Creating virtual communities of practice for learning technology in higher education: Issues, challenges and experiences
The need for a Web portal to support the rapidly growing field of learning technology has been well established through a number of national surveys and scoping studies over recent years. The overarching vision has been the provision of a virtual environment to assist in informing and developing professional practice in the use of learning technologies. This paper outlines the issues and challenges in creating such a portal through the experiences of developing the RESULTs Network. In the paper, design and participation issues are considered within the wider context of online and networked approaches to supporting practice and professional development. User participation methodologies and technical developments for RESULTs are described in relation to a review of existing representations of practice and a comprehensive survey amongst the learning technology usersâ community. An outline of key achievements and experiences is presented, followed by some conclusions regarding the cultural and political issues in creating a viable and sustainable facility and suggestions for possible future direction in national provision

Evaluating global e-government sites: A view using web diagnostics tools

Conversely, citizensâ awareness and expectations of Internet based online-public-services have also increased in recent times. Although the numbers of the different national e-Government web portals have rapidly increased in the last three years, the success of these portals will largely depend on their accessibility, quality and privacy. This paper reports the results of an
evaluative study of a cross-section of e-Government portals from these three perspectives, using a common set of performance metrics and Web diagnostic engines. Results show that not only are there wide variations in the spectrum of information and services provided by these portals, but that significant work still needs to be undertaken in order to make the portals examples of âbest practiceâ e-Government services
Online service delivery models : an international comparison in the public sector
Governments around the world are facing the challenge of responding to increased expectations by their customers with regard to public service delivery. Citizens, for example, expect governments to provide better and more efficient electronic services on the Web in an integrated way. Online portals have become the approach of choice in online service delivery to meet these requirements and become more customer-focussed. This study describes and analyses existing variants of online service delivery models based upon an empirical study and provides valuable insights for researchers and practitioners in government. For this study, we have conducted interviews with senior management representatives from five international governments. Based on our findings, we distinguish three different classes of service delivery models. We describe and characterise each of these models in detail and provide an in-depth discussion of the strengths and weaknesses of these approaches

New projects, services and collaborations have recently brought the infrastructural services for African Studies a big step forward. This report gives an account of new subject gateways and digitisation projects. It discusses recent European cooperation ventures in the field of librarianship. Additionally, new developments and services of the Africa Collection at Frankfurt University Library are presented, which help to address the changing needs of researchers and to handle information overload, while keeping up with the latest developments. Nevertheless, the fragmentation and compartmentalisation of the different services still hinder more integrated information services.Neue Projekte, Dienstleistungen und Kooperationen haben die Informationsversorgung der Afrikastudien einen groĂen Schritt vorangebracht. In diesem Bericht werden neue Fachportale und Digitalisierungsprojekte prĂ€sentiert; die in den vergangenen Jahren intensivierte europĂ€ische Zusammenarbeit der Afrika-Bibliotheken wird nachgezeichnet. Digital technology and governance in transition: The case of the British Library
Comment on the organizational consequences of the new information and communications technologies (ICTs) is pervaded by a powerful imagery of disaggregation and a tendency for ?virtual? forms of production to be seen as synonymous with the ?end? of bureaucracy. This paper questions the underlying assumptions of the ?virtual organization?, highlighting the historically enduring, diversified character of the bureaucratic form. The paper then presents case study findings on the web-based access to information resources now being provided by the British Library (BL). The case study evidence produces two main findings. First, radically decentralised virtual forms of service delivery are heavily dependent on new forms of capacity-building and information aggregation. Second, digital technology is embedded in an inherently contested and contradictory context of institutional change. Current developments in the management and control of digital rights are consistent with the commodification of the public sphere. However, the evidence also suggests that scholarly access to information resources is being significantly influenced by the ?information society? objectives of the BL and other institutional players within the network of UK research libraries

Global-Scale Resource Survey and Performance Monitoring of Public OGC Web Map Services
One of the most widely-implemented service standards provided by the Open
Geospatial Consortium (OGC) to the user community is the Web Map Service (WMS).
WMS is widely employed globally, but there is limited knowledge of the global
distribution, adoption status or the service quality of these online WMS
resources. To fill this void, we investigated global WMSs resources and
performed distributed performance monitoring of these services. This paper
explicates a distributed monitoring framework that was used to monitor 46,296
WMSs continuously for over one year and a crawling method to discover these
WMSs. We analyzed server locations, provider types, themes, the spatiotemporal
coverage of map layers and the service versions for 41,703 valid WMSs.
Furthermore, we appraised the stability and performance of basic operations for
1210 selected WMSs (i.e., GetCapabilities and GetMap). We discuss the major
reasons for request errors and performance issues, as well as the relationship
between service response times and the spatiotemporal distribution of client
monitoring sites. This paper will help service providers, end users and
developers of standards to grasp the status of global WMS resources, as well as
to understand the adoption status of OGC standards. The conclusions drawn in
this paper can benefit geospatial resource discovery, service performance
evaluation and guide service performance improvements.Comment: 24 pages; 15 figure

Reading Lists in Cambridge: A Standard System?
In June 2008 a committee of librarians from across the University convened to investigate ways of improving library services, with particular regard to elearning and the provision of services to undergraduates. Reading lists quickly emerged as the major factor in undergraduate library use, as influential on the types of resources used by undergraduates, and as an area where there was potential for an improvement to the student experience. One of the committeeâs recommendations was that an application be made for an Arcadia Fellowship to investigate issues surrounding the adoption of a standard system for dealing with reading lists. The proposal was felt to map well onto the core issues highlighted by the Arcadia Programme â particularly Changes in Higher Education, New generations of library users, Technology and Changing academic workflows.
