    Semantic Enrichment of a Multilingual Archive with Linked Open Data

    This paper introduces MERCKX, a Multilingual Entity/Resource Combiner & Knowledge eXtractor. A case study involving the semantic enrichment of a multilingual archive is presented with the aim of assessing the relevance of natural language processing techniques such as named-entity recognition and entity linking for cultural heritage material. In order to improve the indexing of historical collections, we map entities to the Linked Open Data cloud using a language-independent method. Our evaluation shows that MERCKX outperforms similar tools on the task of place disambiguation and linking, achieving over 80% precision despite lower recall scores. These results are encouraging for small and medium-size cultural institutions since they demonstrate that semantic enrichment can be achieved with limited resources.Peer reviewe

    Statistical analysis of the owl:sameAs network for aligning concepts in the linking open data cloud

    The massively distributed publication of linked data has brought to the attention of scientific community the limitations of classic methods for achieving data integration and the opportunities of pushing the boundaries of the field by experimenting this collective enterprise that is the linking open data cloud. While reusing existing ontologies is the choice of preference, the exploitation of ontology alignments still is a required step for easing the burden of integrating heterogeneous data sets. Alignments, even between the most used vocabularies, is still poorly supported in systems nowadays whereas links between instances are the most widely used means for bridging the gap between different data sets. We provide in this paper an account of our statistical and qualitative analysis of the network of instance level equivalences in the Linking Open Data Cloud (i.e. the sameAs network) in order to automatically compute alignments at the conceptual level. Moreover, we explore the effect of ontological information when adopting classical Jaccard methods to the ontology alignment task. Automating such task will allow in fact to achieve a clearer conceptual description of the data at the cloud level, while improving the level of integration between datasets. <br/

    Supporting decision-making in the building life-cycle using linked building data

    The interoperability challenge is a long-standing challenge in the domain of architecture, engineering and construction (AEC). Diverse approaches have already been presented for addressing this challenge. This article will look into the possibility of addressing the interoperability challenge in the building life-cycle with a linked data approach. An outline is given of how linked data technologies tend to be deployed, thereby working towards a “more holistic” perspective on the building, or towards a large-scale web of “linked building data”. From this overview, and the associated use case scenarios, we conclude that the interoperability challenge cannot be “solved” using linked data technologies, but that it can be addressed. In other words, information exchange and management can be improved, but a pragmatic usage of technologies is still required in practice. Finally, we give an initial outline of some anticipated use cases in the building life-cycle in which the usage of linked data technologies may generate advantages over existing technologies and methods

    ArCo: the Italian Cultural Heritage Knowledge Graph

    ArCo is the Italian Cultural Heritage knowledge graph, consisting of a network of seven vocabularies and 169 million triples about 820 thousand cultural entities. It is distributed jointly with a SPARQL endpoint, a software for converting catalogue records to RDF, and a rich suite of documentation material (testing, evaluation, how-to, examples, etc.). ArCo is based on the official General Catalogue of the Italian Ministry of Cultural Heritage and Activities (MiBAC) - and its associated encoding regulations - which collects and validates the catalogue records of (ideally) all Italian Cultural Heritage properties (excluding libraries and archives), contributed by CH administrators from all over Italy.     Constitute: The world’s constitutions to read, search, and compare

    Constitutional design and redesign is constant. Over the last 200 years, countries have replaced their constitutions an average of every 19 years and some have amended them almost yearly. A basic problem in the drafting of these documents is the search and analysis of model text deployed in other jurisdictions. Traditionally, this process has been ad hoc and the results suboptimal. As a result, drafters generally lack systematic information about the institutional options and choices available to them. In order to address this informational need, the investigators developed a web application, Constitute [online at http://www.constituteproject.org], with the use of semantic technologies. Constitute provides searchable access to the world’s constitutions using the conceptualization, texts, and data developed by the Comparative Constitutions Project. An OWL ontology represents 330 ‘‘topics’’ – e.g. right to health – with which the investigators have tagged relevant provisions of nearly all constitutions in force as of September of 2013. The tagged texts were then converted to an RDF representation using R2RML mappings and Capsenta’s Ultrawrap. The portal implements semantic search features to allow constitutional drafters to read, search, and compare the world’s constitutions.     Knowledge Organization Systems (KOS) in the Semantic Web: A Multi-Dimensional Review

    Since the Simple Knowledge Organization System (SKOS) specification and its SKOS eXtension for Labels (SKOS-XL) became formal W3C recommendations in 2009 a significant number of conventional knowledge organization systems (KOS) (including thesauri, classification schemes, name authorities, and lists of codes and terms, produced before the arrival of the ontology-wave) have made their journeys to join the Semantic Web mainstream. This paper uses "LOD KOS" as an umbrella term to refer to all of the value vocabularies and lightweight ontologies within the Semantic Web framework. The paper provides an overview of what the LOD KOS movement has brought to various communities and users. These are not limited to the colonies of the value vocabulary constructors and providers, nor the catalogers and indexers who have a long history of applying the vocabularies to their products. The LOD dataset producers and LOD service providers, the information architects and interface designers, and researchers in sciences and humanities, are also direct beneficiaries of LOD KOS. The paper examines a set of the collected cases (experimental or in real applications) and aims to find the usages of LOD KOS in order to share the practices and ideas among communities and users. Through the viewpoints of a number of different user groups, the functions of LOD KOS are examined from multiple dimensions.
