focused on developing countries where high levels of poverty, agricultural production, climate variability and biological diversity currently intersect. Key concepts around climate change adaptation are not universally agreed. It is therefore important to understand local contexts – especially social and cultural norms - when working with national and sub-national stakeholders to make informed decisions about appropriate technology options. Thus, decision-making processes should be participative, facilitated, and consensus-building oriented and should be based on the following key guiding principles: increasing awareness and knowledge, strengthening institutions, protecting natural resources, providing financial assistance and developing context-specific strategies. For decision-making the Community–Based Adaptation framework is proposed for creating inclusive governance that engages a range of stakeholders directly with local or district government and national coordinating bodies, and facilitates participatory planning, monitoring and implementation of adaptation activities. Seven criteria are suggested for the prioritization of adaptation technologies: (i) The extent to which the technology maintains or strengthens biological diversity and is environmentally sustainable; (ii) The extent to which the technology facilitates access to information systems and awareness of climate change information; (iii) Whether the technology support water, carbon and nutrient cycles and enables stable and/or increased productivity; (iv) Income-generating potential, cost-benefit analysis and contribution to improved equity; (v) Respect for cultural diversity and facilitation of inter-cultural exchange; (vi) Potential for integration into regional and national policies and can be scaled-up; (vii) The extent to which the technology builds formal and information institutions and social networks. Finally, recommendations are set out for practitioners and policy makers: • There is an urgent need for improved climate modelling and forecasting which can provide a basis for informed decision-making and the implementation of adaptation strategies. This should include traditional knowledge. • Information is also required to better understand the behaviour of plants, animals, pests and diseases as they react to climate change. • Potential changes in economic and social systems in the future under different climate scenarios should also be investigated so that the implications of adaptation strategy and planning choices are better understood. • It is important to secure effective flows of information through appropriate dissemination channels. This is vital for building adaptive capacity and decision-making processes. • Improved analysis of adaptation technologies is required to show how they can contribute to building adaptive capacity and resilience in the agricultural sector. This information needs to be compiled and disseminated for a range of stakeholders from local to national level. • Relationships between policy makers, researchers and communities should be built so that technologies and planning processes are developed in partnership, responding to producers’ needs and integrating their knowledge
