Linked Data Model in Libraries and Future of Bibliographic Records
The ongoing development of digital culture and Web technologies has directly influenced and changed the standards, principles, rules, approaches and implementations about information organization and access. Today, the needs and trends are increasing in terms of enhancing visibility of information resources in libraries on web, integrating library data to the web, enabling different information systems to exchange data with each other, and revealing relationships / connections between data. In particular, semantic web and linked data applications provide libraries with significant opportunities to manage bibliographic records better and ensure better access to information. In this context, libraries are re-shaping services of bibliographic descrription and working hard in order to adapt to new developments. In this study, the concepts of semantic web and linked data will be explained and the effects of these concepts on libraries and the applications of linked data in libraries will be mentioned

Student-Centered Learning: Functional Requirements for Integrated Systems to Optimize Learning
The realities of the 21st-century learner require that schools and educators fundamentally change their practice. "Educators must produce college- and career-ready graduates that reflect the future these students will face. And, they must facilitate learning through means that align with the defining attributes of this generation of learners."Today, we know more than ever about how students learn, acknowledging that the process isn't the same for every student and doesn't remain the same for each individual, depending upon maturation and the content being learned. We know that students want to progress at a pace that allows them to master new concepts and skills, to access a variety of resources, to receive timely feedback on their progress, to demonstrate their knowledge in multiple ways and to get direction, support and feedback fromâas well as collaborate withâexperts, teachers, tutors and other students.The result is a growing demand for student-centered, transformative digital learning using competency education as an underpinning.iNACOL released this paper to illustrate the technical requirements and functionalities that learning management systems need to shift toward student-centered instructional models. This comprehensive framework will help districts and schools determine what systems to use and integrate as they being their journey toward student-centered learning, as well as how systems integration aligns with their organizational vision, educational goals and strategic plans.Educators can use this report to optimize student learning and promote innovation in their own student-centered learning environments. Programming patterns and development guidelines for Semantic Sensor Grids (SemSorGrid4Env)
The web of Linked Data holds great potential for the creation of semantic applications that can combine self-describing structured data from many sources including sensor networks. Such applications build upon the success of an earlier generation of 'rapidly developed' applications that utilised RESTful APIs. This deliverable details experience, best practice, and design patterns for developing high-level web-based APIs in support of semantic web applications and mashups for sensor grids. Its main contributions are a proposal for combining Linked Data with RESTful application development summarised through a set of design principles; and the application of these design principles to Semantic Sensor Grids through the development of a High-Level API for Observations. These are supported by implementations of the High-Level API for Observations in software, and example semantic mashups that utilise the API
Approaches to Semantic Web Services: An Overview and Comparison
Abstract. The next Web generation promises to deliver Semantic Web Services (SWS); services that are self-described and amenable to automated discovery, composition and invocation. A prerequisite to this, however, is the emergence and evolution of the Semantic Web, which provides the infrastructure for the semantic interoperability of Web Services. Web Services will be augmented with rich formal descriptions of their capabilities, such that they can be utilized by applications or other services without human assistance or highly constrained agreements on interfaces or protocols. Thus, Semantic Web Services have the potential to change the way knowledge and business services are consumed and provided on the Web. In this paper, we survey the state of the art of current enabling technologies for Semantic Web Services. In addition, we characterize the infrastructure of Semantic Web Services along three orthogonal dimensions: activities, architecture and service ontology. Further, we examine and contrast three current approaches to SWS according to the proposed dimensions
Electronic health records to facilitate clinical research
Electronic health records (EHRs) provide opportunities to enhance patient care, embed performance measures in clinical practice, and facilitate clinical research. Concerns have been raised about the increasing recruitment challenges in trials, burdensome and obtrusive data collection, and uncertain generalizability of the results. Leveraging electronic health records to counterbalance these trends is an area of intense interest. The initial applications of electronic health records, as the primary data source is envisioned for observational studies, embedded pragmatic or post-marketing registry-based randomized studies, or comparative effectiveness studies. Advancing this approach to randomized clinical trials, electronic health records may potentially be used to assess study feasibility, to facilitate patient recruitment, and streamline data collection at baseline and follow-up. Ensuring data security and privacy, overcoming the challenges associated with linking diverse systems and maintaining infrastructure for repeat use of high quality data, are some of the challenges associated with using electronic health records in clinical research. Collaboration between academia, industry, regulatory bodies, policy makers, patients, and electronic health record vendors is critical for the greater use of electronic health records in clinical research. This manuscript identifies the key steps required to advance the role of electronic health records in cardiovascular clinical research

This report reviews published literature on the way that countries around the globe have organised and systematised professional learning for teachers in a time of curriculum change. It first reviews country specific literature and then presents evidence on the organisation of professional learning from more general literature, which is more concerned with improvements in practice. All literature used is either from peer-reviewed journals or from academic books. The literature was found by using scholarly search engines, searching under various terms indicating professional learning. In this way literature was uncovered that will be used to support or to question the approach that the Welsh Government takes towards professional learning in education
