Assessment of work-based reports: an analysis of assessment frameworks
In Britain engineering professional development has traditionally been seen as a three phase process consisting of a period of engineering formation, a period of training and a period during which engineering responsibilities are demonstrated. An individual could submit evidence of these activities and become registered as a Professional Engineer. Increasing numbers of people employed in the role of engineer do not have formal engineering qualifications and a part or all their engineering formation is carried out within engineering companies or organizations. These people therefore do not have the academically authenticated credentials to register as professional engineers but if they are ignored then the pool of registered engineers will cease to be representative of the profession. The Engineering Council, the body responsible for registering engineers in the UK, has acknowledged the changes in the structure of the profession and has introduced an alternative route for assessing the knowledge and understanding that underpins the competence of a professional engineer. Individual engineers can demonstrate that they have an adequate engineering formation through any combination of academic qualifications and a technical report on some aspect of their professional engineering work. The introduction of the technical report requires the Professional Engineering Bodies to carry out an assessment outside the traditional assessment framework of the Universities. This paper reviews and analyses the requirements of assessment systems and derives the components of such a system that will ensure that the results of the assessment of a work-based technical report will be respected and be seen as assuring comparable standards to the academic routes to engineering formation. By examining assessment separately from the processes of teaching and learning, the paper also reveals the extent of an assessment process and its costs

AODM as a framework and model for characterising learner experiences with technology
The task of characterising learner experiences with technology is increasingly becoming complex due to continuous technological advancements that enable learners to connect, collaborate, generate educational resources and promptly share them in various settings. The challenge for the educator is to understand how to effectively capture and represent learners’ current and future experiences with technology. This paper presents ‘Activity-Oriented Design Method’ (AODM) as a framework and model for characterising personalised and contextualised learner experiences with technology. The objective is to show how AODM can be used to understand learner experiences by examining learner practices with technology and interactions with each other. The aim is to assess the significance and adequacy of AODM as a framework and model that contributes to future understanding of learner experiences with technology. In order to support our arguments, we draw practical insights from two studies that applied AODM to e-learning investigations. The outcome of this analysis is an assessment of the capacity of AODM as a model and framework for characterising both current and future learner experiences with technology. Furthermore, the analysis illuminates the processes of change that inform the design and use of future technologies for learning

Sustainable energy for whom? Governing pro-poor, low-carbon pathways to development: lessons from solar PV in Kenya
Using a combination of insights from innovation studies, sociotechnical transitions theory and the STEPS pathways approach, this paper analyses the evolution of the Kenyan photovoltaics (PV) market.
Considered by many to be an exemplar of private sector led
development, the Kenyan PV market has witnessed the adoption of more than 300,000 solar home systems and over 100,000 solar portable lights. The notion of an entrepreneurially driven unsubsidised solar market has proved to be a powerful narrative amongst development actors who, paradoxically, have provided millions of dollars of funding to encourage the market’s development.
We argue that this donor support has been critical to the success of the market, but not simply by helping to create an enabling environment in which entrepreneurs can flourish. Donor assistance has been critical in supporting a range of actors to build the elements of a PV innovation system by providing active protection for experimentation, network-building, and the construction of shared
visions amongst actors throughout supply chains and amongst users.This analysis gives important clues for designing climate and development policies, with implications for the governance of energy access pathways that are inclusive of poor and marginalised groups in low income countries

Model, Model on the Screen, What's the Cost of Going Green?
How much a policy is expected to cost and who bears the brunt of that cost play a significant role in the debates that shape regulations. We do not have a good track record of predicting costs and their ultimate distribution, but systematic reviews of past assessments have identified some of the factors that lead to errors. A wide range of expected costs of climate policy have been hotly debated, but all are likely to be wrong. This does not mean that we should continue a debate using ill-informed analyses. On the contrary, we need early small experiments to shed light on key unknowns. Environmental stewardship is a long-term challenge and an adaptive regulatory approach promises to inform policy targets and improve controls through sequential regulatory phases that promote: innovation, flexibility and diffusion of best technologies.cost estimation, climate policy, modeling, adaptive management
