Republic of Ghana Country Strategy Paper 2012-2016
This report aims to propose a Bank Group's strategy for supporting Ghana's development efforts over the period 2012 -- 2016. Several factors make a new Bank country strategy for Ghana particularly timely at this moment. These include the enormous challenges the country still faces in its development trajectory in spite of its impressive growth in the last decade, the recent adoption by the Government of the "Ghana Shared Growth and Development Agenda" (GSGDA), the promising developments the country is experiencing in its economic prospects, including becoming an oil producer, attracting interest from BRICS, and the recent completion by the Bank and other development partners of a number of key knowledge products. All these combined provides an opportunity for the Bank and Ghana to lay the foundations for a renewed partnership
BIM and its impact upon project success outcomes from a Facilities Management perspective
The uptake of Building Information Modelling (BIM) has been increasing, but some of its promoted potential benefits have been slow to materialise. In particular, claims that BIM will revolutionise facilities management (FM) creating efficiencies in the whole-life of building operations have yet to be achieved on a wide scale, certainly in comparison to tangible progress made for the prior design and construction phases. To attempt to unravel the factors at play in the adoption of BIM during the operational phase, and in particular, understand if adoption by facilities managers (FMs) is lagging behind other disciplines, this study aims to understand if current BIM processes can ease the challenges in this area faced by facilities management project stakeholders. To do this, success from a facilities management viewpoint is considered and barriers to facilities management success are explored, with focused BIM use proposed as a solution to these barriers. Qualitative research was undertaken, using semi structured interviews to collect data from a non-probability sample of 7 project- and facilities- management practitioners. Key results from this study show that the main barrier to BIM adoption by facilities managers is software interoperability, with reports that facilities management systems are unable to easily import BIM data produced during the design and construction stages. Additionally, facilities managers were not treated as salient stakeholders by Project Managers, further negatively affecting facilities management project success outcomes. A µresistance to change was identified as another barrier, as facilities managers were sceptical of the ability of current BIMenabled systems promoted as being FM compatible to be able to replicate their existing Computer Aided Facility Management (CAFM) legacy software and its user required capabilities. The results of this study highlight that more work is needed to ensure that BIM benefits the end user, as there was no reported use of BIM data for dedicated facilities management purposes. Study of sustainability opportunities during construction
textConstruction Sustainability involves the processes, decisions, and actions during the construction phase of capital projects that enhance current and future environmental, social, and economic needs while considering project safety, quality, cost, and schedule. Most of the currently available published literature and advances in project level sustainability practices have focused on the early Concept Planning and Design phases of capital projects. Knowledge of sustainability practices during the Construction phase of capital projects is still in the early development stages and is highly fragmented; information regarding the selection, assessment, and implementation of construction sustainability solutions has remained largely unavailable or underdeveloped. Moreover, capital project owners and constructors increasingly seek practical guidance and resources to better integrate and evaluate sustainability decisions and actions within project construction services. The dearth of research on effective sustainability practices during the construction phase suggests that higher levels of sustainability attention and effort are needed in this area, in addition to the creation of support guidance and tools.
To fill this gap in knowledge, this research has identified 54 unique actions that project teams can apply during construction to enhance the overall sustainability of their project. These construction phase sustainability actions (CPSAs) have been cataloged, characterized, and evaluated to facilitate their consideration and implementation by project teams. To further support the selection process and implementation of these actions, the research team developed a high-level strategic work process, a spreadsheet-based CPSA Screening Tool, and additional in-depth guidance for three CPSAs. In addition, both input- and output-oriented construction sustainability metrics have been developed and identified. Equipped with the findings from this study, owners and construction contractors will be better prepared to implement sustainability actions during the construction phase of capital projects.Civil, Architectural, and Environmental Engineerin

Post-macroeconomics -- reflections on the crisis and strategic directions ahead
For decades, many researchers argued that economics had nothing to fear from enriching itself with lessons and advances from other disciplines. Unfortunately, these suggestions were either neglected or dismissed upfront in what was then arbitrarily considered mainstream economics. The global crisis has led even Nobel Prize winners to acknowledge that the problem facing economists and policy makers today is mostly intellectual - it is the need to confront the systematic failure of thinking, especially on the part of macroeconomists. Despite its unprecedented magnitude and heavy financial, human, and intellectual cost, the crisis certainly does not invalidate everything that has been learned about macroeconomics. However, the costs highlight some of mistakes of the dominant intellectual macroeconomic framework. Post-macroeconomics should not be understood as another metanarrative of the end of metanarratives. The use of the prefix post here suggests and emphasizes much more than temporal posterity. Post-macroeconomics should follow from macroeconomics more than it follows after macroeconomics. The theorizing of post-macroeconomics is therefore neither systematically oppositional nor hegemonic. It does not advocate a - dialectic opposition - between macroeconomics and post-macroeconomics. Engineering Method and Tool for the Complete Virtual Commissioning of Robotic Cells
Intelligent robotic manufacturing cells must adapt to ever-varying operating conditions, developing autonomously optimal manufacturing strategies to achieve the best quality and overall productivity. Intelligent and cognitive behaviors are realized by using distributed controllers, in which complex control logics must interact and process a wide variety of input/output signals. In particular, programmable logic controllers (PLCs) and robot controllers must be coordinated and integrated. Then, there is the need to simulate the robotic cells’ behavior for performance verification and optimization by evaluating the effects of both PLC and robot control codes. In this context, this work proposes a method, and its implementation into an integrated tool, to exploit the potential of ABB RobotStudio software as a virtual prototyping platform for robotic cells, in which real robots control codes are executed on a virtual controller and integrated with Beckhoff PLC environment. For this purpose, a PLC Smart Component was conceived as an extension of RobotStudio functionalities to exchange signals with a TwinCAT instance. The new module allows the virtual commissioning of a complete robotic cell to be performed, assessing the control logics effects on the overall productivity. The solution is demonstrated on a robotic assembly cell, showing its feasibility and effectiveness in optimizing the final performance
