    Correlating Architecture Maturity and Enterprise Systems Usage Maturity to Improve Business/IT Alignment

    This paper compares concepts of maturity models in the areas of Enterprise Architecture and Enterprise Systems Usage. We investigate whether these concepts correlate, overlap and explain each other. The two maturity models are applied in a case study. We conclude that although it is possible to fully relate constructs from both kinds of models, having a mature architecture function in a company does not imply a high Enterprise Systems Usage maturity

    Enterprise information security policy assessment - an extended framework for metrics development utilising the goal-question-metric approach

    Effective enterprise information security policy management requires review and assessment activities to ensure information security policies are aligned with business goals and objectives. As security policy management involves the elements of policy development process and the security policy as output, the context for security policy assessment requires goal-based metrics for these two elements. However, the current security management assessment methods only provide checklist types of assessment that are predefined by industry best practices and do not allow for developing specific goal-based metrics. Utilizing theories drawn from literature, this paper proposes the Enterprise Information Security Policy Assessment approach that expands on the Goal-Question-Metric (GQM) approach. The proposed assessment approach is then applied in a case scenario example to illustrate a practical application. It is shown that the proposed framework addresses the requirement for developing assessment metrics and allows for the concurrent undertaking of process-based and product-based assessment. Recommendations for further research activities include the conduct of empirical research to validate the propositions and the practical application of the proposed assessment approach in case studies to provide opportunities to introduce further enhancements to the approach

    A Space Acquisition Leading Indicator Based on System Interoperation Maturity

    The Department of Defense‘s space acquisition enterprise has experienced numerous challenges since the advent of space power. Space borne capabilities are needed more than ever, but space acquisition frequently fails to meet its goals. The decades of space acquisition experience form a rich history that can be used to build a leading indicator of success to enable effective program execution. First, the space acquisition areas of greatest concern were determined to be cost, schedule and requirements. These areas are considered as systems composed of the people, processes and products that execute the program. Second, the vital interoperation characteristics, or attributes that each system must possess to be successful, can be extracted from past space acquisition lessons learned and placed into an interoperability maturity model. The maturity model can then be used to capture the relative maturity of the program‘s major systems and their ability to interoperate within the context of each critical characteristic. Third, the maturity model forms the basis for an interoperability measurement using the method developed by Dr. Thomas Ford, where higher levels of interoperability maturity will result in a higher interoperability score.     The authors advocate the integration of process improvement methods into future Defense Support of Civil Authorities (DSCA) operations. They briefly discuss alternative process improvement strategies and their current state of employment in a variety of DoD programs. Methods discussed include Lean Six Sigma, Total Quality Management, and Capability Maturity Models, the utility of such methods is demonstrated, and the value in applying process improvement methods to DSCA operations is articulated. Three recommendations are given to demonstrate how a usable process maturity model can be built and employed for future operations.     Risk Management Capability Maturity and Performance of Complex Product and System (CoPS) Projects with an Asian Perspective

    Complex Products and Systems (CoPS) are high value, technology and engineering-intensive capital goods. The motivation of this study is the persistent high failure rate of CoPS projects, Asian CoPS provider’s weak capability and lack of specific research on CoPS risk management. This paper evaluates risk management maturity level of CoPS projects against a general CoPS risk management capability maturity model (RM-CMM) developed by the authors. An Asian based survey was conducted to investigate the value of RM to project performance, and Asian (non-Japanese) CoPS implementers’ perceived application of RM practices, their strengths and weaknesses. The survey result shows that higher RM maturity level leads to higher CoPS project performance. It also shows project complexity and uncertainty moderates the relationship between some RM practices and project performance, which implies that a contingency approach should be adopted to manage CoPS risks effectively. In addition, it shows that Asian CoPS implementers are weak in RM process and there are also rooms for improvement in the softer aspects of organizational capabilities and robustness

    Influential Factors for Hospital Management Maturity Models in a post-Covid-19 scenario - Systematic Literature Review

    The importance of Maturity Models in the health area was proven to support, monitor and direct health organizations to better plan and execute to their investments and developments. In this work, two reviews of the literature were collected: one of them focuses on identifying the main maturity models developed in the health area, the similarities, and gaps between them, identifying which are the Influencing Factors and, the other one, is to identify the lessons learned during the Covid-19 pandemic. In a pandemic scenario, the health sectors demonstrated the importance of the resilience, in which health systems had to adapt abruptly, considering physical structures; professional management; patient safety; supply chain and; technologies. Technologies, played an essential role to mitigating the pressure that health systems faced due to the increase in health costs, growth of chronic diseases, population aging, population’s expectation for more personalized health and, added to that, the confrontation of Covid-19 pandemic.     The Knowledge Application and Utilization Framework Applied to Defense COTS: A Research Synthesis for Outsourced Innovation

    Purpose -- Militaries of developing nations face increasing budget pressures, high operations tempo, a blitzing pace of technology, and adversaries that often meet or beat government capabilities using commercial off-the-shelf (COTS) technologies. The adoption of COTS products into defense acquisitions has been offered to help meet these challenges by essentially outsourcing new product development and innovation. This research summarizes extant research to develop a framework for managing the innovative and knowledge flows. Design/Methodology/Approach – A literature review of 62 sources was conducted with the objectives of identifying antecedents (barriers and facilitators) and consequences of COTS adoption. Findings – The DoD COTS literature predominantly consists of industry case studies, and there’s a strong need for further academically rigorous study. Extant rigorous research implicates the importance of the role of knowledge management to government innovative thinking that relies heavily on commercial suppliers. Research Limitations/Implications – Extant academically rigorous studies tend to depend on measures derived from work in information systems research, relying on user satisfaction as the outcome. Our findings indicate that user satisfaction has no relationship to COTS success; technically complex governmental purchases may be too distant from users or may have socio-economic goals that supersede user satisfaction. The knowledge acquisition and utilization framework worked well to explain the innovative process in COTS. Practical Implications – Where past research in the commercial context found technological knowledge to outweigh market knowledge in terms of importance, our research found the opposite. Managers either in government or marketing to government should be aware of the importance of market knowledge for defense COTS innovation, especially for commercial companies that work as system integrators. Originality/Value – From the literature emerged a framework of COTS product usage and a scale to measure COTS product appropriateness that should help to guide COTS product adoption decisions and to help manage COTS product implementations ex post
