    Regional Republicans: the Alsatian socialists and the politics of primary schooling in Alsace, 1918-1939

    This article deals with political discussions about the place of language and religion in interwar Alsatian primary schools viewed through the lens of the local Socialist Party (SFIO). After Alsace's return to France in 1918, primary schools exemplified the problematic process of reintegrating the province, and parties from across the political spectrum discussed the appropriate language of instruction and whether Alsatian schoolchildren should receive religious education. For the Alsatian Socialists, the answer lay in the broad reform needed to ease reintegration and was motivated by their self-proclaimed republicanism. Thus the party argued for secularity, which would place the province on the same terrain as all other parts of France, and for bilingualism, which would allow the retention of Alsatian regional cultures. In making this argument, the Alsatian SFIO revealed that not everyone in interwar France associated regional language with religion or believed that republican ideas needed to come packaged in the French language. Moreover, the SFIO's actions offer insight into the development of regional political cultures and the varieties of grassroots republicanism in interwar France

    This article analyzes the economics of “badmouthing” in the context of the pre-1914 French capital market. We argue that badmouthing was a means through which racketeering journals sought to secure property rights over issuers’ reputation. We provide a theoretical study of the market setup that emerged to deal with such problems, and we test our predictions using new evidence from contemporary sources.badmouthing, capital market, reputation.

    African Studies Center Working Paper No. 17INTRODUCTION: Each year the annual meeting of the African Studies Association has a general theme, on which a major portion of the panels are presented. The Bibliography Sub-committee of the Archives-Libraries Committee of ASA has unqertaken the project of preparing a working bibliography on the theme of each year's annual meeting. The theme of the 1979 meeting, "Africa and the Media: Changing Aspects of Communication", is broad in its scope, challenging and exciting in its impact, and particularly well-suited for a survey of the literature. There is a great deal written about communication and media in and about Africa, in a variety of sources. This bibliography will attempt to pull some of the available sources together, to indicate continuing sources of information, and to mention projects which are in progress or in planning stages. A working paper presents, in a preliminary format, ideas and information for comment and criticism. It is a starting point for a more finished and polished piece of work. A working bibliography is essentially the same kind of preliminary production, a starting point for further work on the part of individual scholars. Obviously it is not an exhaustive survey of the state of the art. The bibliography will address two aspects of the theme: (1) Africa in United States and World Media and (2) Media in Africa. Types of media to be covered are the press, broadcasting, theatre, cinema, publishing and educational media. The approximate cutoff date was set at 1970. Most citations were noted at Boston University, Library of Congress, Northwestern University, Univensity of Illinois and Yale University. The coordinating editor will attempt to supply location information for interlibrary loan or consultation. Since some citations have been obtained from indexing services, locations in the United States cannet necessarily be guaranteed

    The Ukrainian Francophone Press in France (1919-1921)

    The article is devoted to a retrospective study of the Ukrainian foreign press in Europe, specifically the francophone press in France from 1919 to 1921 and the historical (as well as socio-political and geopolitical) context of its emergence. During our fieldwork in Ukrainian and Western libraries and archives (mainly in France), we managed to rediscover, identify, classify and subsequently analyze these periodicals by inspecting them ourselves. It appears that all the socio-political periodicals that were able to be studied can be classified into three types based on their ideological orientation: the Ukrainian-centric press; the Ukrainian-Russophile periodicals; and the Ukrainian press aimed internationally . We have concluded that this cluster of the Ukrainian francophone press in France had an ambivalent « hybrid » character. These publications fulfilled different functions: informational, propagandist, counter-propagandist, communicative and socio-cultural.L’article est consacré à une étude de la presse étrangère ukrainienne en Europe, en particulier de la presse francophone en France au cours des années 1919-1921 et au contexte historique (ainsi que socio-politique et géopolitique) de son émergence. Au cours de notre travail sur le terrain dans les bibliothèques et les archives ukrainiennes et occidentales (notamment, en France), nous avons réussi à redécouvrir, identifier, classer et analyser ces périodiques de visu. Il apparaît que tous ces périodiques sociopolitiques peuvent être classés selon leur orientation idéologique en trois types : la presse centrée sur l’ukrainien ; les périodiques ukrainiens russophiles; et la presse ukrainienne d’orientation internationale. Nous concluons que la presse francophone ukrainienne en France avait un caractère ambivalent « hybride ».
