    This article reports the results from the implementation and testing of a Wide-Area Power Oscillation Damper (WAPOD) controlling a 180 Mvar TCR Static Var Compensator (SVC) installed in the Hasle substation of Norwegian 420 kV transmission grid. The WAPOD uses voltage phase angle signals from two distant locations in the Norwegian grid as inputs to the damping controller. The damping controller modulates the voltage reference set point used by the SVC’s voltage controller, thereby creating a damping effect. The WAPOD is an extension to the existing Power Oscillation Damping (POD) controller that uses local measurements. A switch-over logic allows for the use of no damping control, local damping control or wide-area control. Field tests were performed during November 2011, and involved the disconnection and re-connection of a 420 kV transmission line. The performance of the WAPOD is compared to that of state-of-the-art local Phasor POD, and when no damping control is enabled. The testing results show that the WAPOD performed satisfactorily and according to the design expectations. These results show that the potential flexibility of the WAPOD to choose, among the different PMU signals, those that have the good observability of inter-area modes can be an advantage to the use of local feedback signals for damping control, as it is current practice today. Regulation concerning the identification and reduction of risk-from financial, data and homeland security risk to the risk of conflicts of interest-increasingly mandates broad policy outcomes and accords regulated parties wide discretion in deciding how to interpret and achieve them. Yet the dominant paradigm of administrative enforcement, monitoring and threats of punishment, is ill suited to oversee the sound exercise of judgment and discretion

    Partnering has been defined in many ways. It can be considered as an individual project mechanism or can be considered as a long term strategy. Alliancing is normally assumed to be a long term business strategy linking together client, contractor and supply chain. Relational contracting goes further than this and brings in the whole philosophy of the value chain and the linking of the interdependent parts within the construction project as a key business objective. This document aims to review existing definitions of these three concepts and present and overview of the current state of-the-art in terms of their use and implementation. The document should be useful for all of those project team members looking to sharpen their understanding of the various concepts and will also provide a platform for debating the current state of the definitions and implementations being used in Main Roads and Public Works Departments

    EU Legitimacy and Social Affiliation: A study of Engineers in Europe

    Analyses of European governance usually bring the member states into the fore placing the citizens in the background. By means of economic analysis, this paper brings explanations of EU legitimacy down to the level of individuals. A method will be suggested that combines explanations based on individual interests and a sociological approach to identity. The paper investigates how work organizations become levers for a European outlook that may release legitimizing from its national context. The individual level analysis will be carried out for one particular occupational group (engineers) and the research questions are elucidated by a small number of interviews with Danish engineers concerning their experience of policies and actions with technological knowledge.legitimacy; social capital; transaction costs; social identity; multi-level governance

    Robots and humans as co-workers? The human-centred perspective of work with autonomous systems

    The design of work organisation systems with automated equipment is facing new challenges and the emergence of new concepts. The social aspects that are related with new concepts on the complex work environments (CWE) are becoming more relevant for that design. The work with autonomous systems implies options in the design of workplaces. Especially that happens in such complex environments. The concepts of “agents”, “co-working” or “human-centred technical systems” reveal new dimensions related to human-computer interaction (HCI). With an increase in the number and complexity of those human-technology interfaces, the capacities of human intervention can become limited, originating further problems. The case of robotics is used to exemplify the issues related with automation in working environments and the emergence of new HCI approaches that would include social implications. We conclude that studies on technology assessment of industrial robotics and autonomous agents on manufacturing environment should also focus on the human involvement strategies in organisations. A needed participatory strategy implies a new approach to workplaces design.
