    Software development: A paradigm for the future

    A new paradigm for software development that treats software development as an experimental activity is presented. It provides built-in mechanisms for learning how to develop software better and reusing previous experience in the forms of knowledge, processes, and products. It uses models and measures to aid in the tasks of characterization, evaluation and motivation. An organization scheme is proposed for separating the project-specific focus from the organization's learning and reuse focuses of software development. The implications of this approach for corporations, research and education are discussed and some research activities currently underway at the University of Maryland that support this approach are presented

    A literature review of expert problem solving using analogy

    We consider software project cost estimation from a problem solving perspective. Taking a cognitive psychological approach, we argue that the algorithmic basis for CBR tools is not representative of human problem solving and this mismatch could account for inconsistent results. We describe the fundamentals of problem solving, focusing on experts solving ill-defined problems. This is supplemented by a systematic literature review of empirical studies of expert problem solving of non-trivial problems. We identified twelve studies. These studies suggest that analogical reasoning plays an important role in problem solving, but that CBR tools do not model this in a biologically plausible way. For example, the ability to induce structure and therefore find deeper analogies is widely seen as the hallmark of an expert. However, CBR tools fail to provide support for this type of reasoning for prediction. We conclude this mismatch between experts’ cognitive processes and software tools contributes to the erratic performance of analogy-based prediction

    It is estimated that between 600and600 and 850 billion annually is lost to fraud, waste, and abuse in the US healthcare system,with 125to125 to 175 billion of this due to fraudulent activity (Kelley 2009). Medicaid, a state-run, federally-matchedgovernment program which accounts for roughly one-quarter of all healthcare expenses in the US, has been particularlysusceptible targets for fraud in recent years. With escalating overall healthcare costs, payers, especially government-runprograms, must seek savings throughout the system to maintain reasonable quality of care standards. As such, the need foreffective fraud detection and prevention is critical. Electronic fraud detection systems are widely used in the insurance,telecommunications, and financial sectors. What lessons can be learned from these efforts and applied to improve frauddetection in the Medicaid health care program? In this paper, we conduct a systematic literature study to analyze theapplicability of existing electronic fraud detection techniques in similar industries to the US Medicaid program

    A conditional full frontier approach for investigating the Averch-Johnson effect

    This paper applies a probabilistic approach in order to develop conditional and unconditional Data Envelopment Analysis (DEA) models for the measurement of sectors’ input oriented technical and scale efficiency levels for a sample of 23 Greek manufacturing sectors. In order to capture the Averch and Johnson effect (A-J effect), we measure sectors’ efficiency levels conditioned on the number of companies competing within the sectors. Particularly, various DEA models have been applied alongside with bootstrap techniques in order to determine the effect of competition conditions on sectors’ inefficiency levels. Additionally, this study illustrates how the recent developments in efficiency analysis and statistical inference can be applied when evaluating the effect of regulations in an industry. The results reveal that sectors with fewer numbers of companies appear to have greater scale and technical inefficiencies due to the existence of the A-J effect.Averch-Johnson effect; Industry regulations; Manufacturing sectors; Nonparametric analysis
